RE: Leadership Planning Team (LPT) Meeting
Mayor Pro Tem Emily Francis, Councilmember Shirley Peel, City Manager Kelly DiMartino, City Attorney Carrie
Daggett, Assistant City Manager Rupa Venkatesh and City Clerk Anissa Hollingshead met in the City Manager’s
Office with some participation via Teams on Monday, February 27, 2023. The following summarizes the
discussions that began at 8:00 a.m.
2/28/2023 Work Session:
The published agenda for this meeting was reviewed.
• This Work Session will be conducted in person with hybrid remote participation options.
Councilmembers will be present in person in the Colorado River Room at 222 Laporte Ave. There is no
public participation at work sessions. The meeting is viewable in person, via Zoom, and on FCTV on cable
television and via livestream.
• One discussion item is planned, focused on reviewing options for a Rental Housing Registration and
Inspection Program. There will be two staff reports, one from Financial Services team members relating
to the Resilient Recovery Plan Implementation and the second providing an overview of the City’s
Volunteer Services program.
3/7/2023 Council Meeting:
The planned agenda for this meeting was reviewed.
• This Council meeting will be conducted in person with hybrid remote participation options.
Councilmembers will be present in person in Council Chambers. Public participation for the meeting will
be available in three ways: in person, via Zoom, and by phone. The meeting will be broadcast on FCTV
on cable television and via livestream.
• One proclamation is planned for this meeting to be presented at 5 p.m. in Council Chambers.

• The consent calendar was reviewed.
There are six second readings of ordinances, four first readings, and one resolution planned for the
consent calendar.
• The discussion agenda includes three planned items.
Two second readings planned for discussion because of a divided vote on first reading. The remaining
discussion item is the two appeals filed on the Planning and Zoning Decision on the 636 Castle Ridge
Group Home.
6-Month Calendar:
• Upcoming meetings were reviewed with particular attention to any shifts.
• For the March 14 work session, there was discussion regarding the purpose of the Hughes Stadium site
item. Feedback was provided that it would be useful for staff to provide background information
including proposed site size, ballot language that was adopted, definition of what low impact means and
differing perspectives in the community, next steps in engagement and addressing the difference
between natural and open space.
• Staff will be providing an update on the feedback we have heard so far in the community as well as
upcoming outreach plans. For the purchase of the site, the City will be appropriating bond revenues but
there has not been any funding allocated for any usage as this is still yet to be determined and this
needs to be clear to the community.
• On the March 21 Council Meeting, the first reading of an ordinance adopting the Vision Zero Action Plan
is scheduled. It was discussed this first reading should be a discussion item, with just a short
presentation to follow up on the recent work session on the topic.
• Land Use Code will next be discussed at the April 11 work session. Space has been made that evening to
ensure space for a robust conversation with only one other planned work session item. That is being
viewed as a pivotal work session for determining and sharing out future plans and scheduling. Coming
out of that conversation there is anticipated to be more clarity in these realms. Staff has been exploring
pending shifts on items this spring that are purely informational at this point to ensure Council has
adequate time for this priority work.
• Rental registration will be at next Tuesday’s work session. At this time an ordinance regarding rental
registration is not listed on the calendar since the ordinance previously brought to Council was
postponed indefinitely.
• There was discussion about Occupancy and the potential for delaying conversations at the work session
level on this topic until the fall when school is back in session at CSU. Discussions included getting better
clarity on the reasons for proposing to delay this conversation while the Land Use Code and rental
housing work is continuing. There was also discussion about looking at how it might be possible to fit
together occupancy and land use code, particularly because in the eyes of some community members

these are topics that are linked and what the advantages and disadvantages are of considering these
things separately versus in combination with each other.
City Clerk Anissa Hollingshead:
• No additional items.
Assistant City Manager Rupa Venkatesh
• No additional items.
City Attorney Carrie Daggett
• Noted finalists are being interviewed today for the office manager position.
City Manager Kelly DiMartino
• As of today, reinstating service on Transfort Route 19. This is a big route for CSU, FRCC and PSD
students. Still struggling to get drivers but want to be providing as much service as possible.
• Good news last week on the official opening of Oak 140. This project includes 79 income qualified work
force housing units in Old Town in a beautiful facility filling up fast. This work is a partnership between
DDA and Housing Catalyst, with support from the City.
• In response to question about snow removal and bike lanes, provided follow up information on
protected bike lanes being cleared right after main arterials are cleared. These are focused on at same
time as priority 2 and 3 roads. For smaller storms this is within 48 hours of the snow. For larger snows, it
can take several days due to the need to bring in heavy equipment. There were questions around why
there is a prioritizing of protected bike lanes rather than other bike lanes that may be more widely used.
Further discussion with FC Moves about this was requested.
Councilmember Shirley Peel:
• Asked where things are at with a website update. Assistant City Manager Rupa Venkatesh reported on
conversations with Chief Information Officer Kevin Wilkins and noted both she and Kevin will also be
meeting with CPIO Director Amanda King today to identify some immediate steps on website
improvements. There was also conversation about how the City is also looking at overhauling the way
we do things in terms of information sharing, including work with Council for training on March 6 on
IAP2 which will include talking through some specific examples of what is and is not working well now.
Coming out of that there will be some adjustments while also remaining realistic about what that might

look like. It was suggested looking at the website would be a good two year priority for the next Council
to set.
