RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Councilmember Tricia Canonico, City Manager Kelly DiMartino, City Attorney Carrie Daggett,
Deputy City Manager Tyler Marr and City Clerk Anissa Hollingshead met via Teams on Tuesday, February 21, 2023.
The following summarizes the discussions that began at 8:00 a.m.
2/21/2023 Council Meeting:
The published agenda for this meeting was reviewed.
• This Council meeting will be conducted in person with hybrid remote participation options.
Councilmembers will be present in person in Council Chambers. No proclamations are planned for this
meeting. Public participation for the meeting will be available in three ways: in person, via Zoom, and by
phone. The meeting will be broadcast on FCTV on cable television and via livestream.
• The consent calendar was reviewed.
There are nine second readings of ordinances, three first readings, and four resolutions planned for the
consent calendar.
• The discussion agenda includes four planned items.
Item 14 is the second reading of an ordinance appropriating revenue for the construction of the 9/11
Memorial. This item is on discussion because it was not a unanimous vote on first reading. No
presentation is planned.
• Item 15 on the discussion agenda includes three ordinances presented for first reading relating to
residential solid waste collection. Staff is prepared to address likely questions regarding criteria in the
request for proposals process for selecting a vendor to propose contracting with, why Republic was the
selected vendor, and how opt out and zero to low waste provisions were designed and considered.
• Relating to Item 16 on an ordinance appropriating a conditional capital contribution to the Northern
Colorado Regional Airport, Councilmember Tricia Canonico noted she did reach out to Johnny Olson,
Greeley Councilmember and Front Range Passenger Rail District Board of Directors member, about the
potential for a stop at the airport. It is looking more likely the route will be along 287 and will not go by
the airport. Discussions will continue, however, about the potential for ensuring the airport can be a

regional transportation hub.
At tonight’s meeting, there will be a staff report on this item. Travis Storin will be the lead and Jason
Licon, director of the airport, will also be present and able to speak to the design of the terminal.
• Clerk Hollingshead noted the presentation for item 17, the adoption of the North College MAX BRT Plan,
was not included in the agenda when it was initially published last Thursday. The agenda has now been
amended to include that presentation. It will also be provided in a read before memo to Council today
to ensure those receiving paper packets are able to access it.
• The final item planned for discussion is the first part of the appeal relating to 1901 and 1925 Hull Street.
The focus at this meeting is on determining the standing of the appellant to file the appeal. An item
submitted by the applicant/opponent to the appeal will be provided to Council and interested parties
today, for consideration during the hearing.
2/28/2023 Work Session:
The draft agenda for this meeting was reviewed.
• This Work Session will be conducted in person with hybrid remote participation options.
Councilmembers will be present in person in the Colorado River Room at 222 Laporte Ave. There is no
public participation at work sessions. The meeting is viewable in person, via Zoom, and on FCTV on cable
television and via livestream.
• One discussion item is planned, focused on reviewing options for a Rental Housing Registration and
Inspection Program. There will be two staff reports, one from Financial Services team members relating
to the Resilient Recovery Plan Implementation and the second providing an overview of the City’s
Volunteer Services program.
6-Month Calendar:
• Upcoming meetings were reviewed with particular attention to any shifts.
• Several community or staff reports were scheduled last week to fill out the calendar at work sessions
through July, with some changes then subsequently made to dates. At this time, there are two staff
reports planned for February 28, as noted above, and an open slot on March 14. Inviting the Museum of
Discovery to participate at that work session was discussed. That date is not workable for Museum staff,
so another report will be considered for that time.
The annual report from the Poudre Fire Authority has been rescheduled and will now occur as part of
the May 23 work session, with the PFA Board joining Council for dinner prior to the meeting in the
Colorado River Room at 222 Laporte.
• Instead of adjourning the February 21 Council Meeting to another date to allow for a potential executive
session, the proposed executive session relating to water issues is now planned as part of the March 21
regular Council meeting.

• Work sessions in April and May are currently fully scheduled. There was discussion about prioritizing
Land Use Code discussions and the potential need to clear more time than a single slot on some work
session nights for those conversations. City Manager DiMartino and Deputy City Manager Marr
indicated they would bring options for discussion at the March 6th LPT meeting.
• Representatives from Colorado State University had reached out to coordinate scheduling a
proclamation acknowledging May as AAPI (Asian American Pacific Islander) Heritage Month. The Equity
Office is assisting in coordinating plans for this proclamation and a related event in collaboration with
community. The potential to present the proclamation prior to the May 16 Council Meeting was shared
with the group working on this. Their preference instead is to do something at the April 18 Council
Meeting, which has been scheduled.
• The current work session schedule has June 13 slated for an adjourned meeting for midyear reviews. It
was highlighted this calendar leaves two months between planned work sessions at this time, from May
23 to July 25. This will continue to be monitored for scheduling needs.
City Clerk Anissa Hollingshead:
• Clerk Hollingshead brought up potential ballot questions for the November election for discussion and
potential direction. The final regular meeting for approving ballot language is August 15. For ballot
questions set by resolution, only one meeting is needed while any proposed charter amendments must
be done by ordinance and therefore required two readings. It is possible to schedule special meetings to
set some potential ballot language (if by resolution or for first reading of an ordinance) if necessary. All
language must be approved and final to certify the ballot content to Larimer County by the beginning of
September.
At last week’s LPT, there was discussion about the timing for an ordinance recommended by the
Election Code Committee to set a ballot question aligning the Charter requirements for candidates for
municipal office with the State Constitution as it relates to felony status. That amendment is scheduled
to come to Council for first reading on April 4.
There was discussion about the potential for additional ballot questions, including some desired clean
up provisions in the Charter relating to elections, as well as a potential Charter amendment regarding
residency requirements for certain City employees and sustainable funding questions.
Regarding a potential residency question, next steps were determined to include talking to
Councilmember Pignataro as the chair of the Compensation Policy Committee regarding the potential to
bring those conversations back to that committee to look at some potential options before returning to
the full Council with that topic.
There will likely need to be a conversation, potentially at a work session, with the full Council regarding
prioritizing and planning potential questions including the residency question after potential work by the
Compensation Policy Committee. At this point, because of how tightly scheduled work sessions are
becoming in late spring/early summer, staff will be discussing a plan to bring back to LPT in two weeks
regarding some options for where some shifts on items that are not as high of priorities and timeliness
to shift in some manner or timing.

Deputy City Manager Tyler Marr
• No additional items.
City Attorney Carrie Daggett
• No additional items.
City Manager Kelly DiMartino
• Met with Mims and Christina from the Early Childhood Council last week and they confirmed they are
looking at working with the County to bring forward a countywide ballot question on a childcare tax.
They are looking to connect with the Council on this, starting with coming to Council Finance
Committee, likely in April.
Councilmember Tricia Canonico:
• Heard from a few neighbors about the construction site across from Kinard Middle School. Drove by it
this morning and it looks really bad, with mud flowing into the street, lack of fencing, ladders left up.
Staff will look into this to ensure compliance with adopted codes.
Mayor Jeni Arndt:
• Noted prioritizing work on the Land Use Code and overall workload issues are top of mind and have
been a big part of discussions during this meeting.
