Memorandum From Anissa Hollingshead Re: Leadership Planning Team Meeting Minutes – January 30, 2023 City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: January 30, 2023 TO: Mayor and Councilmembers FROM: Anissa Hollingshead, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Attorney Carrie Daggett, Deputy City Manager Tyler Marr, Assistant City Manager Rupa Venkatesh and City Clerk Anissa Hollingshead met in person in the City Manager’s Office on Monday, January 30, 2022. The following summarizes the discussions that began at 8:00 a.m. 2/7/2023 Council Meeting: The draft agenda for this meeting was reviewed. • This Council Meeting will be conducted in person with hybrid remote participation options. Councilmembers will be present in person in Council Chambers. Public participation for the meeting will be available in three ways: in person, by phone, and online through Zoom. • The consent calendar was reviewed. There are nine second readings of ordinances, ten first readings, and three resolutions planned for the consent calendar along with the approval of minutes. • The discussion agenda includes the planned first reading of an ordinance relating to 1041 regulations. The action taken by the Planning and Zoning Commission in reviewing this ordinance includes a recommendation that Council not adopt the proposed regulations until the public has had sufficient time to review and comment on the latest version of the ordinance. The final draft reviewed by the Commission was not available until the Friday before their meeting on Wednesday, January 25. It was decided that because the consideration of the ordinance on February 7 has been noticed, with a required 30 day notice by publication in the Coloradoan, the item should appear on the agenda for February 7 with a clear option for Council to continue the hearing to a later date. • An additional item will be added to this agenda to approve an appropriation for the Northern Colorado Regional Airport. That item is being heard at Council Finance Committee on Thursday. Materials will likely mirror the Finance Committee ones, and any changes requested will be addressed via a Read Before memo. It is likely the item will be on the consent agenda, unless the discussion at Finance Committee indicates otherwise. Leadership Planning Team Meeting January 30, 2023 Page 2 of 3 6-Month Calendar: • Upcoming meetings were reviewed with particular attention to any shifts. • The shift to the scheduling of staff reports to occur at work sessions instead of Council meetings has occurred. There will be a staff report on the February 7 Council meeting, but after that point, they will be on work session nights. This practice will be evaluated at the midyear point. At this time, most of the planned staff and community reports have been confirmed for new dates on work session nights. It was noted staff would be confirming a date for the new president of Colorado State University to join Council at dinner and a work session. That timing is being looked at for April 25. • Noted shifts to upcoming work sessions, including shifting both the economic health strategic plan and Halligan updates from February dates to March. On February 28, the potential for an adjourned meeting was confirmed in order to discuss potential litigation relating to water issues in executive session. • The timing of when occupancy regulations will come forward was discussed in follow up to the conversation at last week’s LPT. At this time, the Occupancy topic is still showing as unscheduled but will soon be confirmed for one of the two April work session dates. It is anticipated if an ordinance comes forward from that work session that could be possible in May if Council desires. City Clerk Anissa Hollingshead: • No additional items. Assistant City Manager Rupa Venkatesh • Shared a memo will be forthcoming on some shifts to the process of appointing Library Trustees. During the process of making appointments last year, there had been discussion about removing Council from the interview process for these selections. The planned memo should be in next Thursday’s packet and will include details about amending the current IGA with the Library District and County by resolution to address the appointment process. This could also include process requirements for clarity on what is being followed. • There was discussion about what the process is when a board the Council makes appointments to wants to change the process. Mayor Pro Tem Francis noted Housing Catalyst has been asking about making a change to their membership and there is not clarity on how to do that. That was an instance that had been discussed in LPT previously, and a legal memo was provided about what the statute allows on this. Further staff follow up is required, with Rupa taking point. • The TCO (temporary conditional occupancy) process for community-based shelters is moving forward. Building now has the official permit guide and has sent it out to all those entities that currently operate community-based shelters (which are mainly churches). Applications will open February 20. Once open, we will let them know they have to apply within 30 days. Leadership Planning Team Meeting January 30, 2023 Page 3 of 3 • The Public Nuisance Ordinance committee met for the first time last week to begin strategizing on how to address problem properties with these new tools. The discussions occurring are around which approach is best suited in different instances. City Attorney Carrie Daggett • No additional items. Deputy City Manager Tyler Marr • Noted a memo was sent in last week’s Thursday packet on the County’s waste shed decision and potential options moving forward. If Councilmembers have questions, they are encouraged to connect with Kelly D or Tyler. • Provided an update on the support being provided to employees at the Transfort Maintenance Facility from throughout the organization following the tragic accident that occurred last week, including having the employee assistance program on site. Mayor Pro Tem Emily Francis: • Noted Board and Commission Ad Hoc Committee materials will be going out today. Mayor Jeni Arndt: • Reminded everyone the State of City address will be this Tuesday evening. All Council members are encouraged to attend. There will be members of the public and City staff in person. The address will also be broadcast and livestreamed. Meeting adjourned at 9:01 a.m.
