RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Attorney Carrie Daggett, Deputy City Manager Tyler Marr,
Assistant City Manager Rupa Venkatesh and City Clerk Anissa Hollingshead met remotely via the Teams platform
for a meeting on Monday, January 23, 2022. The following summarizes the discussions that began at 8:00 a.m.
1/24/2023 Work Session:
The published agenda for this work session was reviewed.
• This work session will be conducted in person with hybrid remote participation options.
Councilmembers will be present in person in the Colorado Room at the 222 Building. Remote
participation by staff as needed will be via the regular Zoom link for the meeting. Dinner will be available
for Councilmembers beginning at 5 pm at the meeting site.
• The items planned for the work session were reviewed.
6-Month Calendar:
• Upcoming meetings were reviewed with particular attention to any shifts.
• The item relating to a proposed contract for residential waste services and related code amendments
has been shifted from February 7 to February 21.
• The scheduling of staff reports at Council meetings versus work sessions was discussed. The value and
importance of staff and community reports was affirmed. There will be further discussion by the
Executive Leadership Team at their regular meeting this Wednesday about making a shift to try
scheduling these reports at the beginning of work sessions in lieu of Council meetings to see how that
timing works and to allow more predictability as to when staff reports will be heard in a given meeting.
• Noted shifts to upcoming work sessions, including the addition of an initial discussion on next steps
regarding the Land Use Code to the February 14 work session and adding a discussion of options relating

to the proposed rental housing registration and inspection program to the February 28 work session in
lieu of discussing occupancy regulations.
• An updated date for first reading on a rental housing registration program ordinance has not yet been
scheduled. It was noted this could potentially be ready for March 21 following the February work
session if that is the direction of Council.
• The timing of when occupancy regulations will come forward was discussed. At this time, the occupancy
work session discussion has been shifted to unscheduled items. There was a request to provide
information on why the timing between rental registration and occupancy has been linked to address
them sequentially rather than in tandem, and to ensure that information is publicly shared.
• Currently both the Poudre Fire Authority (PFA) Annual Report and City Works graduation are scheduled
to occur on the same night, May 16. Both these groups typically share dinner with Council prior to the
meeting. There is limited flexibility in shifting the City Works timeline. It was determined to check in
with Chief Bergsten and PFA to see if there is a preference to shift the timing for that annual report or if
sharing the date is a good option.
City Clerk Anissa Hollingshead:
• No additional items.
City Attorney Carrie Daggett
• Confirmed preference of the Mayor to consolidate two appeals on 636 Castle Ridge Group Home into a
single hearing.
• Responded to a question about a potential upcoming executive session regarding water, indicating one
will be needed in the next month or so. Tentatively this was discussed to be February 21.
• Responded to a question about the legal definition of ‘statewide interest’ and what the scope of that
entails. The Attorney’s Office will work with staff to provide a more detailed answer in response to the
inquiries from stakeholders this week.
Assistant City Manager Rupa Venkatesh
• No additional items.

• At one point there was a youth delegation that attended National League of Cities with the Council. That
was eliminated as part of budget cuts and a lack of travel during the pandemic. There was support for
resuming this practice now, beginning with this spring, if possible.
• The Police Awards ceremony is this Thursday evening. The event is scheduled beginning at 5 pm with
the ceremony at 6 pm at Timberline Church. It was noted there is a URA meeting that also begins at 5
pm on that evening.
• City Manager DiMartino is attending the State of our Youth event convened by Poudre School District
with some other City staff this morning and next Monday as well. The event is taking a deep dive into
the mental health and wellbeing needs of students.
Mayor Pro Tem Emily Francis:
• Requested clarification on this week’s URA meeting. The meeting is scheduled for this Thursday at 5 pm
in the CIC Conference Room in City Hall. There is also a remote option for hybrid participation if desired.
For those participating remotely, there are separate links for a Zoom meeting for the primary meeting
and a separate Teams link for the planned potential executive session.
Mayor Jeni Arndt:
• Attended a brief session and tour last Friday along with Mayor Pro Tem Francis and City Manager
DiMartino that included former Boulder mayor Will Toor and the person heading up housing legislation
on behalf of the Governor.
• Noted the CML Housing forum is next week and she has been invited to speak.
• Shared regarding an invitation from Colonel Catherine Barrington, the commander of the Francis E.
Warren Air Force Base in Cheyenne to attend the War College as part of outreach to municipal leaders
and building relationships. Will be doing this the week of May 9. Ann Hutchison from the Chamber of
Commerce has also been invited to participate.
• Had a conversation with some neighbors regarding housing, and how the word affordability is thrown
around a lot without clarity on what it means and what role local government can play in that realm.
Would like to have a conversation about how this gets defined, including any federal definitions tied to
AMI as well as how it is considered as a more practical matter. There was discussion around alignment in
language being used and what is within the scope of the City in its work and a desire to be clear around
what we’re trying to achieve in various decisions, as affordability generally ties directly to price and
government does not set prices.
