RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, City Attorney Carrie Daggett,
Deputy City Manager Tyler Marr and City Clerk Anissa Hollingshead met in a virtual Teams meeting on Monday,
December 12, 2022. The following summarizes the discussions that began at 8:00 a.m.
12/13/2022 Work Session:
The published agenda for this meeting was reviewed.
•This work session will be a hybrid meeting, with Councilmembers present in person in 222. The meeting
will be online via Zoom and livestreamed on FCTV on the City’s website and cable television.
12/20/2022 Regular Meeting:
The draft agenda for this meeting was reviewed.
•This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council
Chambers. Public participation for the meeting will be available in three ways: in person, by phone, and
online through Zoom.
•The items planned for the meeting were reviewed.
There are nine second readings, five first readings, five resolutions, one motion for approval of prior
minutes, an appeal, and a motion under other business for to provide direction on adding an editor’s
note to the City Charter.
•For discussion, items should include the 2nd reading of amendments to Chapter 2 of the Code regarding
quasi-judicial commissions, followed by the 1st reading of amendments to the Land Development Code
relating to Oil and Gas Facilities, then the 1st reading of amendments to Chapter 13 of the City Code and
then 1st reading of amendments to the Ethics Review Board procedures in Chapter 2 of the City Code.
The final discussion item will be the Appeal relating to the determination of eligibility as a landmark for
the Quick Lube Building.

• Mayor Arndt noted she will comment on the second reading of the Active Modes Plan to share context
on how it relies on the adoption of the Land Development Code to build on the adopted plans of the City
towards the achievement of several adopted City goals.
• Relating to the Oil and gas item, there has been some high levels of engagement by parties with varying
interests on the topic. Staff believes the item is ready to go at this time and sought to check in to ensure
that expectation is shared. There was consensus on the appropriate timing to continue with first reading
on December 20. It was noted Council can choose to consider additional time after first reading with
when it sets second reading.
6-Month Calendar:
• Upcoming meetings were reviewed with particular attention to any shifts.
• Noted need to update future references on the six-month planning calendar from Land Use Code to
Land Development Code.
• Reviewed planned changes to February 7 items, including shifting the 1st reading of the adoption of the
North College MAX Plan to February 21.
• There was discussion around how items are designated as potential consent or discussion items on the
internal planning calendar used at Leadership Planning Team and Executive Leadership Team meetings.
The goal is to ensure clarity on Council making a final determination as to whether an item is heard on
consent or discussion.
City Clerk Anissa Hollingshead:
• Shared a reminder for all City staff about the importance of using agendas@fcgov.com for all agenda
related communications with the Clerk’s Office.
Deputy City Manager Tyler Marr
• No additional updates.
City Attorney Carrie Daggett
• The Ethics Review Board is meeting on Wednesday this week to screen a current ethics complaint
against a Planning and Zoning Commission member.

City Manager Kelly DiMartino:
• In follow up to information sent out Friday about the Record of Decision that the U.S. Army Corps of
Engineers has issued for NISP, staff will review that and provide Council with any information about
implications and follow up. It will be a technical review and will likely take a couple of months to
complete and get back to Council.
• Shared regarding the presence of petition gatherers out and about at City facilities. City staff has had
some questions about that and there will be information shared out across teammates about what is
permissible. Broadly framed, petition gatherers can be on public property without impeding the flow of
traffic or blocking any entrances or spaces.
• Highlighted tonight is the City event for employees at the Gardens of Light.
Mayor Pro Tem Emily Francis:
• No additional items
Mayor Jeni Arndt:
• Highlighted the need for an ordinance establishing whether the regular municipal election in 2023 will
be conducted as a City-run or coordinated election.
• Met with the head of the Thompson Valley School District who noted they do present to the Loveland
City Council. Would like to see the Community Report agenda section utilized, for a range of things that
could likely be filled every Council meeting. Discussion occurred of a potential rhythm of regular
community and staff reports at different meetings.
