RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, City Attorney Carrie Daggett,
Assistant City Manager Rupa Venkatesh and City Clerk Anissa Hollingshead met in the City Manager’s Office on
Monday, December 5, 2022. The following summarizes the discussions that began at 8:00 a.m.
12/6/2022 Regular Meeting:
The published agenda for this meeting was reviewed.
• This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council
Chambers. Public participation for the meeting will be available in three ways: in person, by phone, and
online through Zoom.
• The consent calendar was reviewed.
There are four second readings, five first readings, and sixteen resolutions planned for the consent
calendar along with the approval of multiple sets of minutes. There are also four potential first readings
on the discussion agenda, and one resolution.
• Prior to the three items that include salary ordinances for Council direct reports, there is an item
providing a motion if Council wishes to enter executive session before considering these actions.
• It was noted relating to the Active Modes Plan that this is another item that connects in with the City’s
plans for its built environment, including as elucidated in the newly adopted Land Development Code.
• Under Other Business, there are two additional potential executive sessions. The first executive session
relates to Connexion and the second to a discussion regarding certain Charter requirements for Council
candidacy. Each executive session requires a separate motion, so Council will need to return to open
session between the two executive sessions to make the second motion.

• This work session will be a hybrid meeting, with Councilmembers present in person in 222. The meeting
will be online via Zoom and livestreamed on FCTV on the City’s website and cable television.
• On the item relating to East Mulberry Annexation Phasing, Mayor Arndt noted she would ask about
timelines for phasing so that new phases are not annexed until the City has provided full City services to
the phases already annexed .
6-Month Calendar:
• Upcoming meetings were reviewed with particular attention to any shifts.
• Discussed potential of shifting the ordinance making revisions to Code relating to the Ethics Review
Board planned for first reading on January 17, 2023, to December 20, 2022. City Attorney Daggett will
determine if that shift will be possible so as to update these processes quickly.
City Clerk Anissa Hollingshead:
• No additional updates.
Assistant City Manager Rupa Venkatesh
• Shared the overflow shelter will be open nightly starting today. The Fort Collins Rescue Mission has been
able to secure sufficient staffing with the help of Precision Security to allow ongoing operations.
City Attorney Carrie Daggett
• Noted her office has one attorney hired who will be starting just after Christmas and is in the process of
hiring a second attorney to help fill the vacancies currently on that team.
City Manager Kelly DiMartino:
• Parking Services has launched the safe choice program as committed before the end of the year.
Mayor Pro Tem Emily Francis:
• Asked if there has been a memo from the Human Relations Commission about additional language being
added in the City Code regarding making gender identity and expression protected classes and needed
next steps for action on this topic. It was noted there has been an emailed response to the SARs that
were created following up on several emails as well as in person comments regarding both code changes

and gender-neutral bathroom standards. HRC has also prepared a memo that will be forthcoming if it
has not already been distributed. If Council has been waiting to ensure the components are understood
before providing direction under Other Business, staff believes enough information is known to go
ahead. Staff will also go back and look through the responses that went out to questions to ensure
nothing was missed.
• Requested clarification on the current ditch bill before the legislature and how it has been positioned in
terms of City support. Mayor Arndt also noted questions regarding how potential legislation becomes a
Fort Collins bill. Regarding this particular bill, Rep. Boesenecker has referred to this as a Fort Collins bill
in conversations with elected officials, however it did not go through the Legislative Review Committee
and there was not a vote on it to move forward that way. There was a discussion about the need for a
clear process for how support for legislation is formalized, including noting the difference between
taking a position versus running the bill. Relating to the Ditch Bill, staff has been exploring options for
changing the City’s Fire Code that may preclude the need for state legislative changes, but other
communities could benefit from legislation.
Mayor Jeni Arndt:
• Shared she hadn’t realized on paid family leave that the City wasn’t meeting the state levels for the
organization’s hourly employees, although it does for permanent classified and unclassified employees
who are both exempt and non-exempt. The commitment over the next year coming out of the opting
out of the FAMLI program is to figure out how to meet these requirements for that population of hourly
workers. As part of this work, updates will come to the Council on this topic.
• Noted she will be meeting with a group today relating to their request for a resolution to formalize
rights of the river. The Mayor requested attorney support for the discussion and suggested continued
work to identify something that reaffirms our commitment to the river while avoiding concerning
elements of what has been proposed. The proposal for a “rights of the river” resolution may have been
presented to several City boards, but further confirmation is needed as to whether there were any
formal recommendations made.
• Shared concerns about workforce capacity within the City and being able to manage all the work
underway across the organization. This will be a topic of conversation for a one on one with City
Manager DiMartino and will also be a discussion topic for the upcoming ELT retreat occurring on 12/16.
