RE: Leadership Planning Team (LPT) Meeting
Mayor Pro Tem Emily Francis, Councilmember Susan Gutowsky, City Manager Kelly DiMartino, City Attorney Carrie
Daggett, Assistant City Manager Rupa Venkatesh and City Clerk Anissa Hollingshead met on Teams on Monday,
November 28, 2022. The following summarizes the discussions that began at 8:00 a.m.
12/6/2022 Regular Meeting:
The draft agenda for this meeting was reviewed.
• This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council
Chambers. Public participation for the meeting will be available in three ways: in person, by phone, and
online through Zoom.
• The consent calendar was reviewed.
There are four second readings, five first readings, and sixteen resolutions planned for the consent
calendar along with the approval of multiple sets of minutes. There are also five potential first readings
on the discussion agenda, and one resolution.
• Additional information was provided regarding the planned first reading of an ordinance on the consent
calendar amending Section 2-73 of the City Code relating to City Commissions conducting quasi-judicial
hearings. Currently, with the termination of the declared local COVID emergency, quasi-judicial hearings
must be conducted only in person. This code language change would allow the six quasi-judicial
Commissions that are part of the City’s Boards and Commissions established in the Code to meet
remotely or using hybrid technology. This mirrors what is currently available to other City Boards that do
not include quasi-judicial hearings.
It was noted that some boards have remained remote while others have started meeting in person
again. Right now, all boards and commissions are able to have a hybrid element to their meetings,
allowing for members to participate in person or remotely depending upon personal health needs and
other circumstances, except for quasi-judicial items. Once this code change is in place, the same will be
true for commissions for quasi-judicial items as well.

• There are three salary ordinances and one related resolution on the discussion agenda for the Council
direct reports. Prior to these items, there is an item providing a motion if Council wishes to enter
executive session before considering these actions.
6-Month Calendar:
• Upcoming meetings were reviewed with particular attention to any shifts.
• Added ordinance making revisions to Code relating to the Ethics Review Board to the calendar for
planned first reading on January 17, 2023.
City Clerk Anissa Hollingshead:
• Provided an update regarding the petition process, noting the petition packets are currently physically in
the City Clerk’s Office for final review and approval. That is anticipated to be done in time to get them
back to the petition representatives tomorrow, Tuesday, November 29. That will start the 20-calendar
day circulation period for petitions. Only signatures obtained on approved petition forms within the
circulation period – anticipated to start November 29 and consequently ending Monday, December 19 –
can be deemed valid.
Assistant City Manager Rupa Venkatesh
• During the pandemic, guidelines were created for a temporary certificate of occupancy (TCO) process
for community-based shelters. Now that the emergency declaration has been lifted and Council has
passed the updated 2021 International Building Code, staff has been working to formalize an ongoing
process to allow for temporary shelter in structures or buildings without an R1 occupancy classification.
These are shelters housing 15 people or less, often churches. It is anticipated that this will roll out in
January to stakeholder organizations for an application process to open by February of 2023. This would
allow churches or other organizations to go through a full process for approval by the end of May.
• Provided information about the status of the overflow shelter as well, including details on issues the
Rescue Mission is having with staffing to allow for opening that facility. For two recent extreme weather
days, City staff was able to provide additional support to the Rescue Mission through utilizing an outside
security company to provide enough capacity to operate on those days.

• Quick reminder that although there is not a Council meeting this week, on Tuesday night there will be a
public meeting via Zoom about the Land Development Code.
• This week is also the 30th anniversary event celebrating Natural Areas, with a celebration on Wednesday
evening.
Councilmember Susan Gutowsky:
• No additional items.
Mayor Pro Tem Emily Francis:
• Requested an update on the status of the discussion related to effective date of new Council districts.
City Attorney Daggett noted the Election Code Committee will be discussing that next Monday, with
materials in the packet regarding the topic this week. The plan is to allow the Committee to provide an
initial review of potential actions and potentially make a recommendation for the full Council to
consider moving forward. The goal is to have an action before the full Council no later than the first
regular meeting in January and possibly on December 20th depending on the outcome of the
Committee’s discussion.
