RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, City Attorney Carrie Daggett,
Assistant City Manager Rupa Venkatesh, and Chief Deputy City Clerk Rita Knoll met on Monday, November 21,
2022. The following summarizes the discussions that began at 8:00 a.m.
11/22/2022 Adjourned Meeting
The published agenda for this meeting was reviewed.
Councilmembers will be present in person in Council Chambers. The meeting will not be televised or
available through Zoom. Public participation for the meeting will be available only in the Chambers, and
is limited to comment on the motion to go into executive session, or via email. There will be no General
Public Comment.
Dinner for Council will be prior to the meeting at City Hall.
6‐Month Calendar:
Upcoming meetings were reviewed with particular attention to any shifts.
The scheduling of the residential waste services contract and Code amendments has been pushed back
to allow additional time to review the RFP in light of County landfill planning. There are questions
regarding the impacts of the County’s landfill plans on residential waste services requirements; staff will
prepare a summary for Council related to this.
Chief Deputy City Clerk Knoll:
Noted that the petition forms for the Land Development Code ordinance referendum are coming in this
morning for review and approval as to form. That review and approval will take some time due to the
volume of petitions, staffing issues and the holiday. It is anticipated that the petition form will be
approved next Tuesday. Council will be informed by email when that approval occurs.
Assistant City Manager Venkatesh:
Shared information on the disposable bag ordinance/program:
o Roll out was successful and quicker than anticipated. This means revenues from the program are
lower than originally projected.
o In 2023 and 2024, the State’s Plastic Pollution Reduction Act will expand bag changes to other
large retail stores, which will increase revenue.

o By min‐2024, all local and State bag changes will be in place, giving staff a more complete picture
of ongoing revenues.
o A memo with more details on results‐to‐date will be in Council packets this week or next.
o Another memo will be provided in Q2 to share revised revenue and spending scenarios. This
timing will allow the memo to reflect a full year of revenue data.
City Attorney Daggett:
Spoke about the need to consider Code changes relating to the effective date of the redistricting Council
approved in July, to address questions and practical issues.
City Manager DiMartino:
Indicated that all communication materials regarding the Land Development Code have been updated
and FAQs and a fact sheet have been created. A community meeting to provide information about the
new Code will be held on November 29. Details will be shared as soon as they are available. Staff was
asked to provide Council with the written materials staff is preparing once they are completed.
The Oil and Gas item was moved to December 20 to accommodate boards who want to send letters to
Council. The Planning and Zoning Commission had a hearing on this topic on November 17. Follow up
from that hearing and the Commission’s recommendations may further delay consideration.
Hoffman Mill and the Timberline Recycling Center (TRC) have both been accepting mixed loads. Hoffman
Mill can no longer accept mixed loads, so staff has recommended that TRC stop accepting asphalt, and
that all asphalt go to Hoffman Mill. This change will be effective December 1.
Mayor Pro Tem Francis:
Asked questions about the process for an ethics complaint against a board member. City Attorney Daggett
indicated that the process is the same as if the complaint was against a Councilmember, with the Ethics
Review Board first screening the complaint for sufficiency and then further investigating, if warranted.
Upcoming Code changes relating to ethics complaints focus on complaints involving Councilmembers;
however, some revisions such as additional language related to sufficiency of complaints could be
beneficial in connection with future complaints against board members.
Mayor Arndt:
Thanked staff for helping to organize the Club Q and Transgender Day of Remembrance vigil held on
Sunday night.
Spoke about local media staffing and its effect on public messaging. Talked about the need for the City to
step up our own messaging efforts and to look into more modern ways to push out messaging.
Asked that invitations to the State of the City event be expanded to include more community members.
She suggested the event be moved to the Lincoln Center auditorium.
Asked for information on the adoption of plans that informed the Land Development Code and what the
vote was on each of those.
