RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, City Attorney Carrie Daggett,
Deputy City Manager Tyler Marr, City Clerk Anissa Hollingshead, and Graduate Management Assistant Megan
Valliere met on Monday, November 14, 2022. The following summarizes the discussions that began at 7:45 a.m.
11/15/2022 Regular Meeting:
The published agenda for this meeting was reviewed.
• This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council
Chambers. Public participation for the meeting will be available in three ways: in person, by phone, and
online through Zoom.
• The consent calendar was reviewed.
There are nineteen second readings, three first readings, and twelve resolutions planned for the consent
calendar now. There are also two potential first readings on the discussion agenda, and one resolution.
• There was discussion about items that come forward with actions that relate to either the Land Use
Code or the Land Development Code to ensure clear language is being used indicating which code items
relate to. Item 8 is the second reading of the ordinance that updates the City Code’s existing references
to the Land Use Code to the Land Development Code instead. Item 9 is the second reading of an
extension of a temporary exception to the prior Land Use Code that remains in effect at this time until
the Land Development Code takes effect January 1, 2023.
• Mayor Arndt reiterated regarding the resolution opting out of the FAMLI (Colorado Family and Medical
Leave Insurance) program that the item can remain on consent and she will ask staff to share
information about why the City is not participating.
• There will be a motion under other business to cancel the January 3, 2023, Council meeting.
• The meeting will adjourn to November 22 to conduct the executive sessions at that time regarding
reviews for Council direct reports. The Mayor will explain as part of the related discussion that the

November 22 adjourned meeting will not be broadcast on FCTV or on Zoom so comment on the motion
to go into executive session will be limited to in person comments.
• The two GID (General Improvement Districts) meetings will occur following the Council meeting again to
allow for the second readings of the ordinances that were adopted on November 1. Staff for these
meetings should participate remotely, if desired.
• Regarding item 23, the first reading of Ordinance No. 136, 2022, the public nuisance ordinance, there
was a request for a brief presentation when this item is heard. It can be an abbreviated version of the
work session presentation, highlighting the changes that are being brought forward for consideration for
the benefit of those who may not have watched the work session.
11/22/2022 Adjourned Meeting:
The planned agenda for this meeting was reviewed.
• This adjourned Council meeting will be in person only, with no FCTV broadcast and no Zoom meeting.
Public participation for the meeting will be available in person only. Because it is an adjourned meeting,
there is no general public comment. As noted above, this arrangement will be noted during the motion
to adjourn tomorrow night.
• The order of the reviews was discussed, with a determination that it will be: Municipal Judge, City
Manager, and City Attorney for this meeting. It was discussed that historically the Municipal Judge has
always gone first, and then there is a rotation between the City Manager and City Attorney. The decision
was made to begin rotating all three direct appointees at each semi-annual review.
6-Month Calendar:
• Upcoming meetings were reviewed with particular attention to any shifts.
• In reviewing items for December 6, it was noted an additional executive session would be helpful
following the Connexion discussion to briefly review the communication received from the ACLU
regarding felony status and running for municipal office in Fort Collins. It was also noted this topic could
be reviewed at the Election Code Committee meeting on December 5 for potential placement of a
related Charter amendment on an upcoming ballot.
• The planned first reading of ordinances associated with Rental Housing Program Design have been
moved from December 6 to January 17 to allow more time for preparing the ordinances.
• It was noted the unscheduled code amendments relating to the Ethics Review Board are ready and can
be scheduled. Some additional dialogue may be needed about whether to schedule a work session for
this item before Council consideration of the Code changes.

City Clerk Hollingshead:
• As shared via email when it occurred, two notices of protest were received on Friday, November 11
regarding the two ordinances adopted on November 1, 2022, relating to the Land Development Code.
This includes Ordinance nos. 114, 2022, and 115, 2022. The possible timeline for this process was briefly
reviewed and it was noted a more detailed memo to the full Council is forthcoming.
Deputy City Manager Tyler Marr
• The seasonal overflow shelter has not opened yet at 117 N Mason. The Rescue Mission is struggling with
staffing and is working through that. The goal now is to open Friday, November 18, pending the ability
to hire enough staff.
• Attended the Regional Wasteshed Policy Advisory Committee meeting last Thursday with Environmental
Services staff and Councilmembers Ohlson and Gutowsky, who are the City’s representatives to the
group. Larimer County is nearing some key decisions in an RFP process that will impact the future of the
County’s solid waste program. One critical consideration is potentially having a private entity operate
the landfill, which may impact the City’s ability to meet its Zero Waste goals under the current
partnership Staff and Councilmembers will remain closely engaged as this process nears completion by
year’s end.
City Attorney Carrie Daggett
• Interviewing candidates this week for open attorney positions.
• Tomorrow is Senior Assistant City Attorney Judy Schmidt’s last day prior to her retirement.
City Manager Kelly DiMartino:
• Will be posting the Assistant City Manager position using a recruiter starting this week. Goal is to do
onsite interviews in early January.
• Art in Public Places – Vine and Lemay Overpass. This is a project sent back by Council to do additional
neighborhood outreach. A variety of strategies were employed, including distribution of door-to-door
invitations to an event at Sugar Beet Park. There was also door to door canvassing done to talk directly
to neighbors about the overpass. 9th Street and Lemay is a location with greater connection for much of
the community. Staff intent is to bring the item back to Council before the end of the year, given mostly
positive feedback about the project.
• Confirmed the cancellation of the December 27 LPT meeting. There will be a meeting on January 3.
Starting next week, November 21, LPT meetings will begin at 8 am, whether they occur in person or via
Teams.

Mayor Pro Tem Emily Francis:
• No additional items.
Mayor Arndt:
• Thinking about the impact of the November election. One area to bring up at the January mini retreat is
how Council will approach scheduling its work for the period between April and November, including
how the new timing affects Council’s existing priorities.
• Discussed items for the Election Code Committee to consider, including the potential for a Charter
Amendment relating to felony status and running for office in Fort Collins, as well as addressing some
of the Charter provisions of the referendum process that are not as clear as could be helpful in
administering a consistent process with minimized areas for discretion to be applied.
