The following summarizes the discussions that began at 7:45 a.m. 11/7/2022 Work Session: The published agenda for this meeting was reviewed. • This work session will be a hybrid meeting, with Councilmembers present in person in the Colorado Community Room at 222. Dinner for Council will be prior to the meeting in 222. • The Zoom link for those participating remotely is the same standard Zoom link for all meetings and work sessions of Council. • There was discussion regarding the 1041 Regulations Project update item. It was noted the side-by-side comparisons provided are helpful and staff is making a recommendation to extend the moratorium to allow time to respond and work through the policy decisions being made by Council. There was discussion about various policy choices for Council to discuss during the work session, such as whether to include the IGA provision, how to treat projects that have been approved or denied in the Site Plan Advisory Review process, and what the geographic extent of the 1041 regulatory review should be. • For the Southeast Community Center and Aquatics Update, the presentation will include some details regarding what the school district has discussed in terms of their desires and potential commitment. • There was discussion on the Public Nuisance Ordinance around the potential to differentiate aesthetic issues versus public health and safety given the financial inability of some residents to cure the former issues. It was noted this ordinance doesn’t change any of the underlying offenses and we will need to continue evaluating whether new offenses need to be added to the City Code to address community problems. Leadership Planning Team Meeting November 7, 2022 Page 2 of 4 11/15/2022 Regular Meeting: The draft agenda for this meeting was reviewed. • This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council Chambers. Public participation for the meeting will be available in three ways: in person, by phone, and online through Zoom. • The consent calendar was reviewed. It was decided that the second reading of the budget can appear on the consent agenda, while the resolution establishing an ad hoc committee regarding boards and commissions needs to move to discussion to allow an opportunity to name committee members. Members of Council wishing to serve on the ad hoc committee can nominate themselves and the Council will vote to appoint three members and one alternate. As with all Council committees, all Councilmembers will be welcome to attend meetings if they wish. There are twelve second readings, two first readings, and thirteen resolutions planned for the consent calendar now. There are also three potential first readings on the discussion agenda, and one resolution. • Mayor Arndt noted she would not be pulling from consent the resolution opting out of the FAMLI (Colorado Family and Medical Leave Insurance) program but would ask staff to share information about why the City is not participating. • There will be a motion under other business to cancel the January 3, 2023, Council meeting, as planned. • The meeting will adjourn to November 22 to conduct the executive sessions at that time regarding reviews for Council direct reports. • The two GID (General Improvement Districts) meetings will occur following the Council meeting again to allow for the second readings of the ordinances that were adopted on November 1. Staff for these meetings should participate remotely, if desired. 6-Month Calendar: • Upcoming meetings were reviewed with particular attention to any shifts. • An appeal has been filed regarding the determination of eligibility as a landmark for the Quick Lube Building at 825 N College. It must be heard by January 17, 2023. Given the discussion items planned for 1-17 and the cancellation of the regular meeting for 1-3, it was decided to schedule the appeal for December 20. Scheduling of the site visit and other deadlines associated with the appeal will proceed. • The planned first reading of ordinances associated with Rental Housing Program Design have been moved from December 6 to January 17 to allow more time for preparing the ordinances. • It was noted the unscheduled code amendments relating to the Ethics Review Board are ready and can be scheduled. Some additional dialogue may be needed about whether to schedule a work session for this item before Council consideration of the Code changes. Leadership Planning Team Meeting November 7, 2022 Page 3 of 4 City Clerk Hollingshead: • Shared an updated version of the 6-month planning calendar with the group for feedback. The goal is to ensure this tool provides a full look at what is coming before the Council and allows the Leadership Planning Team to plan for future Council business more effectively. For the Clerk’s Office, there is also a desire to ensure one tool can be used for planning purposes that are currently captured in multiple documents. Deputy City Manager Tyler Marr • Good news item: The City of Fort Collins has been selected for a $499k EPA grant for air quality monitoring. This project consists of monitoring hazardous air pollutants (aka air toxics) with a focus on underserved communities within Fort Collins and Larimer County. There was a request to ensure the City pushes out a media release on this. • There was a cardiac arrest event at the Senior Center Friday where lifeguards on staff helped in providing emergency care to the patron alongside EMS. LPT expressed the City organization’s sincere gratitude to the team members who helped with providing care in these difficult circumstances, and wish for a full recovery to the guest and his family. City Attorney Carrie Daggett • No additional items. City Manager Kelly DiMartino: • Will be meeting today with Gloria Kat and a group of individuals from the Hispanic community for the second time as a monthly meeting. Last month the primary topic was around the community center. • Will also be starting to meeting quarterly with North Fort Collins Business Association leadership team as well. Mayor Pro Tem Emily Francis: • Noted Councilmember Canonico will be switching roles with Mayor for her Futures Committee assignment and as the Council representative to the MPO, with Mayor Arndt now serving as the alternate. Councilmember Pignataro would like to take over the Human Services and Housing Funding Board. • Shared there has been a request to consider having a seat on the Housing Catalyst board designated for a Larimer County representative. Housing Catalyst is also Larimer County’s affordable housing provider and there is a question about whether it is appropriate for the County to also have a seat on the board. The commitment at this point is just to bring the idea up and there will be further evaluation of the Leadership Planning Team Meeting November 7, 2022 Page 4 of 4 requirements in the City Code as well as State law around housing authority membership and what may be possible and desirable. Mayor Arndt: • Shared her belief the City should fully comply with the ACLU’s request to amend our Charter language regarding felony status for potential candidates for Council. It was noted it could be possible to add an editor’s note to the Charter pending bringing a question to the voters at the next election. Meeting adjourned at 9:04 a.m.
