RE: Leadership Planning Team (LPT) Meeting
Mayor Pro Tem Emily Francis, Councilmember Kelly Ohlson, City Manager Kelly DiMartino, City Attorney Carrie
Daggett, Deputy City Manager Tyler Marr, and Chief Deputy City Clerk Rita Knoll met on Monday, October 31,
2022. The following summarizes the discussions that began at 7:45 a.m.
11/01/2022 Regular Meeting:
The published agenda for this meeting was reviewed.
This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council
Chambers. Public participation for the meeting will be available in three ways: in person, by phone, and
online through Zoom.
Deputy City Clerk Aimee Jensen will be clerking the meeting.
The consent calendar was reviewed. There are eight second readings, nine first readings, and one
resolution planned. There are also five discussion items, including the budget, Utility rates, fees and
charges, Water, Wastewater, and Electric rates, fees and chargers applied under the Income‐Qualified
Assistance Program, second reading of the Land Development Code adoption, and the Public Nuisance
Ordinance.
Item #6 on the Consent Calendar includes changes to the Outdoor Dining Design Manual. The changes
were not on file with the City Clerk at least 7 days prior to the meeting, so the City Manager will read
those changes during her Agenda Review. The amended wording is designed to allow staff to work with
CDOT on acceptable barriers along College Avenue.
With regard to Item #8, changes to the water supply requirement for nonresidential water services, the
question was asked whether this is an overreaction and whether there is another option rather than a
return to the previous historical requirement. Staff is asked to provide information before the meeting
regarding whether this is an interim change, and whether charges still apply for additional water use and
not just when an increase in tap size is needed.
On Item #10, staff clarified that the regional airport is self‐sustaining, and no City funds are included in
the appropriation for the 2023 budget.

A comment was made regarding Item #16, T‐Mobile temporary wireless telecommunication facility, that
photos would have been helpful. This request applies to all agenda items that involve items of aesthetic
value in the future.
The Public Nuisance Ordinance includes major updates to an ordinance that was adopted 22 years ago.
It provides stronger enforcement language and is a more usable tool for dealing with problem
properties. It was agreed that this item would have been appropriate for a work session discussion prior
to formal adoption.
The regular meeting will be followed by meetings of General Improvement District No. 1, and Skyview
South Improvement District No. 15, for the purpose of adopting a budget for each entity.
11/7/2022 Work Session:
The draft agenda for this meeting was reviewed.
This work session will be a hybrid meeting, with Councilmembers present in person in the Colorado
Community Room at 222 Laporte.
The Zoom link for those participating remotely is the same standard Zoom link for all meetings and work
sessions of Council.
The work session has been moved to 6:00 p.m. on Monday, November 7, due to the election on
November 8.
Three items are scheduled:
o 1041 Project Update
o Southeast Community Center and Aquatics Update
o East Mulberry Plan and Potential Annexation
Staff provided an update on the Southeast Community and Aquatics item and conversations with
Poudre School District regarding the inclusion of lap lanes and the potential use or sale of the District’s
property next to Fossil Creek High School. Staff is recommending the project be implemented in phases,
with indoor lap lanes potentially being added in a later phase to allow conversations with PSD to
continue.
6‐Month Calendar:
Upcoming meetings were reviewed with particular attention to any shifts. No changes were made to
the calendar.

City Manager Kelly DiMartino:
Noted that the payment made by Archie Solsky for the water supply requirement has been refunded.
City Attorney Carrie Daggett
Encouraged Councilmembers to reach out to her if they have any questions about pending litigation
matters.
Mayor Pro Tem Emily Francis:
Requested necessary action to move Councilmember Canonico into the primary role representing the
City on the MPO Council. Deputy City Manager Marr indicated there is a similar request for changing
the member/alternate on the Futures Committee as well. After further discussion of these
appointments a resolution will be brought forward updating appointments as needed.
Councilmember Ohlson:
Indicated that there may be a speaker at tomorrow’s meeting addressing issues with Spin.
