Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Interim Deputy City Manager Tyler Marr, City Attorney Carrie
Daggett, Assistant City Manager Rupa Venkatesh, Senior Project Manager Ginny Sawyer, and Chief Deputy City
Clerk Rita Knoll met on Monday, October 24, 2022. The following summarizes the discussions that began at 7:45
a.m.
10/25/2022 Adjourned Meeting
The published agenda for this meeting was reviewed.
This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council
Chambers. Public participation for the meeting will be available in four ways: in person, by phone, online
through Zoom and by email.
Dinner for Council will be prior to the meeting at City Hall.
City Clerk Hollingshead is unavailable to provide an overview for Council of technology tools available for
accessing Council materials and how best to navigate these resources. However, Sarah Kane will
demonstrate how to access the Council mail and read before materials.
10/25/2022 Work Session:
The published agenda for this meeting was reviewed.
This work session will be a hybrid meeting, with Councilmembers present in person in the Colorado
Community Room at 222.
The Zoom link for those participating remotely is the same standard Zoom link for all meetings and work
sessions of Council.

This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council

6‐Month Calendar:
Upcoming meetings were reviewed with particular attention to any shifts.
The order of items for the November 8 work session was established as (1) 1041 Regulations, (2)
Southeast Community Recreation Centers – Aquatics Strategy, and (3) East Mulberry Potential
Annexation Phasing: Financial Modeling Review.
Council consideration of compensation for direct reports is scheduled for a December 6 executive
session. Ordinances adopting compensation are currently scheduled for the same meeting.
City Attorney Daggett noted that the Ethics Review Board has made a recommendation that the Code be
amendment to establish a new process for screening and investigation of ethics complaints against
Councilmembers, to use an outside ethics attorney. This will be added to the calendar under
Unscheduled Items.
Chief Deputy City Clerk Knoll:
No additional items.
Assistant City Manager Venkatesh:
Reiterated the change to the planned technology demonstration before tomorrow’s meeting.
City Attorney Daggett:
Noted the successful completion of the work to add the new agenda items to this week’s agenda.
Interim Deputy City Manager Marr:
Reported that the Safe Gun destruction event was well attended and appreciated by those who
participated.
Police Services is working with legal staff on a potential ordinance regarding catalytic converters. A
recommendation will be coming forward in the near future.
Mayor Pro Tem Francis:
No additional items.

Congratulated Tyler on his appointment as Deputy City Manager.
Commended staff for hearing concerns about the proposed temporary shelter on Mountain Avenue and
reacting quickly to identify 117 N Mason as the new site. She recommended staff start discussions in
January about which entity is going to provide a site next year.
Asked staff to be prepared to provide information on legal cases relating to oil and gas in the work
session Q&A.
Expressed appreciation for the partnership with the City of Loveland on the regional airport, particularly
as it relates to a recent topic regarding the Customs office.
Asked about the status of the Transfort advertising policy and whether Council will have any further
input on the policy, and the financial impacts of any changes. Staff will follow up.
Spoke about the process used for deciding direct report compensation. She expressed desire to have
the salary included in the printed agenda, and possible inclusion on the consent agenda.
Asked for additional information on the Sanctuary on the Green lawsuit and what it means for Council.
Staff will followup with more information on this lawsuit and others.
