RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Councilmember Shirley Peel, City Manager Kelly DiMartino, Deputy City Attorney John Duval,
Interim Deputy City Manager Tyler Marr, and City Clerk Anissa Hollingshead met on Monday, September 26, 2022.
The following summarizes the discussions that began at 7:45 a.m.
9/27/2022 Work Session:
The published agenda for this meeting was reviewed.
• This work session will be a hybrid meeting, with Councilmembers present in person in the Colorado
Community Room at 222. Dinner for Council will be prior to the meeting in 222.
• Logistics for the meeting include having service area directors and department heads attend for offers
within the outcome areas included in this agenda. There will be additional space in the 222 building
available for staff to wait for their outcome area, so staff in the room is comprised of those relating to
the outcome area being discussed. To minimize shuffling between tables during the work session, as
during the last work session, staff will remain at their seats when responding to questions. Any
additional program staff from departments should participate remotely in the meeting. The Zoom link
for those participating remotely is the same standard Zoom link for all meetings and work sessions of
Council.
• Four outcome areas will be covered at this work session, with the transportation outcome area being
added from the previous work session.
10/4/2022 Regular Meeting:
The draft agenda for this meeting was reviewed.
• This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council
Chambers. Public participation for the meeting will be available in four ways: in person, by phone, online
through Zoom and by email.

• The consent calendar was reviewed. There are five second readings, five first readings, and two
resolutions planned. There are also three planned discussion items, including a resolution, the second
budget public hearing, and an appeal.
• The planned first reading of an ordinance amending chapter 26 of the code regarding net metered
renewable energy generation system sizing was discussed. There was interest expressed in having an
opportunity to hear staff’s rationale for the proposed changes, including removing the reference to
120% of a customer’s annual electric consumption. A commitment was made to look into whether it
makes sense to move this item to discussion in order to allow for a staff presentation that would create
an opportunity to explain the rationale behind the shifts being made.
• A resolution adopting the findings of fact for the Council relating to the 1802 North College Avenue
appeal will be heard at this meeting. It will need to move to appear as a discussion item in order to allow
Councilmember Peel to recuse herself from voting, due to a conflict. A recusal will be filed, as
Councilmember Peel was not present at the meeting where the appeal was heard and therefore has not
yet done so. The City Manager will note in her agenda review that the item is appearing on the
discussion portion of the agenda solely to allow for the recusal.
• The resolution planned on the discussion agenda regarding Indigenous Peoples’ Day was discussed.
There was a preference to ensure consistency in public participation on this item as part of the public
comment portion of the item’s discussion. Because multiple community members who are part of the
Indigenous community plan to be present to participate in a reading of the resolution, their time under
public comment can be pooled into a single extended comment period to avoid the warning lights and
sounds disturbing their presentation. This still enables a clear separation between the staff presentation
and public involvement on the item.
• Regarding the appeal relating to 1306 West Mountain Avenue, Mayor Arndt will be recusing herself due
to a conflict. There was a request for how Councilmembers can receive information about the parties
involved in an appeal, including any attorneys, in order determine if a conflict of interest exists. The
appeal paperwork itself for this item lists the appellants, including the property owners, Brian
Berkhausen and Barbara Berkhausen, as well as the contractor overseeing the project at the property,
Jeffrey J. Schneider.
6-Month Calendar:
• Upcoming meetings were reviewed with particular attention to any shifts.
• On the October 11 work session, it was confirmed the budget discussion should be placed first on the
agenda, followed by the Our Climate Future discussion.
• For December 6, the current item listed for the Housing Strategy Plan implementation should be
separated into two distinct items. The first item is the rental housing program design, and the second
item should be occupancy regulations. At this time, the rental housing item can remain on that date. The

second item will be moved to unscheduled barring Executive Team conversations, with a tentative Q1
date planned.
City Clerk Hollingshead:
• Shared the new Public Engagement Specialist in the Clerk’s Office that has primary oversight of the
boards and commissions program will be starting in early October. Councilmembers will begin hearing
from her as part of the annual recruitment process and scheduling interviews for prospective board and
commission members.
Interim Deputy City Manager Tyler Marr
• Efforts at identifying a temporary overflow shelter space have led to a decision to return to 212
Mountain Ave this season for the November – April time frame for inclement weather events. Work is
occurring on needed approvals by Council as well as discussion on how best to mitigate impacts to the
surrounding area.
• Shared about attending the International City Managers Association (ICMA) conference last week with
other City Manager’s Office staff, including presenting twice on behalf of the City. One presentation was
regarding strategic planning and budgeting and the other was a panel discussion talking about state
legislative advocacy.
Deputy City Attorney John Duval
• Will be serving in Carrie’s absence this week. Will be attending tomorrow’s work session as well as the
workshop prior to the work session.
City Manager DiMartino:
• Larimer County Manager Lorenda Volker has selected Laurie Kadrich as the Assistant County Manager.
Kadrich has been the Larimer County Director of Community, Planning, Infrastructure and resources
since 2019 and previously was the City’s PDT director.
• Highlighted the email from Brian Kingsley with Poudre School District about four tracks at district
facilities now being open to the public.
• Following a full external search process, the City has hired a new Operation Services director, Tracy
Ochsner, who has been serving as the interim director since Ken Mannion’s retirement earlier in the
year.

Councilmember Peel:
• Attended Mayor Hancock’s National Nonpartisan Conversation on Voter Rights in Houston last week.
She shared she was really struck by how good we have it in Colorado with our voting system, as mail
balloting works really well. A major take away from this convening was the hardship that exists for
people with disabilities to vote. She is interested in exploring that further to see how well we are doing
at that.
Mayor Arndt:
• Went to Washington with Tyler Marr and Councilmember Tricia Canonico last week and had a very
successful lobby day with our federal delegation. Also met with the team at the Department of
Transportation, including the FTA administrator, to further those relationships. Noted these are really
effective trips, and that in particular, TYLER DOES AN AMAZING JOB, being prepared and concise with
ready to go one pagers and detailed answers to questions that come up. The level of preparation and
adroit navigation of issues is broadly recognized and appreciated during these trips.
• Shared regarding a good meeting with Sue Schaffer who coordinates the City’s volunteer program.
Suggested featuring volunteers, perhaps including as part of focusing the State of City on “the City is
You”. Shared she also really likes the community reports before Council and would like to see a
Community/Staff Report from Sue on the volunteer work. Also suggested having Angela Myers come
for a community report as well to talk about the excellent work of the County recognized across the
country in running elections.
• Shared about talking with Judge Hueser about the success of warrant day and how great it was for her
to sit next to her county counterparts. Noted that not only does a lot get done in one day, there is
tremendous synergy in getting together. Expressed interest in reaching out to Judge Blanco as the head
judge of district court about how it would make a lot of sense to have courts together. Is there money
to be saved by looking at the opportunity to serve people by operating together. Bonus would be
saving money in facility changes as well as security costs, etc. The City remains open to conversations
about consolidating operations back into one facility before the window narrows due to needed
investments in municipal court operations at 215 N Mason.
