RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Councilmember Tricia Canonico, City Manager Kelly DiMartino, City Attorney Carrie Daggett,
Senior Project Manager Ginny Sawyer, and City Clerk Anissa Hollingshead met on Monday, September 19, 2022.
The following summarizes the discussions that began at 7:45 a.m.
9/20/2022 Regular Meeting:
The published agenda for this meeting was reviewed.
• This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council
Chambers. Public participation for the meeting will be available in four ways: in person, by phone, online
through Zoom and by email. There will be Spanish interpretation via Zoom as well as in person in
Council Chambers.
• The consent calendar was reviewed. There is also a community report at this meeting from the Platte
River Power Authority. Representatives from PRPA have been invited to join Council for dinner ahead of
the Council meeting. Because they have five people attending, dinner will be held in CIC instead of the
Council Conference Room.
• Councilmember Pignataro will take the lead in making the motions normally made by the mayor pro tem
at this meeting.
• The meeting agenda link on the City’s website has been updated so it goes directly to the meeting
details for the current Council meeting or work session. Also new for this meeting, the PDF packet has
been separated into two parts to allow for the appeal, as a larger, to be presented separately for greater
ease in use when using PDF packets instead of the HTML agenda.
9/27/2022 Work Session:
The draft agenda for this meeting was reviewed.
• This work session will be a hybrid meeting, with Councilmembers present in person in the Colorado
Community Room at 222. Dinner will be prior to the meeting in 222.

• Logistics for the meeting include having service area directors and department heads attend for offers
within the outcome areas included in this agenda. There will be additional space in the 222 building
available for staff to wait for their outcome area, so staff in the room is comprised of those relating to
the outcome area being discussed. To minimize shuffling between tables during the work session, as
during the last work session staff will remain at their seats when responding to questions. Any additional
program staff from departments should participate remotely in the meeting.
• Four outcome areas will be covered at this work session, with the transportation outcome area being
added from the previous work session. As a result of the schedule change, Councilmembers are being
asked to please provide questions in advance regarding transit in particular to allow for staff
preparation.
6-Month Calendar:
• Upcoming meetings were reviewed with particular attention to any shifts.
• On October 4 meeting, Mayor Arndt noted she will be recusing herself from the 1306 West Mountain
Ave appeal.
• There was discussion regarding the October 11 work session and the planned item on Xeriscape
Regulations. Given both the robust degree of topics planned for that night and recent state legislation
that needs to be evaluated and incorporated into this work, it was decided to move the Xeriscape item
from this night. Tentatively, it can be shifted to Jan. 10, with awareness an earlier time is desired if one
becomes available.
• Highlighted the addition of updates to the Public Nuisance Ordinance to the calendar for first reading on
November 1. This is part of the ongoing work in this realm including providing more enforcement
options for chronically problematic properties. There was a commitment made to bring this part of the
work forward in the fall.
• It was noted Council is looking to plan a retreat in January. Polling around dates will begin to ensure
calendars can be accommodated.
City Clerk Hollingshead:
• Shared the recruitment process for the Public Engagement Specialist role in the Clerk’s Office that has
primary oversight of the boards and commissions program is nearing its end. Final interviews were
conducted last week and an offer is expected to be extended this week.
• Councilmember Shirley Peel is scheduled to participate in the next regular LPT meeting on September 26
in place of the Mayor Pro Tem.

Senior Project Manager Ginny Sawyer
• Staff from the state labor office reached out regarding their activity in the event of the City’s
implementation of a local minimum wage. They indicated the State is able to serve as a resource to
localities in this realm, including in enforcement. Information was also provided about the ability to
change wages based on classes of workers, including tipped workers. Timing of the ordinance was
discussed, with consideration of the range of additional information still being obtained. First reading is
currently scheduled for November 15. The potential of including more time before first and second
reading was discussed.
City Attorney Carrie Daggett
• Settlement discussion on the Vandermoer case has continued. Staff is planning to bring forward an
action item for Council as an ordinance on October 4 to convey a piece of property. If Councilmembers
would find it helpful, an executive session can be planned to discuss the item.
• Deputy City Attorney John Duval will cover next week’s Leadership Planning Team meeting and work
session.
• There will be an outdoor dining item coming forward on October 4 to ensure establishments with liquor
licenses that include the use of right of way in their outdoor patio can continue operating after the local
emergency is sunset. There is an upcoming code change relating to these situations, but to allow
continued business operation after the termination of the local emergency but before the ordinance is
effective requires action on this resolution granting revocable permits for the interim period.
City Manager DiMartino:
• Shared that last week two individuals from Code for America were back on site in Fort Collins. The City
had partnered with them on the Get FoCo app and they are very complementary of that work and
holding it up as a model partnership for other jurisdictions. There is also interest in working with the City
again, so will be doing some brainstorming on that.
• Opened Linden Street and held the first hybrid street event on Friday night. There are some finishing
touches to be done, but it looks good and the event was a success.
• Interviewing nine Deputy City Manager semifinalists today and tomorrow. It is planned to bring 4-5 for
onsite interviews the week of October 10. Those candidates will also be invited to join Council more
informally for dinner on October 11 prior to the work session.
• There was discussion around the potential for holding in person LPT meetings. It was decided to begin
getting those scheduled, to be held every other week. As part of planning for that schedule, it was noted
the Mayor has another meeting the first Monday of every month.

Councilmember Canonico:
• Will be meeting with the Dutch cycling minister in early October, and requested that her colleagues
share any questions they would like her to ask ahead of that time.
Mayor Arndt:
• Gave a huge shout out to Judge Jill and everyone involved in organizing warrant day the previous
Saturday. City Attorney staff also participated in this very successful event. Thanks and appreciation
were offered for all who made it that way.
• Shared a question about how soon after the City annexes property the City provides City services. A
particular question from a resident recently annexed included when to expect for power lines to be
buried. She noted the importance of being proactive about extending services following an annexation.
• Reiterated her support for City staff and departments and that it is not intended as a criticism when she
reaches out on things in follow up to resident contacts to her. There are times when she receives calls
and needs to follow up with staff for either further information or to pass on offers for resources or
other assistance. This is intended to share information and not to imply departments or staff are not
adequately addressing something.
• Noted the proposed 1041 regulations are causing some consternation regionally. This may be another
item that would be good to have a month between first and second reading to allow more of an
opportunity for input to come in regarding the concerns that exist.
