The following summarizes the discussions that began at 7:45 a.m. 9/13/2022 Work Session: The published agenda for this meeting was reviewed. • This work session will be occurring as a hybrid meeting, with Councilmembers present in person in the Colorado Community Room at 222. Dinner will be prior to the meeting in 222, and representatives from CSU attending the work session as part of the report from the interim president are invited to join the Council. • Logistics for the meeting include having service area directors and department heads attend for offers within the outcome areas included in this agenda. There will be additional space in the 222 building available for staff to wait for their outcome area, so staff in the room is comprised of those relating to the outcome area being discussed. To minimize shuffling between tables during the work session, staff will remain at their seats when responding to questions. Things will remain nimble -- in the event that does not work well, staff answering questions may need to join the Council at the table if that is determined to be helpful. Any additional program staff from departments should participate remotely in the meeting. 9/20/2022 Regular Meeting: The draft agenda for this meeting was reviewed. • This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council Chambers. Public participation for the meeting will be available in four ways: in person, by phone, online through Zoom and by email. • The planned consent calendar was reviewed. There is also a community report at this meeting from the Platter River Power Authority. Representatives from PRPA will be invited to join Council for dinner ahead of the Council meeting. Leadership Planning Team Meeting September 12, 2022 Page 2 of 3 • There was a question about the appeal process for a historic preservation related item. Attorney Daggett clarified process-wise appeals are handled the same across different subject matters. It is the issues that are before the Council in this determination that are substantively different rather than the process. • Mayor Pro Tem Francis noted Councilmember Pignataro will take the lead in making the motions normally made by the mayor pro tem at this meeting. 6-Month Calendar: • Upcoming meetings were reviewed with particular attention to any shifts. No additional changes were noted. City Clerk Hollingshead: • No additional items Interim Deputy City Manager Marr: • Wellington is beginning a transit pilot program between downtown Wellington and downtown Fort Collins, with service beginning soon. The City’s only contribution to this project is space at the Downtown Transit Center for drop-off and pickup. Staff is optimistic this could lay groundwork for a more robust regional connection in the future. • Reminder of the Linden Street block party this Friday evening to celebrate and demonstrate what that street can be utilized for now that the project is completed. City Attorney Carrie Daggett • No additional items. City Manager DiMartino: • Met last week with Latino and BIPOC community leaders in order to build direct access and communication with the City manager. Good conversation occurred on historic practices, and how to ensure a welcoming inclusive environment in community spaces. Will be continuing meeting on an every other month basis. Leadership Planning Team Meeting September 12, 2022 Page 3 of 3 • Regarding Hughes, provided an update that we are nearing a place where that deal will be finalized. • Noted she will not be at the October 4 Council meeting, and that Interim Deputy City Manager Marr will cover the meeting. Mayor Pro Tem Francis: • Noted she will be gone for the next two LPTs, and others will be attending in her place. Mayor Arndt: • Shared regarding an interesting invitation to a regional group talking about minimum wage in Northern Colorado. A regional approach makes sense and would like to see someone attend to see what this coalition is talking about. Staff will coordinate this attendance. Meeting adjourned at 8:14 a.m.
