SUBJECT: Our Climate Future – Analysis of the City Manager’s Recommended Budget for
Advancing the Community’s Climate, Energy, and Zero Waste Goals.
The purpose of this memorandum is to provide City Council with information related to how the City
Manager’s Recommended Budget for 2023-2024 advances Fort Collins’ climate, energy, and zero
waste goals and the community’s vision for achieving these goals in alignment with Our Climate
Future.
BOTTOM LINE
Our Climate Future (OCF) applies a systems approach to integrate environmental goals with
community priorities, including commitments to climate resilience and equity. Accordingly, the
impact tables below assess 65 offers across six of the seven Outcome Areas that advance OCF
and the 13 Big Moves in the Plan.
Impact on climate goals. Estimates show the recommended budget will contribute approximately
5% of progress toward Fort Collins’ 2030 greenhouse gas reduction goal. In alignment with the
City’s Strategic Objective for climate action, the recommended budget also has twelve
enhancement offers that have a high or medium impact on advancing climate resilience and/or
climate equity.
Impact on 100% renewable electricity goal. The recommended budget continues funding that
advances Fort Collins 2030 renewable electricity goals. The purchased power funding highlights
the partnership with Platte River Power Authority and investment in local renewables supports
reaching the 5% local renewable electricity target, as part of the OCF 100% renewable electricity
goal.
Impact on zero waste goals. The recommended budget maintains and incrementally strengthens
existing progress toward the 2030 Zero Waste goal by supporting recycling systems, education,
and infrastructure, as well as removing barriers/increasing access. Offer 32.19 would reduce
landfilled waste up to 7% over time, ensuring dirt and other industrial materials from City sources
are appropriately managed.

Impact on shared leadership and community partnerships. To achieve the transformational goals of
carbon neutrality by 2050 and zero waste by 2030, Fort Collins will need to scale beyond City
actions alone. Ongoing offers, such as the purchase of wholesale power (via Offer 2.1) advances
our partnership with Platte River and enhanced funding for the City’s contribution to Colorado
Communities for Climate Action is includes in SSA Administration (Offer 29.1). Key initiatives that
advance community partnerships are included in Offer 32.16, which supports shared community
leadership of OCF, and in Offer 32.17, which is jointly funded with the General Fund and Utilities to
implement a sustainable business support program with a community partner organization.
Leading by Example. The recommended budget includes an intentional focus on asset
management of City infrastructure. The Municipal Sustainability and Adaptation Plan provides a
strategic organizational approach to lead by example. Investments in 2023-24 include continued
replacement of lawn & garden equipment in the Parks Department (Offer 83.1), reinstatement of
the Municipal Innovation Fund (Offer 32.15), and investments in HVAC and energy efficiency
upgrades for City buildings (Offer 15.29). And there will continue to be additional opportunities
for needed investments in municipal infrastructure to ensure the City achieves its sustainability
goals, which mirror the community's OCF goals.
SUPPORTING INFORMATION
To support Council’s Work Sessions on the Budget throughout the coming months staff has
prepared an analysis to illustrate the highest impact offers in each Outcome Area that advance the
community’s carbon and waste mitigation goals, advance climate equity and resilience, help
implement the Recovery Plan, advance Council's priorities, and support partnerships with the
community, state, and beyond. Impact tables by Outcome Area are included on pages 3-11 of this
memo.
Offers were included in this analysis if they aligned with Strategic Objective 4.1 (climate mitigation,
resilience, and renewable electricity) or Strategic Objective 4.3 (zero waste goals). While numerous
offers have direct impacts on Fort Collins’ goals, other offers are foundational to advancing future
progress, especially when sequencing is critical. For example, Offer 15.29 that improves building
heating, ventilation, and cooling systems and advances efficiency overall helps the City to lead by
example and reduce the organization’s carbon footprint. Other offers, such as people resources,
are critical for the successful advancement of adopted plans and policies.
