Champine, PDT Director Paul Sizemore, CDNS Director Rebecca Everette, Planning Manager FROM: Noah Beals, Development Review Manager Meaghan Overton, Housing Manager RE: Draft Land Development Code Community Engagement This memo is to inform Council of community engagement efforts happening between August 15 and October 24 regarding proposed changes to the City’s land use regulations. Engagement efforts will seek feedback on the public draft of the Land Development Code prior to Council consideration at a First Reading and Public Hearing this fall. Community engagement is intended to identify additional edits that could improve the draft Land Development Code and to test the proposed code changes with community members, staff, Board and Commission members, and other stakeholders. Draft code changes have been designed to improve housing capacity, choice, and affordability. Engagement Activities:  Public (Virtual) Workshops – Staff will provide an overview of the proposed land use changes and seek input from community members. The workshops will also include opportunity for discussion and Q&A. Sessions will be recorded and posted online in both English and Spanish. Workshops are scheduled from 6- 8pm on August 22, September 7, September 22, and October 24.  Office Hours – City staff are available for virtual or in-person meetings to discuss the proposed code changes and answer questions. Community members with property-specific questions, development professionals, and residents with specific housing topics they’d like to discuss in detail are encouraged to RSVP for a meeting. Approximately 10 hours per week are available for office hour meetings between August 15 and October 21. A comment form is available on the project website, and community members can request follow-up from a member of the project team if desired. The draft Land Development Code, RSVPs for office hours, and an online comment form are all available on the project website at https://www.fcgov.com/housing/lucupdates. Next Steps:  The Planning and Zoning Commission will consider providing a recommendation to City Council regarding the Land Development Code at a Special Hearing on September 28, 2022.  Council will consider adoption of the Land Development Code at a Public Hearing and First Reading, currently scheduled for October 18, 2022.  Multiple other code update projects are also in process.
