RE: Leadership Planning Team (LPT) Meeting
Mayor Pro Tem Emily Francis, Councilmember Julie Pignataro, City Manager Kelly DiMartino, City Attorney Carrie
Daggett, Interim Deputy City Manager Tyler Marr, and City Clerk Anissa Hollingshead met on Monday, August 29,
2022. The following summarizes the discussions that began at 7:45 a.m.
9/6/2022 Regular Meeting:
The published agenda for this meeting was reviewed.
• This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council
Chambers. Public participation for the meeting will be available in four ways: in person, by phone, online
through Zoom and by email. There will not be Spanish interpretation.
• It was noted there will be a resolution for the Council to adopt to make its findings of fact and
conclusions of law relating to the appeal of the administrative hearing officer decision on the Sanctuary
on the Green Project Development plan that was heard at the August 16 Council meeting. This
resolution is being placed on the consent calendar, although it was not a unanimous vote by the Council
on the appeal. As always, any member may pull the resolution to allow for discussion or may offer
comments in follow up during the consent calendar follow-up portion of the agenda. Discussed was the
process for adopting these resolutions to capture the decision made by the Council, including noting any
debate of the merits of the appeal would require notice and re-opening the hearing.
• No discussion items are currently planned for this agenda. A funding appropriation and code waiver to
support expedited renovations of a seasonal overflow shelter location had been planned for this
meeting. That item has been delayed following a preliminary development review meeting last week
where it was determined a little more time is needed to think through some of the development
requirements in addition to ongoing funding gap conversations. This item relates to a seasonal overflow
location intended for Vineyard Church. Staff is exploring other potential sites for this upcoming season’s
need. . At this stage, it is still possible the Vineyard location would be needed for a portion of the
upcoming season as well. Construction on the Vineyard location will take approximately 5 months once
the funding and planning issues are resolved.

• There will be one or more executive sessions as part of this meeting, which will occur as usual during the
Other Business portion of the agenda. The City Attorney will be providing language by tomorrow
morning, Tuesday, August 30, for any executive session items that will be appearing on the published
agenda.
6-Month Calendar:
• Upcoming meetings were reviewed with particular attention to any shifts. No additional changes were
noted.
City Clerk Hollingshead:
• No additional items.
Interim Deputy City Manager Marr:
• No additional items.
City Attorney Carrie Daggett
• There will be a farewell open house for Senior Assistant City Attorney Jenny Lopez Filkins tomorrow,
Tuesday, August 30, from 12 -1:30 pm in the 222 Colorado River Community Room. She has been
appointed by Governor Polis as a Larimer County Court Judge and will be sworn in September 23. This
Friday will be her last day with the City.
City Manager DiMartino:
• As part of the process of moving forward with recruiting for a new president at Colorado State
University, sessions have been occurring to garner feedback around what is important in the next
university president. Councilmembers had been invited to attend individually and Kelly is also attending
one tomorrow. Any members of Council unable to attend a session are welcome to share thoughts with
her to provide at the session as part of a more coordinated message from the City.
• Larimer County is developing climate smart and future ready plans. This represents the first time county
commissioners are developing climate goals, and City staff has been invited to participate in this process
to help reinforce some of what the City is working on in the climate smart phase.
• Regarding 1041 regulations, the team working on this has gone back to do a full story board recreation
of all the points where this process has been talked about, including the recent work session. At the

bottom line, staff believes it has been pretty clear that the Council’s direction was to bring forward
proposed 1041 regulations with a different scope from what was in the moratorium The schedule for
adoption of the 1041 regulations ordinance includes a month between readings – this would allow some
time to make adjustments based on Council’s first reading action. Based on the discussion so far, staff
will continue preparing the ordinance with the broader scope for first reading to allow for robust
discussion to enable adjustments in scope if necessary before second reading. Staff will also be prepared
at first reading to discuss changes that would be needed and potential options to narrow the scope of
the regulations based on Council feedback to date.
Councilmember Pignataro:
• Attended Open Streets yesterday. It appeared well attended, including at the City Xeriscape tent where
she was able to spend some time.
Mayor Pro Tem Francis:
• Noted she will be gone from LPT on the 19th and 26th of September, so other Councilmembers will be
invited to those meeting in accordance with the sequence in place for participation.
