Background The proposed rezoning of the North College Mobile Home Park to the Manufactured Housing (MH) zone district requires several updates to adopted land-use and transportation guidance in City policy plans before rezoning can occur. These policy updates are planned as part of recommendations within the forthcoming North College MAX Plan (MAX Plan), which has been scheduled for Council consideration and adoption in early 2023. Additional background on the policy plan updates and prerequisites required for rezoning can be found in the attached March 1, 2022, North College Rezoning memo. Engagement & Timeline The Draft North College MAX Plan will be released in the coming weeks, with additional engagement activities and opportunities for the community to provide feedback on specific recommendations to preserve the North College Mobile Home Park and amend the Master Street Plan. Leading up to Council’s consideration of adoption of the MAX Plan, staff will be holding additional neighborhood meetings this winter to discuss the proposed City-initiated rezoning of the North College Mobile Home Park and seeking a recommendation from the Planning and Zoning Commission to ensure a rezoning application can come before Council shortly after the potential adoption of the MAX Plan. Finally, there will also be an opportunity for additional Council input regarding the rezoning at the upcoming January 10, 2023, North College Projects Council work session. Background In 2020, the City created a new Manufactured Housing (MH) zone district and rezoned a majority of the community’s mobile home parks to the new district to advance adopted policy goals related to the preservation of this unique, affordable, and limited type of housing. A rezoning for the North College Mobile Home Park was not considered initially due to outreach accessibility during the pandemic for a more vulnerable senior population in the park. In addition, several existing transportation and land use policy documents covering the park conflict with a potential rezoning on the eastern half of the property. During a lull in pandemic conditions in September 2021, staff held an in-person neighborhood meeting to discuss initiating a rezoning on the western half of the property, which does not conflict with existing policy plans. Feedback from participants indicated a strong preference to update these policy plans first and then consider a rezoning of the entire property. Policy Plan Updates Council recently approved an appropriation that will expand the scope of the North College Bus Rapid Transit Study to include additional focus on land use in the North College corridor. There is considerable overlap in the necessary outreach and analysis for both the BRT study and updates to the North College Corridor Plan, Master Street Plan, and North College Access Control Plan to reflect the City’s updated policy guidance for mobile home parks. Staff is planning to integrate and coordinate outreach opportunities to explore these issues over the course of the North College BRT study this spring and summer. If these amended policy plans are approved by Council, it would create the alignment to consider a rezoning of the entire North College Mobile Home Park property. DocuSign Envelope ID: C0647417-C112-4348-B16B-30393EC35F30 Next Steps and Timeline Because rezonings must comply with City Plan and associated subarea plans, these policy plan updates are a prerequisite to initiating any potential rezoning. The North College BRT Study anticipates completion in the late summer or early fall timeframe. Staff plans to present options to Council to update the policy plans for land use and transportation alongside the North College BRT Study. If Council decides to adopt the plan amendments, staff will then proceed with initiating the rezoning process for the North College Mobile Home Park, which would occur in fall or winter 2022.
