RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, City Attorney Carrie Daggett,
Interim Deputy City Manager Tyler Marr, and Tammi Pusheck, from the Clerk’s office filling in for City Clerk Anissa
Hollingshead met in person on Monday, August 22, 2022. The following summarizes the discussions that began at
7:47 a.m.
8/23/2022 Work Session Meeting:
The published agenda for this meeting was reviewed.
• This work session will be conducted in person with hybrid remote participation options. The
meeting will be held in the Colorado Room at the 222 Building. Remote participation by any
Councilmembers or staff will be via the regular Zoom link for the meeting. Dinner will be
available for in person Councilmembers beginning at 5 pm at the meet ing site.
• The agenda was reviewed with no comments or changes noted
• For ease of facilitation Mayor Pro Tem Emily Francis will chair this meeting due to remote participation
by Mayor Jeni Arndt.
6-Month Calendar:
• Upcoming meetings were reviewed with particular attention to any shifts.
• August 25, 2022, Urban Renewal Authority Board meeting will not have an in-person option. The
meeting will be fully remote.

• The 9/6/2022 regular meeting order was discussed in detail with confirmation that the regular meeting
would take place first, in Council chambers. Council will move directly to the executive session and
afterward adjourn the regular meeting and move to the Colorado Room located at 222 LaPorte Ave for
the Special Work Session related to Minimum Wage and Transfort Advertising.
• Dates for appeal hearings have been confirmed; September 20 the 1802 N College appeal will take place
and October 4 the 1306 W Mountain appeal will take place.
City Clerk’s Office Tammi Pusheck:
• Confirmation was made that Councilmember Pignataro would fill in for Mayor Arndt at LPT on
8/29/2022 and Councilmember Canonico would fill in at LPT for Mayor Pro Tem Francis on 9/19/2022.
Interim Deputy City Manager Marr:
• Jackie Kozak-Thiel, Chief Sustainability Officer (CSO), had her last day 8/19/2022. There is currently no
plan to appoint an interim CSO, however Josh Birks was recently appointed the Deputy Director of
Sustainability Services and will be a key player while a national search takes place for a new CSO.
City Attorney Carrie Daggett
• Shared Governor Polis has appointed Senior Assistant City Attorney Jenny Lopez Filkins to a Larimer
County Court Judgeship. Jenny’s last day will be 9/2/2022. There will be a going away celebration on
Tuesday August 30, 2022. More details to follow.
• Noted there were many changes taking place in the City Attorney’s office (CAO) regarding staffing.
Mentioned there may be a requirement to make shifts in current assignments to better accommodate
City needs while recruitment is underway to fill open positions.
City Manager DiMartino:
• Noted that Councilmember Canonico had inquired about a local heron rookery and that staff had
indicated that the tree housing the rookery had rotted and fallen apart from natural causes forcing the
birds to relocate. On the bright side, staff also mentioned that herons are very resourceful and can
adapt to changing environments quickly, which is what happened in this instance where they moved to
new rookery locations nearby.

• Confirmed she would be speaking at the August 24 is the 22nd Annual Community Welcome event
cohosted by the City and Colorado State University. All Councilmembers are invited and encouraged to
participate.
• Fort Collins Board of Realtors – Celebrates 100 years. A special celebration event will take place on
9/15/2022 from 4-7 p.m. at the Fort Collins Senior Center, 1200 Raintree Drive, Fort Collins. Registration
is required.
• ARPA – The Bohemian Foundation has become the convener of organizing ARPA funding processes as
they evolve. They will continue to work closely with State, County, and local officials to coordinate
efforts to make coordinated distribution of funds.
Mayor Pro Tem Francis:
• Noted that the CUPD is partnering with Boulder Police to offer free catalytic converter anti-theft kits
provided by the Colorado State Patrol’s Catalytic Converter Theft Prevention Project. Anti-theft kits will
be given away this Thursday August 25th from 2-4 p.m. in the Engineering complex on the CU campus.
First come, first served, while supplies last. This information will be shared with Fort Collins Police for
investigation of potential for a similar program here.
Mayor Arndt:
• Announced participation in the Colorado Water Congress events taking place this week. The mission of
the Colorado Water Congress is to initiate and advance programs to conserve, develop, administer, and
protect the water resources of the State of Colorado.
Meeting adjourned at 8:45 a.m.
