The following summarizes the discussions that began at 7:45 a.m. 8/16/2022 Regular Meeting: The published agenda for this meeting was reviewed. • This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council Chambers. Public participation for the meeting will be available in four ways: in person, by phone, online through Zoom and by email. There will not be Spanish interpretation. Information will be shared at the meeting regarding the shift away from ongoing interpretation at every meeting and how residents can request interpretation. • Prior to the meeting, in the 5 p.m. Proclamations and Recognitions time, there will be a presentation of the 2022 Friend of Preservation Awards. As part of this presentation, there will be a reception with heavy hors d’ouevres beginning at 4 p.m. There will also still be dinner before the meeting for those Councilmembers not taking part in the event. • Seating for this meeting will shift to return all Councilmembers to one side of the dais, with the manager, attorney and clerk on the other side. The seating order for Council will be shifted so the Mayor is seated first, with the clerk to her right, and the Mayor Pro Tem to her left. Staff presenting in person can do so at the staff table, but will need to bring their own laptops as the computer previously used for that purpose at the staff table now controls the Zoom meeting. 6-Month Calendar: • Upcoming meetings were reviewed with particular attention to any shifts. • For the August 23 work session, the Southeast Community Recreation Center -Aquatics Strategy is being rescheduled. This is to allow more time for the Poudre School District to have discussions as an entity Leadership Planning Team Meeting August 15, 2022 Page 2 of 4 regarding their preferred approach to these topics. This item will be rescheduled once PSD is prepared to provide more information on their organization and board’s thoughts. • Also relating to the August 23 work session, Mayor Arndt will be participating remotely and Mayor Pro Tem Francis will be chairing the session. • For September 6, the current plan for a regular Council meeting as well as a special work session to address minimum wage was discussed. City Attorney Daggett noted there may be the need for an executive session as part of the regular meeting on September 6 relating to litigation topics. There has also been an indication by a Councilmember of a desire to potentially bring up the topic of Transfort advertising under other business as the next Council meeting, with a request for an executive session to be followed by a public work session on the September 6 date as well. Relating to the potential minimum wage work session discussion, there was a request to ensure staff will be prepared at that work session to bring forward more substantial staff work on potential recommendations for Council review to maximize that time. • Dates for appeal hearings have been tentatively scheduled for September 20 for the 1306 W Mountain appeal and October 4 for the 1802 N College appeal. The Mayor and Mayor Pro Tem will be confirming schedules to determine if those dates need to shift at all. • It was agreed a report from Platte River Power Authority (PRPA) should come as a community report at some point this fall. City Clerk Hollingshead: • No additional items. Interim Deputy City Manager Marr: • Next week on August 24 is the 22nd annual Community Welcome event cohosted by the City and Colorado State University. All Councilmembers are invited and encouraged to participate and have received information regarding this opportunity. Sarah Kane is working on the RSVPs for this, which are requested by today, August 15. More detailed information was provided in the August 4 Council packets and invitations were sent via email August 5. City Attorney Carrie Daggett • Shared Governor Polis has appointed Senior Assistant City Attorney Jenny Lopez Filkins to a Larimer County Court Judgeship. She will likely be transitioning quickly into this new role. A copy of the announcement will be shared out by the Attorney’s Office. Leadership Planning Team Meeting August 15, 2022 Page 3 of 4 City Manager DiMartino: • Transfort service reductions related to staffing shortage issues are starting this week. A thorough analysis has been done of where to scale back while new strategies continue to be employed for bringing in new drivers. Interim solutions are also being implemented for transit dependent riders where service has been reduced. Mayor Pro Tem Francis: • Noted when the mobile home park zoning was done, there were a few properties that were zoned commercial that needed some additional engagement. This was as COVID hit and that engagement was paused. Requested an update on where this is at now. Staff will follow up. • Related there is some confusion with the 1041 regulations and what Councilmembers were expecting those to cover, in terms of if it is everything or just what was under the moratorium. Staff seems to be working on more than what several Councilmembers were thinking the focus would be, as pertaining more specifically to what was in the moratorium. There was discussion about the scope and focus. It was also shared Kelly Smith has taken a new position in Natural Areas. Mayor Arndt: • Had several one on ones last week, where different topics came up. One item noted was the challenges that can occur when a Councilmember who is not the member appointed as a liaison to an outside entity makes direct inquiries of the entity. It is discussed as an area for consideration for how best to ensure Council is not requiring partners to have to answer to all 7 Councilmembers individually. • Requested that significant 2023 dates be identified and shared with Councilmembers for planning in a suggested early 2023 Council dinner not necessarily tied to a meeting. This will allow Councilmembers to plan accordingly in conjunction with personal travel and commitments. As part of this, there will also be a request for Councilmembers to identify potential conferences, including those suggested by staff, they would like attend and then allowing the Mayor and Council to make decisions about how best to balance attendance. • Addressing issues around people experiencing homelessness remains a high priority. As part of this it was discussed it is important to identify the role of the City when the public asks questions about different topics, to define scope of what is and is not within the City’s realm, while emphasizing the things the City is doing.
