RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, Deputy City Attorney John Duval,
Interim Deputy City Manager Tyler Marr, and City Clerk Anissa Hollingshead met on Monday, August 1, 2022. The
following summarizes the discussions that began at 7:45 a.m.
8/16/2022 Regular Meeting:
Preliminary agenda items for this meeting were reviewed.
• This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council
Chambers. Public participation for the meeting will be available in four ways: in person, by phone, online
through Zoom and by email.
• Because there will not be an LPT meeting next week, the preliminary list of agenda items for this as the
next regular meeting was reviewed.
• It was noted there would likely be a one cycle delay for the first reading of an ordinance authorizing an
appropriation and code waiver to support expedited renovations of the seasonal overflow shelter
location. This item will probably not be ready until the first regular meeting in September.
• Given both the work that has gone into preparing and shaping the graywater ordinance and the heavy
discussion agenda for this meeting, it was determined that ordinance could be shifted to the consent
calendar.
• Remaining discussion items planned include consideration of a potential resolution setting interim
greenhouse gas reduction goals and the appeal on the Sanctuary on the Green project. It was noted the
appeal should appear as the final item on the agenda.
6-Month Calendar:
• Upcoming meetings were reviewed with particular attention to any shifts.

• For the August 23 work session, it was noted that agenda will be full with four topics. Order of agenda
discussed included, 1) Housing Strategic Plan Implementation; 2) Southeast Community Recreation
Center -Aquatics Strategy; 3) Potential Stormwater Property Management on North Mason; and 4)
Wireless Telecommunication Land Use Code update.
• Options for bringing the topic of a local minimum wage back before the Council as a work session were
discussed. There was support for including this item as a work session to follow a Council meeting with a
lighter discussion agenda. September 6 and 20 were discussed as possibilities, with a preference
indicated for September 6.
City Clerk Hollingshead:
• No additional items.
Interim Deputy City Manager Marr:
• Shared about progress on moving forward with engagement on the Hughes Stadium project. At this
stage, staff is prepared to appropriate funds for this engagement work, likely in the amount of $59,000.
At the last work session on this topic in the fall of 2021, it was discussed to do the appropriation via
Council action. It is also possible given the dollar amount and available underspend in the general fund
budget at this point to make this appropriation administratively. There were not concerns about moving
forward administratively to allow getting started sooner than adopting an ordinance at two readings.
Council will receive a memo with plans for this engagement effort before it gets underway.
• Provided information about interpretation at Council meetings. The annual appropriation has run out
already for this work, and uptake has been limited. The proposal from the Equity Office is to reevaluate
methods of engagement with the Spanish speaking community within the Council process.
Interpretation would remain available on request. There was support for this shift, with a request for a
memo in the future as additional engagement options centered around how to engage with Council are
developed and implemented.
• Noted for Neighborhood Night Out on Tuesday, Councilmembers have been making determinations
about which neighborhoods to visit. With the newly adopted changes to Council districts, boundary
changes have shifted some areas between members. Coordination between Councilmembers
representing areas that have shifted is encouraged.
Deputy City Attorney John Duval
• City Attorney Carrie Daggett will return to the office on Wednesday.

City Manager DiMartino:
• The first application of West Nile Virus-focused mosquito spraying occurred last night and the next
application will be on Wednesday. This work is being done in the southeast corner of the city where
infected mosquitos have been identified.
• Shared about conversations regarding aquatics and the timing and sequencing of formalizing potential
contributions from Poudre School District. There was a question about whether it would be helpful to
have clarity from PSD prior to Council’s work session on this topic. There was a preference for getting
more formal information from PSD in that timing.
Mayor Pro Tem Francis:
• No additional items.
Mayor Arndt:
• Attended last week’s Platte River Power Authority meeting, which involved good discussion.
• Asked for clarification regarding the Pobre Pancho property and the sequencing of the application for its
historic designation. There was also discussion regarding exploring how current historic designation
process works, specifically relating to how properties can be identified or nominated.
• Has heard from North College business owners adjacent to a theoretical intersection redesign reported
about in the Coloradoan expressing concern about plans. Any such shift would require multiple
processes before it would occur, with significant opportunities for input.
