RE: Redistricting effective this Friday, July 29, 2022
New district boundaries will take effect this Friday. These boundaries were updated in the
redistricting process completed and approved on second reading by Council on July 19. This work
began in February after Larimer County completed its work drawing new precincts, the building
blocks for creating municipal districts.
Going forward, Fort Collins residents will be able to find their new districts reflected on the
City’s website. Maps are being updated by GIS to display the new districts as of Friday’s
effective date, accessible on the City’s website at
https://gisweb.fcgov.com/HTML5Viewer/Index.html?Viewer=FCMaps&layerTheme=Council%2
0Districts.
The Council district lookup tool on the website (https://www.fcgov.com/cityclerk/district-
boundaries) will be up to date as soon as Larimer County is able to incorporate the changes that
have been made into the state voter registration system. These updates will again bring
congruence to the data available to residents about their state and local districts.
As part of the drawing of new districts and adoption of precincts, the City is now using the same
precinct numbers as Larimer County. This was requested by the Election Code Committee and is
a simple step that was able to be taken to reduce confusion by voters, candidates, and other
stakeholders when working with electoral information between both the City and the County.
Attached to this memo is the ordinance Council approved making these updates, as well as the
newly adopted district map. Please reach out with any questions or points for clarification.

ORDINANCE NO. 084, 2022
OF THE COUNCIL OF THE CITY OF FORT COLLINS
AMENDING THE CITY OF FORT COLLINS DISTRICT-PRECINCT MAP
WHEREAS, Article II, Section 1 of the City Charter requires that the City be divided into
six contiguous, reasonably compact City Council districts, each of which shall consist of
contiguous, undivided general election precincts, and, to the extent reasonably possible, an equal
number of inhabitants; and
WHEREAS, pursuant to City Charter, redistricting must be completed not less than 180
days before the next regular election; and
WHEREAS, pursuant to City Code Section 7-87(b), not more than 18 months after the
official decennial publication of the United States Census concerning the population of Fort
Collins, the City Clerk must recommend to the City Council any district boundary changes
necessary to ensure that, to the extent reasonably possible, there is no more than a ten-percent
(10%) deviation between the most populous and the least populous City Council districts; and
WHEREAS, in light of the legal precedents and guidance related to determining voter
districts, communities of interest and impacts to ethnic and racial populations are also taken into
account in redistricting decisions; and
WHEREAS, in light of significant changes to the Larimer County general election
precincts, upon which the Council District map must be based, staff recently completed a review
of the adjustments required to existing districts to incorporate those changes, seeking to minimize
the deviation between the most and least populous City Council districts based on the population
data available this year from the 2020 Census; and
WHEREAS, pursuant to the above-referenced provisions, the City Clerk presented
alternative district boundary changes to the Election Code Committee for consideration and
comment, and based on the Committee’s discussion, has presented four alternative district
boundary changes for the City Council's consideration; and
WHEREAS, from those four alternatives, the City Council has selected an alternative that
it believes best serves the interests of the residents of the City and comports with the requirements
of the City Charter and Code; and
WHEREAS, the district boundary changes are consistent with Larimer County’s general
election precinct boundaries as required; and
WHEREAS, the City Clerk caused the publication of notices of proposed district boundary
amendments to be made in accordance with the requirements of City Code Section 7-87; and
WHEREAS, the new Council district-precinct map attached as Exhibit “A” depicts
adjusted precinct boundaries and adjusted Council district boundaries.

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the City Council hereby makes and adopts the determinations and
findings contained in the recitals set forth above.
Section 2. That the district-precinct map dated July 5, 2022, a copy of which is
attached as Exhibit “A” and incorporated herein by this reference, is hereby adopted and shall be
in effect for the following purposes:
(1) determining eligibility for City Council offices for the 2023 regular
municipal election; and
(2) determining eligibility of any interim appointments to fill any City Council
vacancies which may occur following the effective date of this Ordinance.
Introduced, considered favorably on first reading, and ordered published this 5th day of
July, A.D. 2022, and to be presented for final passage on the 19th day of July, A.D. 2022.
