Champine, PDT Director Paul Sizemore, CDNS Director FROM: Marcy Yoder, Neighborhood Services Manager RE: Rental Housing Taskforce and Community Engagement This memo is to inform Council of upcoming community engagement efforts happening between July 15th and August 1st on the key concepts being considered by the Rental Housing Taskforce. Engagement efforts will seek input on a variety of key concepts being considered by the rental housing taskforce. This will allow them to include community input into their final recommendations. Background: The rental housing taskforce is comprised of a diverse mix of residents that have been working together to explore more deeply the following three strategies from the Housing Strategic Plan: • Strategy 20 - Explore the option of a mandated rental license/registry program for long-term rentals and pair with best practice rental regulations • Strategy 21 - Explore revisions to occupancy limits and family definitions in order to streamline processes and calibrate the policy to support stable, healthy, and affordable housing citywide • Strategy 26 - Develop small landlord incentives This work seeks to address the Greatest Challenge that "housing policies have not consistently addressed housing stability and healthy housing, especially for people who rent." The group has been meeting every 2 weeks since the end of March. The beginning sessions included learning opportunities and review of best practice and research in the three areas. Content has been shared in a variety of ways, including homework readings, videos, presentations and on one occasion a panel discussion. The panel DocuSign Envelope ID: 477935E6-F8F6-454A-972B-0B52614B49D6 was a discussion of pros and cons related to U+2 so that the taskforce could hear first- hand the different perspectives on this topic beyond the lived experience of the taskforce members. The agendas, homework assignments, and presentation slides are all posted of the website listed above. The taskforce has begun to formulate key concepts for consideration While they continue to work toward recommendations for Council consideration, staff will be conducting additional community engagement on potential rental housing programming and occupancy code revisions. The engagement information will be utilized by the taskforce as they finalize their recommendations for Council consideration. It will also be included in the Council packet prepared for the August 23 Council Work Session.
