RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Attorney Carrie Daggett, Interim Deputy City Manager Tyler
Marr, Assistant City Manager Rupa Venkatesh, and City Clerk Anissa Hollingshead met on Monday, July 18, 2022.
The following summarizes the discussions that began at 7:45 a.m.
7/19/2022 Regular Meeting:
Summary agenda items for this meeting were reviewed.
• This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council
Chambers. Public participation for the meeting will be available in four ways: in person, by phone, online
through Zoom and by email. There will be Spanish interpretation. Spanish interpretation is currently
planned to continue at regular Council meetings through July and then will be evaluated for ongoing
plans.
• Mayor Pro Tem Emily Francis will be chairing the meeting in Mayor Arndt’s absence.
• The agenda was reviewed. There are three ordinances for second reading, one ordinance for first
reading, and seven resolutions on the consent calendar. There is one first reading and one resolution on
discussion.
• There was discussion regarding agenda item 7, the proposed Charter amendment relating to residency
requirements for certain City employees. Following the work session on this topic, some members of
Council anticipated this would be brought forward at the next municipal election, either in April or
November of 2023. The item is appearing on this agenda as the last regular meeting possible to
accomplish first reading in order to place on the ballot in November of this year if that is the desire of
the full Council.

6-Month Calendar:
• Upcoming meetings were reviewed with particular attention to any shifts.
• There was discussion around the potential for bringing minimum wage back before Council at a work
session before any first reading of an ordinance. There will be a more in-depth work session summary
memo distributed to Council this week providing a summary and some requested additional information
from last week’s work session. Further information, including the results of continuing surveys and
analysis, is anticipated to be provided to Council in August via memo. In discussing timing, it was noted
the implementation date of any ordinance must be January 1, and it is likely not the will of the Council
to delay implementation until 2024. There was a request made for staff to continue working to
rearrange current calendar items in order to assure this topic can come back before Council for further
discussion prior to an ordinance being introduced.
City Clerk Hollingshead:
• The shifts made to Council procedures were discussed specifically relating to public comment. The
desire appears to be to ensure the sign up sheets that are in place prior to the meeting can be provided
to the Mayor on the dais to allow for tracking as people speak.
Assistant City Manager Venkatesh:
• Provided information regarding shifts to anticipate to the way electronic read before packets on
Tuesdays and mail packets on Thursdays are provided. There is a transition occurring in software
platforms used to host this data. Consequently, during the time of transition at the end of July,
Councilmembers will also be emailed PDFs of documents for which links are provided to access these
packets. This is to help ensure there are no issues in accessing the information while the new system is
learned.
City Attorney Carrie Daggett
• Noted John Duval will cover the August 1 LPT meeting for her (the July 25 LPT meeting has been
canceled).
Interim Deputy City Manager Marr:
• Shared the Rental Housing Task Force will be beginning their work. A memo to Council will be
forthcoming this week as the group works to seek input in relation to rental licensing, occupancy limits,
and other related topics.

• Provided further follow up on the topic of overnight parking downtown. Numerous City departments are
involved in this issue and there is a desire to ensure unanticipated consequences are avoided with any
shifts in current policy. Further follow up will occur with clarity around the focus of Council’s request for
action in this area as being the need to address safety issues around people who are downtown for an
evening out and who may wish to leave their cars to ensure they can safely travel home.
Mayor Pro Tem Francis:
Initiated a discussion regarding the Assistant City Manager role filled by Rupa Venkatesh and the new
Executive Assistant to Council role , and how each role supports and interfaces with Council. It was
noted a document regarding this topic is being finalized and will be provided to Council this week. For
general questions and assistance, Rupa is an ideal point of contact for triaging these needs, and can also
assist in engaging the Executive Assistant as needed.
Mayor Arndt:
• Brought up how to ensure LPT is reviewing Council agendas before they are finalized. Currently, on
weeks when a work session is occurring, the work session agenda for that week is reviewed and then
the Council agenda for the following week is also previewed. This is the opportunity for LPT to review
the agenda before it is published, however, there are frequently changes and new items that are added
after that point because of timing demands. Further discussions are occurring around optimizing pre-
meeting agenda reviews and this feedback will be considered in that planning.
• Shared about a good meeting last week with Colorado Parks and Wildlife and their plans for proposing a
new facility. The site identified is within the Growth Management Area, has funding, and is waiting for
state approval. Part of the discussions occurring regarding this potential shift include other related
opportunities that exist, including potentially for the City as well Colorado State University.
• Noted she would like to see weekly letters start going out to follow up with individuals who come to
speak at City Council meetings in particular to acknowledge their participation and help people have
faith in their government. Rupa will work on this with Executive Assistant to Council position.
