RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Attorney Carrie Daggett, City Manager Kelly DiMartino,
Assistant City Manager Rupa Venkatesh, and Tammi Pusheck met on Tuesday, July 11, 2022. The following
summarizes the discussions that began at 7:46 a.m.
7/12/2022 Special Meeting:
Summary agenda items for this meeting were reviewed.
This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council
Chambers. Public participation for the special meeting will be available in four ways: in person, by
phone, online through Zoom and by email. Community members wishing to make public comment
should confine comments to the City Manager appointment item listed on the agenda. Staff is working
to secure Spanish interpretation for this special meeting. Spanish interpretation is currently planned to
continue at regular Council meetings through July and then will be evaluated for ongoing plans.
The agenda was reviewed. There is one topic scheduled related to the appointment, salary, oath of
office and employment contract of the City Manager. It was noted that a contract will be available to
sign if no changes are requested. Also discussed was the swearing of oath and that the City Clerk will be
prepared to swear in Kelly DiMartino as the new City Manager at the meeting. The ordinance setting
the salary of the City Manager is scheduled to be presented to Council for second reading on August 16,
2022.
Once the special meeting is adjourned, Council will briefly break and move to 222 Laporte Ave to
convene the Work Session. Dinner for Councilmembers will remain at the usual time, 5:00 at City Hall.

7/12/2022 Work Session Meeting:
This work session will be conducted in person with hybrid remote participation options. The meeting will
be held in the Colorado Room at the 222 Building on LaPorte Avenue. Remote participation by any
Councilmembers or staff will be via the regular Zoom link for the meeting. Dinner will be available for in
person Councilmembers beginning at 5 pm at City Hall.
Regarding Item # 2: Consideration of a Local Minimum Wage; it was noted that it was a direct vote by
Colorado voters that approved a statewide minimum wage increase with amendment 70 and was not a
legislative action as stated in the AIS (Agenda Item Summary).
Regarding Item # 3: Water Adequacy Determination Review Process; it was mentioned that the AIS
should include more generic language regarding projects that may or may not be in included in this
process rather than specifically naming and calling out projects that are already in progress.
6‐Month Calendar:
Upcoming meetings were reviewed with particular attention to any shifts.
LPT meeting schedule was reviewed with a decision being made to cancel the July 25, 2022, and August
8, 2022, meetings. August 1, 2022, will be held and be considered the mid‐cycle check‐in related to the
summer Council meeting break.
For logistical ease a decision was made for Mayor Pro Tem Francis to lead the August 23, 2022, Work
Session meeting due to Mayor Arndt attending virtually.
A review of the 6‐month calendar will be completed by staff in an attempt to move the November 15,
2022, regular meeting topic: Setting a Local Minimum Wage up on the schedule to an earlier date.
Tammi Pusheck:
Confirmed that no presentation would be needed for the Halligan topic when it comes up for second
reading.
Assistant City Manager Venkatesh:
Interviews for the Executive Assistant to Council position will be conducted this week.
City Attorney Carrie Daggett:
No additional items.

City Manager Kelly DiMartino:
City Manager discussed the possibility of staff including an interim greenhouse gas (GHG) goal during
the August 16 meeting in advance of the October 11 work session. LPT advised that Council processes
need to be followed and if interim goals are desired, it needs to be brought up under other business
during the July 19 regular meeting.
Noted that a meeting recently took place between Larimer and Weld County managers that focused on
building regional partnerships. This joint meeting will continue to convene on a quarterly basis.
Mayor Pro Tem Francis:
Suggested that Equity indicators be included and applied regarding the Minimum Wage increase.
Mayor Arndt:
Indicated her appreciation that staff will get a much‐needed break over the coming weeks while Council
is on break. Also expressed the importance of staff watching for direction from Council on initiating
items, rather than reacting directly to individual Councilmember statements.
