Councilmember Pignataro seconded. Motion passed 2-0-2 Chairman Comments: 2 N/A Summary • Gil Kelley, Urban and Strategic Planner presented on the 15-20 minute neighborhood • 15-20 minute neighborhood is walkable to most services needed daily and includes green elements that promote health • Include 10-15 minute transit frequency that connects to other parts of the community • Tools needed to develop the 15 minute neighborhood: o Educating o Advocating o Partnering • Councilmembers Canonico, Pignataro and Caryn Champine shared insights from lessons learned at the International Making Cities Livable Conference in LePlessis-Robinson France • Do: Many Council priorities fit into the concept of the 15 minute neighborhood—now there needs to be the will to make it happen Think Tank Item 4-2022 The Future of 15-minute Communities, Gil Kelley, Urban and Strategic Planner • 15-20 minute neighborhood is the antithesis of the car-centric neighborhood • Overview of the concept of a 20-minute neighborhood • At its core, 20-minute neighborhood is a livable and walkable section of geography and it doesn’t have to be formally designated neighborhood o Walk to services used in daily and weekly live o There are social, economic and environmental elements • Reliable public transit o 10-15 minute frequencies o Connects to other parts of the community y • Flexible template for neighborhood development with social, environmental and economic attributes is essential for community building o Focusing on retrofitting and revitalizing existing neighborhoods o Need to consider housing, services, formal, informal gather spaces, green elements, housing types and affordability and enough density to make this all happen. o Legible connections to other parts of the community  Neighborhood fits into a larger whole of a community o Potential for neighborhood stewardship—nurture and harness neighborhood involvement and long-term stewardship • Why focus on the 15-Minute neighborhood o Improves quality of life o Fosters social Interaction o Increases Diversity of people and experiences  Multi-generations of people  Different backgrounds  Rich experiences to have in the neighborhood o People want to feel like they are contributing to a healthy planet o Public safety  Design around young children, parents help for a more universal design o Reinforce identity of the neighborhood o Inequities access o Human health o Addresses global crises at the local level o Harnessing and directing unfolding trends 3  Electrification of fleets  COVID has shifted how we think of neighborhoods  Multi-generational shifts • How to support aging community members • How to support young people  Social justice • Implementation tools and who to bring along on this journey: o Design for multiple generations and household types  Different forms of buildings  Housing—how to make it more affordable o Use streets and sidewalks in different ways o Utilize the Municipal toolkit  Educating  Advocating  Partnering  Have overall plan guide investments Caryn Champine, Councilmember Tricia Canonico and Councilmember Julie Pignataro on the 58th annual International making Cities livable conference in LePlessis-Robinson France • Recognition that so many Council priorities fit within the concept of a 15-minute neighborhood • 15-minute neighborhood elements include: o Walkable and bikeable o Accessible retail o Outdoor experiences o Use existing buildings in different ways o Pedestrian streets • Other key insights o Consider maintain historic character of community with other new development o A dense City can be very livable Q&A/Discussion • Greenfield and redevelopment can work together but there are some hazards related to sprawl with Greenfields • Question related to climate action and density o Density can reduce car trips • Shifts in thinking about density requires behavior change and cultural norms • Consider how to manage the seasons in our community and how that fits into the development of 15-minute neighborhoods • Can’t have neighborhoods call all the shots, need some City-wide decision-making • Consider how to address the Urban Heat Island and connect to tree canopy and natural spaces • Consider the Future of Work and how the neighborhood will be a space for connection Additional Items • NA Meeting adjourned by Councilmember Gutowsky at 5:56pm 4 Meeting Chat: 16:34:09 From Jackie Kozak Thiel (she/her) to Hosts and panelists: Climate Emergency Action Plan that Gil mentioned from Vancouver BC: https://vancouver.ca/files/cov/climate-emergency-action-plan-summary.pdf 16:34:31 From Jackie Kozak Thiel (she/her) to Hosts and panelists: https://vancouver.ca/green-vancouver/vancouvers-climate-emergency.aspx 16:39:49 From Jackie Kozak Thiel (she/her) to Hosts and panelists: About temporary modular housing in Vancouver: https://vancouver.ca/people- programs/temporary-modular-housing.aspx 16:40:36 From Seve Ghose to Everyone: Thank you, Gil, from a fellow City of Portland alumni for your talk. The 20-minute city also has a role in health outcomes. Yes! 5 While focusing on the existing neighborhoods is the really hard and valuable work, it is also very important to focus on these exact same principles in greenfield development. It won’t just happen, it has to be intentionally designed, supported and built.
