RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Attorney Carrie Daggett, Interim Deputy City Manager Tyler
Marr, Assistant City Manager Rupa Venkatesh, and City Clerk Anissa Hollingshead met on Tuesday, June 21, 2022.
The following summarizes the discussions that began at 7:45 a.m.
6/21/2022 Regular Meeting:
Summary agenda items for this meeting were reviewed.
• This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council
Chambers. Public participation for the meeting will be available in four ways: in person, by phone, online
through Zoom and by email. There will be Spanish interpretation. Spanish interpretation is currently
planned to continue at regular Council meetings through July and then will be evaluated for ongoing
plans.
• The agenda was reviewed. There are six ordinances for second reading, eight ordinances for first
reading, and 6 resolutions on the consent calendar.
• Mayor Pro Tem Francis asked on item 14, the resolution approving programs and projects receiving
CDBG and other funding, for follow up information on how much total funding the City has put into the
Kechter project, noting it has been funded multiple times in efforts to get it over the finish line.
• Mayor Arndt noted on Item 22, relating to Council compensation, she plans to initiate a discussion
regarding the appropriate level for the percentages to be used.
• City Attorney Daggett noted all three proposed Charter amendments on the agenda include provisions
for a protest hearing to hear any protest of the proposed ballot language before further considering the
item(s). The deadline for a protest to be filed normally would have been Monday at noon prior to the
Tuesday meeting, however, the holiday yesterday pushed the deadline to noon today. To this point, no
protests have been filed. Each of these items will also allow public comment outside of the protest
process and follow the normal process for consideration of an ordinance.

6-Month Calendar:
• Upcoming meetings were reviewed with particular attention to any shifts.
• There was a request to look at the scheduling of the first reading of the redistricting ordinance, which
was rescheduled to occur on July 5. The date was shifted to July 5 after the City’s GIS team identified
issues with the existing population information for areas where proposed district boundaries split
census block lines, which required additional rework by GIS to determine accurate population estimates
before the proposed options for redistricting could be finalized. An additional special Election Code
Committee meeting was held last Thursday, June 16, for the committee to review the four options with
the updated vetting by GIS. Notice of the July 5 first reading date has been published to the meet the
requirements of the City Charter and Code. One member of Council will be absent on July 5, with
another different member absent on July 19. In both those instances, the member absent on the 5th will
be able to participate in the second reading on July 19 and the member absent on the 19th will be able to
participate in the meeting on the 5th for first reading. Pushing out to a date all members are scheduled
to be present for would move first reading to August 16 and second reading to September, which is later
than desirable for preparing for a potential April election for candidates.
• There was discussion of the Council schedule around the end of the year time period. The planned
approach will be to cancel the December 27 work session as well as the regular meeting the first week
of January in 2023 to best align calendars and work expectations with typical end of the year schedules.
City Clerk Hollingshead:
• Noted there has been a good amount of work occurring relating to liquor licensing and patio service
areas to ensure those businesses who had been operating under COVID provisions in state rules
allowing temporary modifications that have now expired as of May 31 have the opportunity to make
permanent modifications where needed and allowed. Multiple additional hearings with the Municipal
Judge as the Liquor License Authority have been scheduled to accommodate these items as quickly as
possible now that parameters are in place on the City side from the Outdoor Dining working group.
What can be approved in terms of liquor licensing is also contingent on state law. Mayor Pro Tem
Francis requested that someone from staff follow up with the business Los Comales on Prospect and
College, and the issue of whether they can continue to serve alcohol in their patio space.
Assistant City Manager Venkatesh:
• Noted she is working to help in answering City Leaders emails at this time, taking the lead to get familiar
with the process in order to better streamline the existing process.

• A request was received for a letter of support from a councilmember for a Crossroads grant request;
Mayor Arndt has already provided a letter on behalf of the City. If individual Councilmembers wish to
provide separate letters on their own behalf, they may.
City Attorney Carrie Daggett
• Is working with the Mayor and Ginny Sawyer on updated meeting rules and related practices, and will
have the updated rules ready for approval at an upcoming meeting.
• Noted that she and others will be traveling to Breckenridge this week for the CML conference. It was
noted there will be a contingent from the City attending CML this week, including some
Councilmembers, and representatives from the City Manager’s Office, the City Attorney’s Office, and the
City Clerk’s Office.
Interim Deputy City Manager Marr:
• Checked in regarding next steps on the Animal Cruelty item, noting a memo was provided to Council as
part of the council priority work session summary and that it will be a part of legislative agenda updates
later this summer. No additional follow up has been requested at this time, so this will close the loop on
these next steps.
• Brought up a discussion of the emails coming in from the Fort Collins Sustainability Group regarding
setting interim greenhouse gas goals. It was decided to discuss this as part of the October work session
planned on this topic when more information about current progress and future pathways to achieve
the 2030 goal will be available.
Mayor Pro Tem Francis:
• No additional items.
Mayor Arndt:
• Noted Old Town was beautiful right now and enjoyed dinner out in the space.
• Given recent conversations related to homelessness and a recently received thoughtful letter shared by
a constituent , requested now that the City Manager’s Office and City leadership is getting settled, a
more formalized discussion would be helpful in figuring out roles and how to balance the need to avoid
Council being perceived as becoming too involved in day-to-day operational details while still being
informed. The desire is to help establish a framework for Council working with staff on matters.

• Shared she will be presenting at CML with a representative from the National League of Cities as well as
some other municipalities on Friday as part of the elected officials’ breakfast. The panel will follow the
Governor’s speech at the breakfast, and is great exposure for Fort Collins.
