The following summarizes the discussions that began at 7:45 a.m. 6/14/2022 Work Session: Summary agenda items for this meeting were reviewed. • This work session will be conducted in person with hybrid remote participation options. The meeting will be held in the Colorado Room at the 222 Building. Remote participation by any Councilmembers or staff will be via the regular Zoom link for the meeting. Dinner will be available for in person Councilmembers beginning at 5 pm at the meeting site. • Signage will be posted at City Hall to ensure anyone who comes to that building is aware the work session will be at the 222 Building. • Mayor Arndt acknowledged there will be a level of contention across different community members and stakeholders around density and other topics associated with the land use code. She expressed support for staff and their work coming forward to present the plan and the facts of the work being done for the Council’s consideration. Policy decisions will ultimately be resolved by vote of the Council. 6/21/2022 Regular Meeting: Summary agenda items for this meeting were reviewed. • This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council Chambers. Public participation for the meeting will be available in four ways: in person, by phone, online through Zoom and by email. There will be Spanish interpretation. • The draft agenda to date was reviewed. There was discussion around how the potential Charter amendments will be presented on the agenda. The City Clerk’s Office and the City Attorney’s Office will Leadership Planning Team Meeting June 13, 2022 Page 2 of 5 finalize how this is formatted to ensure each of the three potential Charter questions to be considered at this meeting are presented individually for discussion and voting. • On the consent agenda, Interim City Manager DiMartino noted there will be an ordinance coming forward for first reading amending the City Code to designate trees as infrastructure, in alignment with Council objectives. • Clarification was provided about the planned first readings of two ordinances related to the appropriation for Southridge Golf Course Irrigation System Installation and Fleet Shop Expansion, indicating these items are related to the COPS funding approved at a prior meeting and will allow work to proceed immediately before the COPS issuance to address cost increases. • There is a resolution planned for the consent agenda to approve programs and projects for funding through CDBG funds. Councilmembers with conflicts of interest relating to any of the programs or projects proposed for funding are asked to let the City Clerk or City Manager know so this resolution can be placed on discussion if conflicts exist. The City’s GIS team has now identified estimated population information for areas where proposed district boundaries split census block lines. This split is unavoidable because it occurs at the precinct boundary level, and those boundaries are set by Larimer County. An additional special Election Code Committee meeting will be held this Thursday, June 16, for the committee to review the four options developed and vetted before the full Council’s consideration in July. All four options originally presented to the Election Code Committee will be provided again, with their original numbering, for clarity and to allow the committee and ultimately the full Council to make the determination of which options to recommend and ultimately adopt. With the revised population considerations, all four initially viable options remain viable based on the maximum population deviation standards in the City Charter and Code. Leadership Planning Team Meeting June 13, 2022 Page 4 of 5 • Interim City Manager DiMartino will confirm whether the planned visit from the CSU President will still occur as had been planned on September 13, given the transitions in that role. • June 28 was selected as the date to schedule a work session discussion of a potential fourth Charter amendment relating to residency requirements for certain City employees. This topic will be a fourth item on that work session agenda. • There was a request to be prepared at next week’s LPT meeting to discuss the Council schedule around the end of the year time period. City Clerk Hollingshead: • Brought forward a procedural question relating to appeals to the Council regarding whether parties in interest to an appeal should be able to participate remotely. • Requested clarity on the interview process for Boards and Commissions appointments and if limitations should be applied to the total number of applicants to interview for a board. There was consensus around maintaining the Council’s indicated preference from 2021 to interview a maximum of 10 people for a board. It will be the role of the Council liaison to a board or commission to determine the pool of 10 to be interviewed when more than 10 applications have been received. Interim Deputy City Manager Marr • Shared the new Graduate Management Assistant started today in the City Manager’s Office. Megan Valliere is joining the office in this annually appointed role. City Attorney Carrie Daggett • Announced new law student intern, Logan Armstrong, started in the office today, as well as Holly Coulehan, a new attorney coming from the San Francisco City Attorney’s Office, who will be responsible for several public safety and enforcement areas including liquor licensing and other functions. Interim City Manager DiMartino: • Noted Rupa Venkatesh also starts today as the new Assistant City Manager. She will be joining LPT meetings for the next three weeks in Kelly’s place to support Tyler. • Provided some operational updates, including: Leadership Planning Team Meeting June 13, 2022 Page 5 of 5 o It was a rough weekend for the crash team and emergency response crews, with two fatality accidents and a third very difficult accident. o There continue to be ongoing issues in Twin Silo Park, including some extensive graffiti. Also issues with large crowds of young people gathering in the park, some of which seems to be alleviated by increased patrols through the park at peak times at night. o Starting to see a higher level of encampment activity occurring in the Conifer and Blue Spruce area. There are some violations happening there; in working with the Murphy Center, Code Enforcement and Fort Collins Police Services have been notifying people of the need to clear some things up in that area. Mayor Pro Tem Francis: • Noted a memo was prepared and provided regarding the potential range of what a gun buy-back program could look like. At this stage, there was an indication it is unclear what needs to happen next, including specifics on what the costs and work involved in potential program options might be as well as whether Council direction is needed. Interim Manager DiMartino indicated next steps include seeking some guidance on how to hone in on what is desired to be seen in terms of action. Some of the more specific answers are dependent on scale of a program and what is desired, so there is a need for some guidance on what type of program Council is hoping to see. It was noted Mayor Pro Tem Francis and Councilmember Canonico can continue this process by next talking through some things with Police Services. Mayor Arndt: • Shared details about a visit last Friday with six mayors from around the world. The State Department sponsored this delegation’s visit, and chose to spend the morning in Fort Collins through lunch. Mayor Arndt met with the group in the Council Information Center in City Hall. Meeting adjourned at 8:45 a.m.
