Dear Chair Hart and Board Members:
On behalf of City Council, thank you for providing us with the May 20, 2022 memorandum
regarding “On-going concern about business traffic along College Avenue, specifically Raising
Cane’s, Starbucks and Chick-fil-A.” Thank you for your concern for the wellbeing of the
motorists as well as the businesses where these congested issues occur.
It's an interesting suggestion to investigate whether nuisance laws can be used to help mitigate
some of the issues. We appreciate you thinking of potential creative solutions to this situation.
We are grateful to the Board for each member’s service and your continuing work to help
transportation in the community.

RE:On-going concern about business traffic along College Ave.
The Transportation Board has on-going concerns about the traffic congestion and incidents which have occurred
and continue to occur on College Ave. due to vehicles stopping in thru-lanes in order to access businesses. We
specifically want to express concern about the current traffic issues related to the following businesses located
on College Ave.: Raising Cane’s, Starbucks, and Chick-fil-A.
During May’s and previous Transportation Board meetings, board members have voiced serious concerns about
the situation-specific issues. Notably, board members wish to emphasize concern that the situation has not been
resolved and, without action, could result in injury or loss of life due to driving behaviors related to the traffic
congestion and fast-moving maneuvers.
Additionally, board members inferred that nearby businesses may be seeing a loss of revenue due to these traffic
issues, as people try to avoid the on-going problems in those areas. Furthermore, the board wished to suggest
that the city investigate whether nuisance laws can be used as a mechanism to enforce action and/or compliance
from the businesses related to the on-going traffic issues.
This letter is the result of a motion to have the Chair relay that the Transportation Board is concerned
that this situation continues without significant improvement and urges action to the above concerns by
City Council and city staff.We understand that the issue is known to Council and city staff, noting that this
letter is the third such letter from the Transportation Board. We support the continued attention and intention
that City Council and city staff have in addressing this situation. Our hope in sending this letter is to bring
additional notice to this issue and to add our voice in support of efforts to resolve those existing concerns.
