RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Interim City Manager Kelly DiMartino, Deputy City Manager Kyle
Stannert, Interim Deputy City Manager Tyler Marr, City Attorney Carrie Daggett, and Tammi Pusheck from the City
Clerk’s office met on Monday, May 23, 2022, and the following summarizes the discussions that began at 7:48
a.m.
5/24/2022 Work Session:
Summary agenda items for this meeting were reviewed.
This Work Session will be fully remote.
Regarding item # 1, Regional Transportation Update it was noted that initially staff presenters intended
to include presentation polling questions that would have polled council individually as the presentation
was taking place, however, due to time constraints and other concerns the presentation polling
questions were removed and other means of providing input will be addressed in future
communications.
In reference to item # 4, Halligan Water Supply Project Update, it was noted that this discussion is
separate from the discussion in executive session last week and any communication that took place in
executive session should not be shared or discussed during the work session.
6/7/2022 Regular Meeting:
Summary agenda items for this meeting were reviewed.
This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council
Chambers. Public participation for the meeting will be available in four ways: in person, by phone, online
through Zoom and by email. There will be Spanish interpretation.
Item # 7, Second Reading of Ordinance No. 063, 2022, Making Supplemental Appropriations from a
Portion of the City’s American Rescue Plan Act (ARPA) Funding for Local Fiscal Recovery Related to the
Leadership Planning Team Meeting
May 23, 2022

COVID‐19 Pandemic, it was discussed that staff is following up on an inquiry that was made during first
reading and will provide additional information. However, nothing additional will be added at this time
to the ordinance, and if Council would like adjustments made they should address their concerns during
the meeting.
Item # 15, Resolution 2022‐xxx Expressing the City Council’s Support for the Fort Collins LGBTQ+
Community with a Display of Rainbow Lights at City Hall. This resolution will express Council’s support
for the lighting display as an ongoing practice and will not need to be brought forward to Council each
year.
“Other Business” note, there will be an action item added to the agenda to enable Council to move
forward with the City Manager recruitment or selection of a City Manager upon conclusion of their
related executive session (which will take place after completion of midyear reviews for the three
Council direct reports).
6‐Month Calendar:
Upcoming meetings were reviewed with particular attention to any shifts.
It was noted that the Minimum Wage topic should be slotted in on the 6‐month calendar to ensure the
ability to meet associated year‐end deadlines. This has now been scheduled for November 15.
Tammi Pusheck:
No additional items.
Interim Deputy City Manager Marr:
Announced that Operation Services recently received notice of a grant award in the amount of
$54,000.00 from the State Dept. of Energy for EV charging station infrastructure.
Deputy City Manager Stannert:
Fort Collins Annual Spring Plant Sale took place last weekend, May 14th, and 15th, 2022. This year was a
record‐breaking sale, resulting in an unanticipated sell out. Sales broke the old record established in
2021 by 20% and brought in approximately $144,000.
Noted there is currently an opportunity for a local government representative to serve on the Regional
Air Quality Council board. Tricia Canonico was suggested and has agreed to apply for the gubernatorial
appointment to fill the vacant seat.

Anissa Hollingshead is currently attending the IIMC (International Institute of Municipal Clerks)
conference in Little Rock, AR. The primary goal of IIMC is to actively promote the continuing education
and professional development of municipal clerks through extensive education programs, certification,
publications, networking, annual conferences, and research.
City Attorney Daggett:
In follow up to Council’s request in April, the City Attorney’s Office is working on updated Council
meeting rules and related research and hope to have materials for Council consideration soon..
Noted there will be an additional ECC (Election Code Committee) meeting taking place on 5/31/2022 at
10:00 AM
Interim City Manager DiMartino:
Police Services is partnering with Larimer County LETA regarding the piloting and testing of new
technology that enables first responders and 911 operators to request access to live video of an
incident before arriving on scene.
Mayor Pro Tem Francis:
Asked for clarification regarding the memo provided in last week’s packet in follow up to public
comment at a recent Council meeting regarding permitting and building code requirements for sheds. It
was noted that staff has added this item to the list of items to be reviewed when the building code next
is updated. Additional clarification will be provided regarding the zone district aspects of the public
comment.
Indicated there had been public inquiries regarding the possibility of establishing a COVID Memorial. It
was noted that this would be a great opportunity to partner with an external organization to facilitate
fundraising to accomplish this. Public can contact City Give (Nina Bodenhamer), regarding this
endeavor.
Asked when staff would be providing information in response to the inquiry a few weeks ago related to
mobile home park regulatory compliance issues. Staff is finalizing a memo for this week’s packet.
Mayor Arndt:
Noted the recent Coloradoan article regarding the Fort Collins/Loveland airport and the possibility of a
developer funding a customs office to boost international travel.
Announced she would not be able to attend the next URA (Urban Renewal Authority) meeting this week
and that Joe Wise would be filling in to chair the meeting.

ICLEI Update ‐ Great success! Fort Collins measures up well.
Every three years, ICLEI holds our World Congress to showcase how local and regional governments
across our network are advancing sustainable urban development worldwide. The ICLEI World Congress
connects them with their peers and strategic partners and provides a platform for discussions that will
inform and enhance their work.
