RE: Leadership Planning Team (LPT) Meeting
Mayor Pro Tem Emily Francis, Councilmember Gutowsky, Interim City Manager Kelly DiMartino, City Attorney
Carrie Daggett, Deputy City Manager Kyle Stannert, and City Clerk Anissa Hollingshead met on Monday, May 16,
2022. The following summarizes the discussions that began at 7:45 a.m.
5/17/2022 Regular Meeting:
Summary agenda items for this meeting were reviewed.
• This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council
Chambers. Public participation for the meeting will be available in four ways: in person, by phone, online
through Zoom and by email. There will be Spanish interpretation.
• There will be a joint dinner for Councilmembers with the PFA board prior to the meeting, beginning at 5
p.m. in Washington Park.
• The agenda will be amended to shift the PFA annual report from appearing as a staff report on the
agenda to instead be a community report, and occur immediately after the City Manager’s Agenda
Review. This change will be made to the agenda today and republished.
• On item 9 (on consent) it was noted that the Boardmembers for the Tourism Improvement District are
appointed by the City Council but that the process used so far has been for the District proponents and
now District Board to recommend appointees rather than using the City’s application process. It was
noted although there would be pros and cons, this could be done differently if desired by the Council in
the future.
• On item 12 relating to the issuance of 2022 Certificates of Participation (COP), there was discussion
about addressing expectations around the Hughes Stadium property. The City Attorney’s Office will be
reaching out to Mike Foote, outside counsel who worked with representatives on the Hughes Stadium
ballot question, to ensure awareness of this topic. The Agenda Item Summary (AIS) includes information
about additional steps required before the City may be prepared to move forward with purchasing the

Hughes Stadium land. Mayor Pro Tem Francis requested this information also be included in the
presentation.
• City Attorney Daggett noted three legal memos with confidential background information were
provided to Councilmembers in last week’s Council Mail Packet relating to this meeting’s planned
executive session. The Executive Session will occur in the Council Conference Room with a remote
participation option via Teams sent out by the City Clerk before the meeting for outside counsel and any
staff requiring a remote option.
6-Month Calendar:
• Upcoming meetings were reviewed with particular attention to any shifts.
• A planned swap between the 15 Minute City item and a broader discussion of the Active Modes Plan
scheduled prior to the adoption of the Active Modes Plan was highlighted. In response to a question
about whether it would make sense for those two items to be heard at the same work session, staff was
able to confirm that would be workable. Therefore, both those items will be on the October 25 work
session and the discussion of animal cruelty penalties will be shifted to Nov. 8.
• Annual reviews for Council appointees will be scheduled for November 22. That work session date
occurs the week of Thanksgiving. If Nov. 29, a fifth Tuesday with no meetings scheduled, is a better fit
with schedules it may be possible to hold that work session on the 29th instead of the 22nd. There is not
an intention to hold meetings both weeks.
• It was noted the unscheduled item relating to an executive session to consider the recruitment process
for the city manager position that Council intends to take up that item on June 7, at the conclusion of
the executive session items that evening.
• The Compensation Committee is discussing the potential of bringing forward a ballot question relating
to compensation for Councilmembers. The committee next meets on May 24 and is interested in
allowing a discussion with the full Council before other ballot questions are considered by the Council,
currently scheduled to occur on June 21. It was decided to add this as a fourth discussion item on the
May 24 work session.

• Shared good news from Sustainability Services about being awarded a grant from the Department of
Local Affairs (DOLA) in the Innovative Affordable Housing category. This grant will be used to help cover
water-related fees for the Kechter Townhomes project. It was noted part of what led to the City’s
success in this grant application was the City’s commitment of funds via the land contributions. Special
note of appreciation for Sue Beck-Ferkiss for her leadership in this project.
• Provided an update on Library Park issues, and a forthcoming memo that is planned as part of Thursday
packets. Information provided will reiterate the City’s path in considering City-wide options for
policy/action steps that are not site-specific but rather applicable to issues across the community, as
well as providing clarity on the many ways the City is responding to these concerns.
Interim City Manager DiMartino:
• Shared regarding follow up occurring in response to prescribed burning being done by ditch companies.
Although the City has no direct ability to stop this from occurring, including on red flag warning days,
there is a staff team that has been assembled to discuss options for how the City can influence what is
occurring.
• Noted the Larimer County Emergency Management Director is planning classes for elected officials and
senior executives on incident command coordination in emergencies. Councilmembers will be receiving
invites.
Councilmember Gutowsky:
• Councilmember Gutowsky shared that she has been contacted by constituents expressing a desire to
consider amending current occupancy limits to support housing for Ukrainian refugees. She has also
reached out to the Director of PDT for information and will follow-up for next steps as needed.
• Shared an observation about scooters and bikes and where they are being left. Requested information
about how and when these devices are picked up and, for the scooters, recharged. Details about how to
report issues with bikes or scooters left for an extended time or in an inappropriate location were
discussed, as well as the importance of doing so in order to ensure the City has solid data points. It was
also noted the current contract with Spin is up at the end of June, making good data especially
important right now. Earlier this year, a memo was prepared by Courtney Geary and Aaron Iverson on
the Spin program and what to do when scooters are blocking walkways:

• Brought up the emails being exchanged between the Fort Collins Sustainability Commission and City
staff, with a request for clarity on timelines and next steps. Clarification on expectations and milestones
between stakeholders would help ensure no miscommunications, including with both electric vehicles
and Our Climate Future work.
• Requested more information on when follow up can be expected on the request made last week about
Harmony Mobile Home Park expressing concerns about gradient issues as well as management
responsiveness.
