The following summarizes the discussions that began at 7:45 a.m. 5/10/2022 Work Session: Summary agenda items for this meeting were reviewed. • This Work Session will be fully remote, and will be chaired by Mayor Pro Tem Francis in Mayor Arndt’s absence. 5/17/2022 Regular Meeting: Summary agenda items for this meeting were reviewed. • This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council Chambers. Public participation for the meeting will be available in four ways: in person, by phone, online through Zoom and by email. There will be Spanish interpretation. • On item 13, the Mayor noted as a reminder she would be asking about the COP amounts and how much City property is tied up. She is also interested in how this financing relates to the Hughes ballot measure that was approved by the voters. • City Attorney Daggett noted there is an executive session proposed for this meeting to discuss real property related litigation for the Halligan Project. A confidential legal memo will be provided in advance of the proposed executive session. 6-Month Calendar: • Upcoming meetings were reviewed with particular attention to any shifts. • There were questions regarding why the Active Modes Plan adoption has moved out two months, from September 20 to November 15. It was clarified this change was necessary because of the need for a Leadership Planning Team Meeting May 9, 2022 Page 2 of 3 work session with the Council specifically on what a 15-Minute City means for Fort Collins. That work session is scheduled for October 25, which is the next available date. • The first reading of the Redistricting ordinance has been shifted from May 17 to June 21. The new schedule will be discussed at the May 9 Election Code Committee meeting, once the Committee determines if it is prepared to move options forward to the full Council for consideration, with or without a recommendation from the Committee. The first reading must include published notice two weeks in advance. • June 7 has been identified and held as the date for mid-year reviews for Council appointees. Some items have come up as possibly needing to find a time on an upcoming meeting in June, however there was consensus to continue holding that date exclusively for consent-only items as well as the executive sessions for mid-year reviews. A date needs to be identified and calendared to hold time for year-end annual reviews as well. • Identifying a more appropriate designation for the period over the summer without formal scheduled Council meetings was discussed. The intent is to convey the use of that time period to allow Councilmembers to be engaged in the community, including as part of National Night Out, and participation in other meetings and bodies will continue during that time. City Clerk Hollingshead: • No additional items. Assistant City Manager Marr: • No additional items. City Attorney Daggett: • Noted there will be additional legal information provided to Council about a pending water court case and the agenda for May 17 will also be prepared to allow for an executive session about this item as well, if desired by the Council. Interim City Manager DiMartino: • Hiring 42 paid interns over the next 2 years in Community Services after receipt of funding from Workforce Innovation grant • 1260 E Douglas Road – PFA is working a fire in this location, which is in the county backing up to City neighborhoods. There will likely be some press coverage and public interest in this visible fire incident. Leadership Planning Team Meeting May 9, 2022 Page 3 of 3 Mayor Pro Tem Francis: • Shared Councilmembers have been getting emails about Harmony Mobile Home Park expressing concerns about gradient issues as well as management responsiveness. There is some confusion over what the City can do, and what recourse is available, including confusion over what is the City’s role and what is the State’s role. Registering complaints with the State does not feel like an effective recourse, as follow up from DOLA (Department of Local Affairs) is 9-12 months out. Follow up on this topic was identified as a two-part conversation: first, clarity is necessary on what the City’s role is and what are the opportunities. Second: with that clarity, if there is a desire for a shift including potentially exploring options for the City taking on a different role, it would be appropriate to be brought forward under other business. Mayor Arndt: • Will be attending and presenting at the International Council for Local Environmental Initiatives (ICLEI) World Congress 2022 conference this week that happens every three years. Noted it is quite an honor for Fort Collins to be invited and participating as one of only a few US cities, and a demonstration that Fort Collins continues to punch above its weight as a City. Doing a presentation related to the topic of local sustainable development with the mayors of Antwerp, Belgium and a Korean city. • US Mayor’s Conference asked if Fort Collins would do the plenary at their national conference on the topic of City Give and philanthropy. • Highlighted feedback shared by some residents about the neighborhood meeting held in Library Park; a desire for a more formal meeting has been expressed. • Shared about a meeting held with pilots regarding some of the issues with the airport’s governance. The concerns that were expressed will be shared with Interim City Manager Kelly DiMartino at a one-on-one meeting. Noted the 50-50 ownership model can lead to challenges with the airport’s location in Loveland, with Loveland employees, and land use decisions being the responsibility of the City of Loveland. • Provided information about a meeting with Rex Anderson, a local barber, about his concerns about a neighboring property where auto work is being performed. Staff has been in contact with Mr. Anderson about his concerns. • Shared feedback about her personal experience trying to sign up for a Parks & Rec program through the website. She expressed concerns about the website and phone contact mechanisms for signing up for classes as not being user-friendly. She emphasized the friendliness and service orientation of the team member she spoke with on the phone, and that she wanted to share the experience as an end user to help with refining processes.
