Re: April 26 Work Session Summary: East Mulberry Project
At the April 26th City Council Work Session, staff provided background and potential next steps for
the East Mulberry Project. Staff began by presenting the history of the Growth Management Area
(GMA) and the Intergovernmental Agreement (IGA) with Larimer County. Staff also presented a
timeline for the history of the E Mulberry enclave, including how it was conceptualized in the GMA,
when it was formed, and the community engagement that has occurred so far for the project. Finally,
staff presented 3 potential next steps for the project. Staff presenters included Rebecca Everette and
Travis Storin. All Council Members were present over Zoom.
History of the Growth Management Area & Intergovernmental Agreement
Executed in 1980 with the creation of the GMA
Formerly known as the through a service area analysis
Supports urban development and services within the boundary
Meant to support intentional growth within that boundary and limit sprawl
Establishes boundary for City Plan and other long-range community plans
Provides specific guidance to both City and County on annexation, development regulations
and other related topics
History of the East Mulberry Enclave
East Mulberry area was included in the original Urban Growth Area in 1980
The East Mulberry Corridor Plan was created and jointly adopted by Council and County
Commissioners between 2000 and 2002 and remains the guiding document today
The enclave was formed in July 2018 through Council action
Enclave eligible for annexation in August of 2021
Community engagement within the area has occurred from April 2021 through the spring of
2022 to establish shared goals and priorities
Decision Points
Three scenarios for potential next steps were presented by staff:
o Proceed with the East Mulberry Vision and Annexation Implementation Plan
o Proceed with Plan Update (Re-Scoped) and Pause the Annexation Implementation
Plan
o Pause Plan Update and Annexation Implementation Plan and Review the IGA &
Growth Management Area
Next Steps
Staff will proceed cautiously and thoughtfully with exploration and analysis for a potential
annexation and creation of the E Mulberry Area Plan
Create clear decision points for Council at each step of the process
Include costs, benefits, potential funding sources, and consequences of various
decisions and timing
Explore the possibility of cost sharing with Larimer County if annexation were to move
forward
Center the E Mulberry work in the adopted community-wide goals and provide analysis
for how it does or does not fit with those goals
Provide analysis and lessons learned from past annexations, including the Southwest
Enclave Annexation
Use the May 10th Council Priorities Check-in to help understand where this work may fit
with existing Council priorities
