Re: Emergency Management and Special Event Municipal Code Change
The purpose of this memo is to update Council on upcoming code changes related to emergency
management and special events that will be coming before Council for adoption later this spring.
Emergency Preparedness and Security (EPS) staff was scheduled to speak to you on Tuesday,
April 26, during work session. The intent was to give you updates on our programming and
upcoming municipal code changes that impacted some wording related to emergency
management and process changes related to special event planning and permitting. In order to
best utilize Council s time in work session, staff decided to pull the item and instead plans to
cover the code changes in a submitted packet for a consent calendar item in the near future.
There are also some suggested training and education opportunities that we would like to offer
Council in the future related to incident management and the role Council members would play
as part of a policy group. There are several ways the training could be provided so the Interim
City Manager will be working with Council to determine the preferred approach for completing
it in the next few months.
The code changes related to emergency management are fairly straight forward and reflect best
practices and how we, the City, actually operate and integrate, locally and regionally, in
supporting response to a critical incident. The language changes are slight, changing what had
previously been called The Disaster Council to a Policy Group.
The special event code changes deal with some practical changes to how we permit events,
creating a more seamless process that is user friendly for applicants and also more efficient for
City staff.
We are going to place these items on a consent calendar in the near future, in the May or June
timeframe. The changes will be explained in more detail at that time, and staff will be available
for any clarification or questions. If our staff can be of any assistance, please feel free to reach
