HomeMy WebLinkAboutMinutes - Read Before Packet - 4/5/2022 - Memorandum From Anissa Hollingshead Re: Leadership Planning Team Meeting Minutes – April 4, 2022 City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: April 4, 2022 TO: Mayor and Councilmembers FROM: Anissa Hollingshead, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Interim City Manager Kelly DiMartino, City Attorney Carrie Daggett and City Clerk Anissa Hollingshead met on Monday, April 4, 2022, and the following summarizes the discussions that began at 7:45 a.m. 4/5/2022 Regular Meeting: Summary agenda items for this meeting were reviewed. • This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council Chambers. Public participation for the meeting will be available in four ways: in person, by phone, online through Zoom and by email. • The agenda was republished on Friday to add a resolution to make an appointment to the PRPA (Platte River Power Authority) Board following resignation of Councilmember Pignataro from the PRPA Board. The resolution was published without the name of an appointee and a name of the designee will need to be filled in at the time of adoption. • The agenda was also updated over the weekend to include a proclamation relating to the designation of April as National Donate Life Month. This proclamation had been requested in February but was inadvertently excluded from the agenda upon initial publication. Mayor Arndt asked about how proclamations get scheduled. City Attorney Daggett provided Resolution 2009-065, which provides details about the parameters for proclamations. When necessary, it is the Mayor’s determination as to whether a proclamation should move forward. Resolution 2009-065 includes the parameters for issuing proclamations. • The meeting includes a Community Report from the Poudre River Library District. This report will occur immediately before the public comment portion of the agenda, following the City Manager’s agenda review. It is not lettered separately to avoid changing the adopted order of the agenda. City Attorney Daggett noted that may be an area to consider for changes when the Council Meeting Rules are next updated, if it seems likely community reports will continue with relative frequency. Leadership Planning Team Meeting April 4, 2022 Page 2 of 4 • Item 5, the Connexion funding item, will be moved to the discussion calendar so that revisions to the ordinance between first and second reading can be read into the record at the meeting. • Item 14, the appointment of two people to the Poudre River Library District Board of Trustees, was discussed as potentially needing a correction to the terms. The committee including two members of Council and two County Commissioners recommended the two individuals to be appointed but were not aware the two open terms are different lengths and did not designate who was being appointed to each term. The Mayor and Mayor Pro Tem indicated a preference to wait to approve the appointments until the committee selects the terms for each appointee so a follow up correcting action is not necessary. This item will be moved to April 19. • The second readings of the ordinances adopting the International Building Codes are on this agenda. To address issues that have been raised, only Ordinance No. 21 will need to be revised to address the issues that have been identified so far. Some of the changes to reflect Council’s discussion on first reading have already been incorporated into the proposed ordinance that was published ahead of the meeting. Staff has subsequently identified at least one addition to the definitions in that ordinance that will need to be made. Council has also been provided with potential options for other amendments it may wish to make to the ordinance as part of the agenda materials. Mayor Pro Tem Francis also requested more detail be provided at the time of the meeting on Tuesday regarding what a cost sharing model may look like, including details on what kind of time may be required to develop a cost sharing plan. The desire is to have information available to the Council about how it would need to move forward with developing a cost sharing program if that is how they desire to proceed. • The potential of adding a resolution in support of Ukraine was discussed. It was decided to move forward with amended language of support and to ask staff to help with adding in provisions about what Police Services has done in terms of donations to Ukraine, as well details about how people can help if they are interested and looking at what other local entities are doing. This item will be added to the end of the consent calendar. 6-Month Calendar: • Upcoming meetings were reviewed with particular attention to any shifts. • Noted the joint meeting with the County on April 13 should be listed as hybrid, rather than remote. Most Councilmembers are planning to participate in person, although there will be at least one member utilizing remote participation. • The April Urban Renewal Authority meeting is also currently listed as being remote. That will be the first URA meeting conducted in a hybrid manner and should be updated on the planning calendar as well. Leadership Planning Team Meeting April 4, 2022 Page 3 of 4 City Clerk Hollingshead: • Asked about updating the information provided to the public at the beginning of Council meetings regarding public health measures still in place. It was noted we do still have a local emergency declaration in place, and it is also possible to still make a shift in the language used about meeting procedures to emphasize the importance of respecting individual choices around how to stay safe. City Attorney Daggett also noted the emergency declaration can be rescinded by the City Manager without action by the Council when appropriate. Interim City Manager DiMartino noted she would touch base with the City’s Emergency Manager later in the week when he returns from being out of the office. Interim City Manager DiMartino: • Provided a heads up that the City has been unable to secure a fireworks vendor for July 4 but is able to do so for July 2. A press release will be going out indicating the fireworks will be moved to Saturday the 2nd instead. Discussion is occurring with the organizers of the Firecracker 5K about whether they want to shift to that day as well. It was noted the City of Boulder is cancelling their celebration entirely due to lack of a vendor, and this shift given the timing on a Saturday seems like a good alternative for Fort Collins to maintain the event. • Noted the next staff meeting regarding the Library Park area will be occurring this week to allow the staff team to work on some recommendations around the path forward. The desire of neighbors to be included in planning meetings is something staff is cognizant of and is part of the planning process. There will be a meeting scheduled also involving the neighbors later this month. • During last week’s Executive Leadership Team (ELT) meeting, the time was used to hold an information session with Ernest House on best practices for interacting and engaging with the Indigenous community. Several members of ELT will be attending the 28th Annual NCIPA Powwow scheduled this Friday, 4/8- Sunday, 4/10 at the Northside Aztlan Center. Mayor Pro Tem Francis noted she will also be participating, including providing an introduction. This event is open to the public to welcome community in furthering NCIPA's mission to "celebrate our Native American heritage and help to preserve our culture through honoring our ancestors and inspiring our youth while increasing public awareness. We do this by sharing our values and providing educational and cultural experiences through music, dance, food, and the arts." More information about NCIPA and this year's Powwow can be found at ncipa.weebly.com/ Mayor Pro Tem Francis: • Inquired about what next steps are with the fee memo provided to Council with more information on the costs that are added to housing. Interim City Manager DiMartino noted the memo was treated as staff responding to a request for information and asked what preferences Leadership Planning Team Meeting April 4, 2022 Page 4 of 4 might exist for next steps. It was discussed whether this needs to be a standalone work session item or if it should it be worked into items. There was discussion about how the information can be used and updated as Council makes decisions in the future. Mayor Arndt: • Noted she has been receiving some feedback from members of the community about demographic questions being included in surveys that go out. A specific instance was a survey relating to trash that included questions about gender identity, and curiosity around if that is relevant. Interim City Manager DiMartino shared the general practice of the City is to include a standard set of demographic categories in any survey to be better able to measure how representative of the community survey respondents are. It was discussed there may be benefit in considering what demographics matter in specific surveys to better focus which questions are being asked and to help community members see the relevance of what is included.
