RE: Legislative Updates
The 2022 legislative session has just over 40 days left in session! The Legislative Review
Committee met on March 22, 2022 (draft minutes attached) to review bill positions and new
bills.
The Committee took support positions on the many affordable housing and mobile home park
related bills that have been introduced. Below are bills that have a support or oppose position.

HB 1011: Wildfire Mitigation Incentives for Local Governments (Support)
HB 1028: Statewide Regulations of Controlled Intersections (Oppose)
HB 1051: Affordable Housing Tax Credit (Support)
HB 1152: Prohibit Employer Adverse Action Marijuana Use (Oppose)
HB 1083: CO Homeless Contribution Income Tax Credit (Support)
HB 1151: Turf Replacement Program (Support)
HB 1159: Waste Diversion and Circular Economy Development Center (Support)
HB 1272: Repeal of Attorney Fees on Motion to Dismiss (Oppose)
HB 1287: Protections for Mobile Home Park Residents (Support)
HB 1304: State Grant Investments in Affordable Housing (Support)
SB 146: Middle Income Access Program Expansion (Support)
SB 149: Improve Marijuana Industry Regulation (Support if Amended)
SB 159: Revolving Loan Fund Invest in Affordable Housing (Support)
SB 160: Loan Program Resident-Owned Communities (Support)
A much-anticipated Collective Bargaining bill is now only focused on counties and higher
education institutions. Staff will continue to monitor.
Legislative Review Committee (LRC) meetings are scheduled from 3:00-4:00PM via Zoom on
the following dates:
April 19
Additional LRC meetings will be scheduled if and as necessary.

Committee Members Present:
• Tricia Canonico (Chair), Jeni Arndt and Susan Gutowsky.
Staff Present:
• Ginny Sawyer, DeAngelo Bowden, John Duval, Lindsay Ex, Michelle Finchum,
Honore Depew, John Phelan, Jennifer Cassell, and Ed Bowditch.
1. Approval of minutes from February 22nd meeting
a. Unanimous approval of minutes.
2. Bill Review
a. Discussion
i. HB 1028: Statewide Regulation of Controlled Intersections (Safety Stop)
Question of whether to switch from Oppose to Monitor based on Bike Advisory and
Transportation Board feedback. Decision to remain opposed based on home rule and
perception of confusion between cyclists/motorists and determination of age of rider.
ii. HB 1152: Prohibit Employer Adverse Action Marijuana Use
Decision to oppose.
iii. HB 1244: Public Protections form Toxic Air Contaminants
Discussed rationale of bill proponents and opponents. Will continue to monitor to see if
municipalities get exempted from bill.
iv. HB 1272: Repeal of Attorney Fees on Motion to Dismiss
Request from CML to oppose and contact Representatives. Committee supported the oppose
position and request.
v. HB 1287: Protections for Mobile Home Park Residents
Decision to support.
vi. HB 1304: State Grant Investments in Affordable Housing
Decision to support.
vii. SB 146: Middle Income Access Program Expansion
Decision to support.
viii. SB 149: Improve Marijuana Industry Regulation
Decision to monitor and move to support with proposed amendments (allowing municipalities
access to seed to sale database.)
