HomeMy WebLinkAboutMinutes - Read Before Packet - 3/29/2022 - Memorandum From Anissa Hollingshead Re: Leadership Planning Team Meeting Minutes - March 28, 2022 City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: March 28, 2022 TO: Mayor and Councilmembers FROM: Anissa Hollingshead, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Interim City Manager Kelly DiMartino, Deputy City Manager Kyle Stannert, City Attorney Carrie Daggett and City Clerk Anissa Hollingshead met on Monday, March 28, 2022, and the following summarizes the discussions that began at 7:45 a.m. 3/29/2022 Special Meeting for City Manager recruitment process: • Special Meeting on Tuesday, March 29, at 7:15 p.m. in person at City Hall to consider candidates for City Manager. The meeting will begin with an executive session. At the conclusion of the executive session, the Council will return to an open session of the Special Meeting. o The agenda for the public meeting after completion of the executive session includes an agenda item summary and proposed resolution to name a selected finalist to negotiate an employment contract with and to name individual Councilmembers to participate in negotiation with the selected finalist. o It is expected that two Councilmembers will be designated to work with Teresa Roche, to develop a proposed employment contract for presentation to the Council in April. o Before the agenda for the special meeting is published on Monday, March 28, it will be determined if the meeting will only take place in person, or if a virtual option is needed. 4/5/2022 Regular Meeting: Summary agenda items for this meeting were reviewed. • This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council Chambers. Public participation for the meeting will be available in four ways: in person, by phone, online through Zoom and by email. • Second reading of the ordinances adopting the International Building Codes will be on this agenda. Staff is working on an attachment to the AIS that will include potential motions for Council to consider making if there is a desire to adopt amendments to address Council feedback at the prior work session and first reading of the ordinances. Leadership Planning Team Meeting March 28, 2022 Page 2 of 4 6-Month Calendar: • Upcoming meetings were reviewed with particular attention to any shifts. • The Urban Renewal Authority meeting for March was moved from March 24 to this week on March 31 in order to accommodate timing needs associated the City Manager recruitment process. The URA team has been working on plans to return to in person meetings and has determined that will be possible starting with the April meeting. The meeting this week will be the final fully remote meeting. Going forward, meetings will occur in the CIC Room with hybrid participation via Zoom available. • The joint meeting with the County on April 13 was discussed, including whether there has been sufficient development of agenda topics. Staff will be providing a memo with an update on their recent presentation to the Larimer County Board of County Commissioners, which followed the Work Session to Council, and an overview of the planned joint meeting scheduled in April. • On June 14, Land Use Code will be the only topic. That work session will be held in person in the Council Information Center (CIC Room). Councilmembers were polled and all but one can participate in person, so there will be a hybrid option to accommodate full participation. Council calendars will be updated to reflect in person attendance for those will be participating at City Hall. • On the June 28 work session, it was noted timing is being considered around the Southeast Community and Innovation Center item and may result in a shift in when that item comes back to the Council. City Clerk Hollingshead: • No additional items. Deputy City Manager Stannert: • Noted enjoyed the visit with the governor last Friday and provided a summary of the visit, including shifts in the timing and places visited due to scheduling needs to abridge things. Congressman Neguse joined Governor Polis in the visit summarized in a press release from the Governor’s office. o Visit included a stop at Aims Community College Flight Training Center where they heard from a first-generation college student from Fort Collins in the aviation program as well as discussing the airport’s work building innovative workforce training and development programs. o The tour also visited the site of a proposed affordable housing project in south Fort Collins. • Governor Polis shared plans to come back and reschedule on another date. This visit will likely include a regional leadership lunch, targeting April 20. Will flag Council calendars to see who can attend. Leadership Planning Team Meeting March 28, 2022 Page 3 of 4 • Provided follow up on a question from last week on supporting the restaurant industry – can confirm the partnership with NoCo Nosh has ended and is no longer a thrust of programming by the City. o Economic Health Office (EHO) is hearing a lot of the same themes from restaurants, and work is underway to provide support. o This includes working with Communications and Public Involvement Office (CPIO) on producing education videos and spotlighting a variety of local restaurants, in addition to reminding customers to consider ordering directly and encourage people to dine-in. City Attorney Daggett: • No additional items. Interim City Manager DiMartino: • Noted she and the Mayor have an extended meeting with the airport on Friday they will be touching base regarding ahead of in order to prepare. Shared as potential development proposals are looked at by the airport, there will likely be a need for an in-depth extensive study session to talk about the best path forward. • Will attach to the minutes an especially poignant piece of feedback from a resident to one of our building inspectors. Mayor Pro Tem Francis: • Shared regarding ongoing contacts about doing a resolution of support regarding Ukraine. Staff will work on getting that placed on the next agenda, including refining what was developed initially for consideration. Mayor Arndt: • Shared appreciation to everyone in the City Manager process, including from the public. Noted the process has been really well done and members of the public have shared their appreciation for the ability to be involved in thoughtful ways. • Noted may bring up civility procedures under other business at the next meeting with a special focus on public comment. • Reported that in upcoming one on ones with Councilmembers she will be working on potential agenda items for their mini retreat, which is proposed to take place on a Friday evening in June / July. • Shared regret at missing the governor’s visit, as well as appreciation for his acknowledgement of the challenges with the timing for the City. Leadership Planning Team Meeting March 28, 2022 Page 4 of 4 • Noted her appointment by the governor as a Water Quality Control Commissioner appointment with CDPHE. Those meetings will be the 2nd Monday of each month for a three-year term with Senate confirmation. • Reiterated openness of head of Platte River Power Authority (PRPA) to coming to Fort Collins as part of talking to each of the four member cities about upcoming plans. It was noted this may be possible with the Our Climate Future work session and that Utilities staff are looking at overall picture and what makes sense before reaching out to him on time and date. Last week, he visited for inspection on our newly installed water heater with Hahn plumbing. Tom recognized issues with the installation immediately and his service was exceptional. He was professional from the start by showing me his vaccine card (without being prompted) and offering to wear a mask. I work in medicine and so when he recognized the issue he quickly learned that my understanding on the topic was limited, so he agreed to call my husband and explain everything to him. In addition, he called Hahn plumbing and explained to them so that I didn’t have to. He did all of this in a timely manner and had the plumbing service back at my house within a few hours. I was shocked to see Tom return with the plumping service later in the afternoon to give them a description and walkthrough of the issue. I cannot express how much I appreciate the service that went above and beyond as I am very pregnant and was managing my toddler during the visit, he alleviated much of my stress by taking care of the needs ahead of me. He even tried to limit how many times I walked down to the basement as I am pregnant. His professional and kind manner was simply extraordinary and was so appreciated by both myself and my husband.
