RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Interim City Manager Kelly DiMartino, Deputy City Manager Kyle
Stannert, City Attorney Carrie Daggett and City Clerk Anissa Hollingshead met on Monday, March 21, 2022, and
the following summarizes the discussions that began at 7:45 a.m.
3/22/2022 Work Session:
Summary agenda items for this meeting were reviewed.
• This work session will be conducted remotely, with no Councilmembers providing notice of intent to
participate in person. Work sessions do not provide an opportunity for public participation. The meeting
will be broadcast on FCTV and be available for staff participation via the Zoom platform.
Special Meetings for City Manager recruitment process:
• Scheduled time with finalists begins Thursday with a welcome lunch with the City Manager’s Office. This
will be followed by City tours, a reception with invited community guests, and then a progressive dinner
with candidates and pairs of Councilmembers.
• Coffee interviews will be conducted Friday during the day at various locations in City Hall with two
Councilmembers and one candidate at a time.
• Special Meeting on Friday, March 25, at 4 p.m. (expected to last until 6:30 p.m.) in person at City Hall to
conduct an executive session to consider candidates for City Manager. The executive session will begin
with a legal executive session for discussion of legal matters related to the process. Following the
executive session, the special meeting will be adjourned.
• A special Meeting will then be convened on Saturday, March 26, at 7:45 a.m. in person at City Hall and
enter into executive session to consider candidates for City Manager.
• At the conclusion of the executive session, the Council will return to the Special Meeting.
o The agenda for the public meeting after completion of the executive session will include an
agenda item summary and proposed resolution to name a selected finalist to negotiate an

employment contract with and to name individual Councilmembers to participate in negotiation
with the selected finalist.
o It is expected that two Councilmembers will be designated to work with Teresa Roche, to
develop a proposed employment contract for presentation to the Council in April.
o If Council is not prepared to adopt the resolution, a special meeting will be called for Tuesday,
March 29, at 7:15 p.m. If Council takes action on the resolution on Saturday, there will be no
need for the special meeting on Tuesday.
6-Month Calendar:
• Upcoming meetings were reviewed with particular attention to any shifts.
• Noted dates on calendar for City Manager recruitment process.
• On June 14, Land Use Code will be the only topic. Discussed potential consideration of holding this
session in person, given the intensive focus of discussions on the topic. Council will be polled on
availability to meet in person that evening prior to a decision being made. There was agreement that
holding the meeting in person, or completely online are both preferable than a hybrid meeting due to
the complexity of the topic.
City Clerk Hollingshead:
• Shared request from the Library Board to share its annual report at an upcoming Council meeting.
Agreement from the Mayor to add to a future agenda as a community report.
Deputy City Manager Stannert:
• Shared the National Association of City Transportation Officials (NACTO) has published its Streets for
Pandemic Response & Recovery: 2021 Grant Program report including highlights of Fort Collins’
participation in the program. Nick Heimann has been the point person for the asphalt art projects that
were part of this program. Initially this program was intended to include three installations, all with
significant community involvement. Funding is actually available for a fourth installation that is now
beginning the process of neighborhood engagement. Larimer County has also reached out to City staff
about future opportunities. It was noted these installations are intended to last through the life of the
asphalt, and the artists participate in maintaining the installation.
• Provided an update on actions relating to Library Park, including the ongoing use of SARs as an
additional tool for both tracking and sharing information about issues coming up.

• Noted the City Attorney’s Office is also working to scope out what type of response is needed in regards
to legal issues associated with Library Park.
Interim City Manager DiMartino:
• Shared Remote Tower certification testing which had been previously delayed has now been confirmed
by the FAA to start today for the next two weeks, and then continuing the last two weeks of April for
phase 1 testing.
• Noted there was a memo in last week’s Council packet on the Art in Public Places project slated for the
Vine and Lemay bridge. The current contract with the artist is for design work only, and the artist will be
conducing neighborhood meetings to share the initial design and gather feedback. From there, that
input will inform potential updating to the design before it comes back to the City Council for approval.
It remains an option to cancel the continuation of the project with the artists if this process does not
result in a good resolution.
Also noted this process will be occurring in tandem with a second Art in Public Places project which
includes as part of its scope the potential City takeover of a detention pond that had previously been the
responsibility of an HOA that has since disbanded. These are positive next steps for the community.
• Attended an event Friday at Transfort for transit worker appreciation day. Shared it was an uplifting
event and well done by transit management. Team members participating were very appreciative and
expressed appreciation for the event.
• Will be talking to Jacy Marmaduke of the Coloradoan later today on the City’s approach to equity
indicators and engagement around the indicators, including also looking at how it is hitting the mark in
the budget process. Research and preparation going into this has included talking with a number of
stakeholders to produce what is likely going to be a more in-depth article likely to come out later this
week.
• Shared information about a planned visit from Governor Jared Polis on Friday, March 25, to tour sites of
potential state ARPA projects. With Council and interim City Manager schedules, she has asked Kyle
Stannert and Travis Storin to attend as representatives for the City.
Mayor Pro Tem Francis:
• Visited with some small businesses in the Campus West area where those businesses shared
they are struggling to get people into their restaurants. They noted NoCo Nosh takes a healthy
percent from restaurants for delivery services which can also be challenging to coordinate.
Mayor Pro Tem Francis asked if the City is still continuing to push delivery services as a way to
support local businesses. Deputy City Manager Stannert noted the City is not actively promoting
this, and when we have in the past, it has been when City funds are being provided to cover the
restaurant share. Staff will confirm what sorts of ongoing efforts may be occurring in this realm.

what we are doing now. Mayor Pro Team Francis also noted the businesses discussed events
this summer to get people out and about.
• Asked a question about Saturday and what will be voted on, as well as the need to designate
Council members to work on compensation questions. For adoption in open session following
executive session deliberations will be an agenda item with a combined resolution to identify a
candidate to move forward and negotiate with as well as to appoint two Council members to
work with Teresa Roche on negotiations. Mayor Arndt noted the Council should vote on which
members should serve in that capacity. It was also noted it would be helpful to include in the
notes from this meeting what has been laid out by the committee, including what is planned to
be voted on. (This information has been added under the header above Special Meetings for City
Manager recruitment process.) It was also noted Deputy City Manager Stannert will be staffing
that Council meeting as a representative of the City Manager’s Office, and that the Agenda Item
Summary (AIS) and resolution are drafted and should be ready to post once everything is in
place for the meetings.
Mayor Arndt:
• Noted last week’s National League of Cities conference was good, and was attended by Councilmember
Gutowsky, Interim City Manager Kelly DiMartino, and Policy and Project Analyst Ginny Sawyer. Content
was concentrated on one day of the conference, and even in that short span of time, Fort Collins was
invited to present as part of two sessions. Mayor Arndt shared her reflections on how it is good to zoom
out to the bigger picture, realizing the work the City is doing in many areas is being recognized
nationally. She also shared how she talked in one panel about how the City approaches diversity, equity
and inclusion work in the area of energy by emphasizing it has to be in every single thing you do.
• Shared about receiving a phone call from Matt Dinsmore regarding a stabbing in front of one of his
businesses Saturday night. He was complimentary of the police response and city services while also
expressing concern as spring is now starting over what may be to come.
• Relayed a compliment shared from someone about the democratic way the city manager process is
being done, noting our hiring processes are another area we demonstrate our commitment to equity in
practices.
• Noted Jason Frisbie, general manager and CEO of Platte River Power Authority, has been reaching out to
member jurisdictions following the most recent board meeting to reiterate PRPA’s desire to work with
its member communities. He also shared a willingness to come and present to the Council as was
recently done in Loveland. Mayor Arndt also shared he has been working well with new Fort Collins
Utilities Director Kendall Minor.
