All Council members were present except Mayor Pro Tem Francis. Background Staff reviewed a draft of the 2022 Strategic Plan, including a redline copy that showed changes from the 2020 Strategic Plan to the 2022 Strategic Plan. Each of the seven Outcome Areas was presented showing key changes to Strategic Objectives, along with highlighting Council Priorities. Council was supportive of the 2022 Strategic Plan as presented, and the Strategic Plan Core team will make updates per Council suggestions and will use input as shown below. The updated 2022 Strategic Plan will be presented for adoption on April 5 th. 2022 Draft Strategic Plan Council Suggestions Neighborhood Livability & Social Health (including religion). 1.7 Noted Mulberry annexation appears to be a definitive statement. Either in this section or in another, include Hughes within the scope of the 2-year update. Economic Health 3.1 Revisit the language about the airport underutilization to make sure it is clear. Determine where cellular service would best fit. Environmental Health 4.1 Addition of equitable is good, but changes context. Staff will look at updating the objective to clarify intent. 4.2 Oil & Gas bullet needs to have stronger language, or retain bullet. Safe Community Consider how to emphasize and highlight the work of Police. Transportation & Mobility 6.5 Conversation around missing facilities and if it extends beyond the NE. Clarify what specifically this is referring to. 6.7 Consider adding train issues and horn back into the Strategic Plan and determine which outcome would be best fit. High Performance Government 7.2 A question was raised about the term high performing board. Staff explained the language was carried from previous Council Priorities.
