RE: Legislative Updates
The 2022 legislative session has now seen over 400 bills introduced. The Legislative Review
Committee met on February 22, 2022 (DRAFT minutes attached.) In alignment with the
Legislative Policy Agenda, the City has taken positions on the following bills:
HB 1011: Wildfire Mitigation Incentives for Local Governments (Support)
HB 1028: Statewide Regulations of Controlled Intersections (Oppose)
HB 1051: Affordable Housing Tax Credit (Support)
HB 1083: CO Homeless Contribution Income Tax Credit (Support)
HB 1151: Turf Replacement Program (Support)
HB 1159: Waste Diversion and Circular Economy Development Center (Support)
HB 1277: Authorize Credit Unions to Hold Public Money (Support)
SB 063: Property Ownership Fairness Act (Oppose)

Staff continues to watch for the introduction of the following two bills:
Collective Bargaining
Expanded Retailer Responsibility
Legislative Review Committee (LRC) meetings are scheduled from 3:00-4:00PM via Zoom on
the following dates:
March 22
April 19
Additional LRC meetings will be scheduled if and as necessary.

Committee Members Present:
Tricia Canonico (Chair), Jeni Arndt and Shirley Peel.
Staff Present:
Tyler Marr, Ginny Sawyer, DeAngelo Bowden, John Duval, Honore Depew,
Michelle Finchum, John Phelan, Jennifer Cassell, and Ed Bowditch.
1. Approval of minutes from January 25, 2022 meeting
a. Unanimous approval of minutes.
2. Bill Review
a. Bills of Note:
i. HB22-1106 (Concealed Handguns on School grounds) Not expected to move forward.
ii. HB22-1134 (Measures to Reduce Single-use Meal Accessories) No longer active.
iii. HB22-1152 (Prohibit Employer Adverse Action Marijuana Use) May be turned into a task
force. Historically, the City has opposed bills similar to this one.
Continue monitoring.
iv. HB22-1159 (Waste Diversion and Circular Economy Development Center)
Council Member Peel requested additional information.
v. SB22-109 (Prohibit Labor Actions Against Public Employers) No longer active.
vi. SB22-063 (Property Ownership Fairness Act)
Committee opposed this bill.
Council Member Peel recused herself.
vii. SB22-126 (Prioritize Water Storage Projects South Platte Basin)
Mayor Arndt opposed this bill.
viii. SB22-131 (Protect Health of Pollinators and People)
