RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Interim City Manager Kelly DiMartino, Deputy City Manager Kyle
Stannert, City Attorney Carrie Daggett, and City Clerk Anissa Hollingshead met on Tuesday, February 28, 2022, and
the following summarizes the discussions that began at 7:45 a.m.
3/1/2022 Regular Meeting:
Summary agenda items for this meeting were reviewed.
• This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council
Chambers. Public participation for the meeting will be available in four ways: in person, by phone,
online through Zoom and by email. There will be Spanish interpretation.
• Item 11 is the resolution in support of Medicare for all. Mayor Arndt expressed concern with
language in the resolution title that expresses “support for improved Medicare for all as a
national or state health care system.” It was requested to remove the reference to a potential
state run health care system, as the intent was to support Medicare for All at the federal level.
The Agenda Item Summary and Resolution will be updated to reflect that and distributed via
the read before packet ahead of tomorrow’s meeting.
• Item 12 is the second reading of Ordinance No. 020, 2022 supporting temporary Fort Colins
Housing Permits for victims of the Marshall/Boulder County Fire. The item has an amendment
pre-drafted and included with the Agenda Item Summary for Council consideration regarding
tenants being allowed to take advantage of these provisions with the property owner’s
consent. If Council wishes to include the language from the amendment in the ordinance, it can
be moved with the amendment, or moved and then amended.
• Under Other Business, Council is scheduled to adjourn the meeting until the end of an electric
enterprise board meeting. The Council will come to order and act on an enterprise board
ordinance on its separate agenda. Then after completing the enterprise board meeting and

adjourning that meeting, the Council meeting will resume and continue with additional items
under Other Business.
• There will be two executive session items. It was noted there have been questions from some
members of Council about what is expected as part of the consideration of these items. Council
members received confidential memos regarding both topics last Thursday. On the first
executive session item, it is a proposed settlement for Council to consider. For the second item
regarding the Thornton Water Pipeline Project, legal background about recent discussions will
be the topic.
6-Month Calendar:
• Upcoming meetings were reviewed with particular attention to newly added items indicated by red text.
• A new time for the March URA board meeting has been set for March 31 to accommodate the schedule
for the City Manager recruitment process.
• Mayor Pro Tem Francis asked if there were plans to add anything to the 5th Tuesday in March. As of
now, there is not anything scheduled, although City Attorney Daggett noted there is not yet a time
scheduled for the vote identifying a city manager candidate to negotiate a contract with. Mayor Arndt
shared there will be a meeting of the ad hoc committee working on the manager selection process this
week where this timing could be tentatively discussed. The desire to minimize scheduling Council
meetings for executive sessions outside of the normal meeting cadence was discussed.
City Clerk Hollingshead:
• No additional items.
Deputy City Manager Stannert:
• Noted today will be a meeting of the Election Code Committee, and the first opportunity for City Clerk
Hollingshead to meet with that committee as they shape recommendations for the upcoming work
session on potential shifts to election timing and administration.
• Shared there will be a meeting with staff and Outreach Fort Collins again today in support of
coordinating public safety concerns near Library Park.
City Attorney Daggett:
• No additional items.

Interim City Manager DiMartino:
• Shared she and Councilmember Peel will be meeting with Linden Street businesses this week regarding
their concerns around access during construction.
• Noted staff is following up with the homeowners who wrote to the Council about the challenges they
have had with obtaining a certificate of occupancy for a newly constructed home. (Note: Following the
meeting, the Chief Building Official was able to confirm that a temporary certificate of occupancy was
issued to the homeowner last week).
Mayor Pro Tem Francis:
• Talked to Housing Catalyst about electric vehicle charging implications. There is a potential incurred cost
from the charges associated with charging, and a question about whether it is even possible to associate
specific costs for charging to specific tenants. Housing Catalyst expressed concern that they would be
impacted based on their model of providing housing in multi-dwelling units if the costs cannot be
charged back to individual units.
• Noted a request from some community members for a resolution to support Ukraine at
Tuesday’s meeting. There was some discussion around determining which issues on the
national and international stage to engage on as a local government. It was decided the Mayor
and Mayor Pro Tem will discuss this further and the Mayor will follow up about this ahead of
the meeting on a direction.
Mayor Arndt:
• Shared some of the thoughts the discussions of installation of charging stations for electric vehicles are
bringing up, including the expanding use of public dollars in setting up public stations. There will need to
be shifts to electric service delivery and collaboration to accommodate these new models and changes.

NOTE: Next week’s LPT meeting will occur on Tuesday, March 8, at 9 a.m. to accommodate the
employee forum with city manager candidates on Monday.
