HomeMy WebLinkAboutMinutes - Read Before Packet - 2/22/2022 - Memorandum From Anissa Hollingshead Re: Leadership Planning Team Meeting Minutes - February 22, 2022 City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: February 22, 2022 TO: Mayor and Councilmembers FROM: Anissa Hollingshead, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Councilmember Tricia Canonico, Interim City Manager Kelly DiMartino, Deputy City Manager Kyle Stannert, City Attorney Carrie Daggett, and City Clerk Anissa Hollingshead met on Tuesday, February 22, 2022, and the following summarizes the discussions that began at 7:45 a.m. 2/22/2022 Work Session: Summary agenda items for this meeting were reviewed. • This week’s work session will be conducted remotely as no Councilmembers have requested in-person attendance. Work sessions do not provide an opportunity for public participation. The meeting will be broadcast on FCTV and be available for remote participation by Council and staff via the Zoom platform. • It was confirmed that the strategic plan is a five-year plan that is updated every two years. Mayor Arndt expressed appreciation for the inclusion of the redline version in the materials to easily see what is changing. 3/1/2022 Regular Meeting: Summary agenda items for this meeting were reviewed. • This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council Chambers. Public participation for the meeting will be available in four ways: in person, by phone, online through Zoom and by email. There will be Spanish interpretation. • There are currently two proclamations on the agenda. The request from a national group to issue a proclamation relating to declaring COVID memorial day on March 7 was discussed, and it was decided there is not a direct local tie in the specific request being made for this year, but will be considered in the future. • Item 8 is the second reading of Ordinance No. 020, 2022 supporting temporary Fort Colins Housing Permits for victims of the Marshall/Boulder County Fire. Mayor Arndt clarified the discussion that occurred at first reading warrants this item appearing on discussion again to allow for resolution of Leadership Planning Team Meeting February 22, 2022 Page 2 of 4 whether to include further changes. Staff will have an amendment pre-drafted and included with the Agenda Item Summary for Council consideration regarding tenants being allowed to take advantage of these provisions with the property owner’s consent. • Item 11 is first reading of an ordinance declaring certain City-owned property on Cathy Fromme Prairie Natural Area as road right-of-way. Deputy City Manager Stannert noted this item is coming forward now to support parking lot improvement and in anticipation of future complexity due to the Larimer County Landfill project. • The potential need for an executive session was flagged. There is one known topic regarding a possible litigation settlement that City Attorney Daggett would provide an update on, as well as another emerging topic that may be ready for an update to Council from the City Manager at this meeting. Adding a possible executive session under other business was discussed. A motion or motions will be added to the summary agenda. • City Attorney Daggett noted one of the ordinances on the agenda for first reading is an electric enterprise board ordinance and reflects the first time for such an item since code changes were made to how the Council acts as an enterprise board. This will be called out on the agenda, as well as in the Council record. 6-Month Calendar: • Upcoming meetings were reviewed with particular attention to newly added items indicated by red text. • Affordable Housing and Electric Vehicle Charging options has been added to the March 8 work session to allow for Council input before the ordinances are prepared for second reading. • The Halligan Water Supply Project Update scheduled for April 26 needs to move to May. A date needs to be determined and may require adjustments to other planned items. The timing shift is needed to allow time for Council members to tour the facility, as well as to work with staffing changes in that area. In addition, a significant update had been planned for October but is now being shifted to 2023 Q1. • Clerk Hollingshead brought up potential timing for midyear reviews of the Council’s three direct reports. Nothing is on the calendar yet, but these reviews typically occur in a single meeting, as an adjourned session of a regular meeting during what would be a work session time in May or June. It was noted it would also be possible to schedule this at another time as well, given the relatively full work session calendar. This will need to be considered and the timing resolved in future weeks. City Clerk Hollingshead: • No additional items. Interim City Manager DiMartino: Leadership Planning Team Meeting February 22, 2022 Page 3 of 4 • Shared multiple positive moves towards stability in Utilities, including: o Today is Kendall Minor’s first day as Utilities Executive Director. o Applications close today for the Water Director position. o Today is also Gretchen Stanford’s first day as the Customer Connections Service Unit Deputy Director in Utilities. • Noted staff is working on the Council request to provide more comprehensive information regarding changes to costs impacting development. There has been a request from a Council member to expand how far back staff goes this work that is being reviewed as well. Deputy City Manager Stannert: • In addition to conflicts on March 14 for LPT, noted there are multiple conflicts on March 7 due to the City Manager interview process. Since March 14 is being cancelled, it was discussed to look at moving March 7 to the following day. A time will need to be identified, possibly 9 a.m., that will work for all since two participants have a standing 7:45 meeting on the 8th. • Provided an update on Library Park, and the coordination taking place between City staff and partners to address safety of residents and those seeking shelter at the Mennonite Fellowship Church. o Shelters have been at capacity in recent weeks due to cold weather and need. o Noted the update on homelessness and coordination that was provided in last week’s Thursday Mail Packet. Expanding on that update, Kyle noted that funding was increased in 2022 for Outreach Fort Collins, in order to expand services to mid-town and will follow up with the team to make sure conversations continue about timing and placing resources where there is the greatest need in the city. o Both the Sustainability Services staff and Police Services and the staff team that meets regularly regarding homelessness issues will complete additional fact checking around current circumstances and how conditions are evolving in the neighborhood. o City Attorney Daggett also noted this is a neighborhood in transition and this site is largely surrounded by nonresidential uses, which could also be factoring into what is being seen in the neighborhood in addition to impacts from specific properties there. o Recognized the difficulty of the circumstances and the continued concerns raised in this neighborhood. o Staff are staying engaged and will continue to explore options. City Attorney Daggett: • No additional items. Councilmember Canonico: Leadership Planning Team Meeting February 22, 2022 Page 4 of 4 • Reiterated the need to continue discussions on the budget for the City Council and leadership development. It was noted at the end of February updated spending reports will be available, making it a good time for an updated memo to the Council on this topic. It was noted Council may wish to discuss this in a retreat-type setting and opportunities for that may be coming up in the spring. Mayor Arndt: • Over the weekend, she received a request from the National League of Cities to serve as a panelist as part of the March conference. • Noted the City Manager search is going well, with the schedule for future steps and activities now set. There was a good meeting on Friday to discuss interview panels. All Council members have provided names of individuals to be included in both the interview panels and in the receptions to meet the candidates. • The Clean Energy panel with Representative Neguse on Friday went very well. The Mayor noted City staff knocked it out of the park preparing for the visit, and things went smoothly thanks to their work. Meeting adjourned at 8:58 a.m.
