RE: Metro District Process
This memorandum outlines the process for evaluating Metro District applications and the purpose for
the February 15 agenda item related to the proposed Strauss Lakes Metro District.
BOTTOM-LINE:
Our Metro District policy allows applicants a pre-application meeting with City Council. The purpose of
this meeting is to discuss and provide feedback on the public benefits the Metro District proposes. City
Council will hold a pre-application meeting for the proposed Strauss Lakes Metro District on February
15. After the pre-application meeting, the applicant may submit a formal Metro District application
along with a draft Service Plan.
BACKGROUND:
City Council adopted an amended Metro District policy on April 20, 2021. This new policy applies to
Metro Districts where more than 10% of the estimated assessed value of the project is residential. To
gain approval, applicants must score a certain number of points on a scorecard. Applications gain points
by providing public benefits in a number of categories. These categories are:
1. Housing
2. Energy, Renewables, & Water
a. Enhanced Energy Performance
b. Energy Components
c. Renewable
d. Indoor Water
e. Outdoor Water
3. Neighborhood Livability
a. Transportation
b. Neighborhood Amenities
c. Natural Environment
d. Health, Culture & Education
The process for considering Metro Districts is as follows:
1. Letter of Interest submittal
2. Staff reviews Letter of Interest
3. City Council Conceptual Review (upcoming February 15 pre-application meeting)
4. Formal submittal of Metro District
5. Staff reviews Metro District application and Service Plan
6. Council Finance review
7. Council considers Metro District
The new Metro District policy requires a Conceptual Review meeting with City Council. This
Conceptual Review meeting allows Council the opportunity to provide direction and feedback on the

accumulating points on the evaluation scorecard for consideration at the Conceptual Review. Staff then
assesses the Letter of Interest and provides a formal response to the Letter of Interest within 30 days of

The next steps in the Metro District process following the pre-application meeting would be a formal
submittal of a Metro District application with the City along with a draft Metro District Service Plan.
Staff would review the application against the scorecard, review the Service Plan against our model
Service Plan, and then bring an agenda item to Council Finance and City Council for consideration of
the proposed Metro District.
