The Legislative Review Committee met on January 25, 2022 (DRAFT minutes attached.) Also attached is an email update from Bowditch and Cassell. Staff continues to watch for the introduction of the following two bills: Collective Bargaining Expanded Retailer Responsibility Legislative Review Committee (LRC) meetings are scheduled from 3:00-4:00PM via Zoom on the following dates: February 22 March 22 April 19 Additional LRC meetings will be scheduled if and as necessary. Staff Present: Tyler Marr, Ginny Sawyer, DeAngelo Bowden, John Duval, Jenny Lopez Filkins, Lindsay Ex, Honore Depew, Michelle Finchum, John Phelan, Jennifer Cassell, and Ed Bowditch. 1. Approval of minutes from December 17, 2021 meeting a. Unanimous approval of minutes. 2. Bill Review a. Bills of Note: i. HB 22-1011 - Provide incentives for local gov wildfire mitigation efforts. CML initiated bill. Request to Support ii. HB 22-1028 - Creates statewide regulation of bikes and scooters rolling through intersections. Out of Transportation Legislative Review Committee. Bicycle Colorado (Research Group). Opposed by Arndt, Canonico, and Peel. iii. HB 22-1041 Privacy protections for protected persons. Brought in by Larimer County. Removes accessibility of identifiable information of protected persons from public facing websites. iv. HB 22-1051 - Expanding the state low-income housing tax credit. Supported by Arndt, Canonico and Peel. v. HB 22-1064 Prohibit flavored tobacco regulate synthetic nicotine. Request to Monitor by Arndt and Peel. vi. HB 22-1083 Colorado homeless contribution income tax credit. Supported by Arndt, Canonico and Peel. vii. SB 22-018 - Looking to counter loss of outstanding judgement warrants per HB 1314 in 2021 session. CML initiated bill. Request to Monitor 3. CC4CA a. Legislative Kick-off email is out. b. Steering Committee opportunity i. CM Tricia Canonico will be the City of Fort Collins representative on the steering committee for CC4CA. ii. John Duval, City Attorney, recommended formal resolution for this selection. 4. Other Business a. Nothing for other business.
