HomeMy WebLinkAboutMinutes - Read Before Packet - 2/1/2022 - Memorandum From Anissa Hollingshead Re: Leadership Planning Team Meeting Minutes - January 31, 2022 City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: January 31, 2022 TO: Mayor and Councilmembers FROM: Anissa Hollingshead, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Interim City Manager Kelly DiMartino, Deputy City Manager Kyle Stannert, City Attorney Carrie Daggett, and City Clerk Anissa Hollingshead met on Monday, January 31, 2022, and the following summarizes the discussions that began at 7:45 a.m. No meeting this week – State of the City will be Tuesday, February 1, 2022, at 6 p.m. 6-Month Calendar: • Upcoming meetings were reviewed with particular attention to newly added items indicated by red text. • For Feb. 15, It remains possible some items will shift to another date. Discussions have started and will be confirmed early this week regarding whether the Staff Report on Equity Indicators moves to the next meeting. • It is also possible the Mulberry Planned Unit Development Overlay item will move from Feb. 15 to March 1. In follow up to the request at the previous LPT meeting, additional context on this item was provided. This is a master plan for a 226-acre greenfield development, and the decision before Council is approval of a 15-year vesting period. Additional context is in the Planning & Zoning Commission materials for Dec. 16, with details in the packet starting on page 143. • The Regular Meeting for March 15 will likely be cancelled. The only item on the planning calendar is the reappropriation ordinance first reading, which can be pushed out to April 5. It was noted there was potential for a degree of impact to some staff in shifting that out to April, but it appears workable. It was also noted there is a first reading for the completion of the loan agreement for the Epic loans program on March 1 that would likely have a second reading scheduled for March 15 staff will need to check for any impacts of rescheduling.0F 1 1 Follow up subsequent to the meeting indicated the date shift is possible and will allow the program to continue but will push back closings. Leadership Planning Team Meeting January 31, 2022 Page 2 of 3 • Discussion occurred regarding another work session item relating to the Wireless Telecommunication Master Plan being added in May. The purpose of the discussion is to focus on potential land use code changes, and gaining consensus and clarity in direction on the work staff is preparing in response to the feedback from Council on the strategies presented at the Jan. 25 work session. It was noted there are several priorities from all members of Council, and a desire to ensure there is balance in bringing things forward. The importance of good awareness around why things are coming forward when they are was discussed. • It was clarified relating to the Indigenous Peoples’ Day Resolution unscheduled item that it is possible for the City to move forward with a designation that differs from the holiday declared by the state for that date, Cabrini Day. A designation by the City would layer on top of the State Holiday. City Clerk Hollingshead: • Asked about the potential for opening recruitment for boards without full membership at this time. The shared understanding at this time is no additional recruitment will be done at this point. The two boards lacking a quorum to operate have been addressed through separate plans and will not be meeting at this time. Other boards with vacancies do not lack quorum and the ability to meet. It was noted as well there is a difference between vacancies that occur due to attrition and seats that were not able to be filled in the most recent recruitment. At this point, no vacancies should be posted until after the April work session on this topic, where it is expected there needs to be a clear process outlined for handling vacancies going forward. The work session will include laying out how the recruitment process works, including filling vacancies, and provide clear options for potential shifts where it may be necessary. Deputy City Manager Stannert: • No items. City Attorney Daggett: • No items. Interim City Manager DiMartino: • Reminder to Council members of Thursday’s Respectful Workplace session. • Shared input received in meeting with Indigenous Community members, including areas of potential partnership to support strengthened relationships with the City, including the possibility of street renaming. It was noted staff has developed naming standards for future development, and the potential of building on this work to support renaming of streets through a BFO offer in the next cycle. It was also noted the Equity Office has been working in this space with the indigenous community and could also potentially add to the focus on this process development. Leadership Planning Team Meeting January 31, 2022 Page 3 of 3 • During discussion on other items, it was noted there is sometimes confusion in working with plan or program priorities versus Council-adopted priorities. There would be value in greater shared understanding around the hierarchy of what it means to have a Council priority and whether that means the Council only works on Council priorities, even though things like housing and DEI work are priorities as well. Mayor Pro Tem Francis: • Requested more details on how the State of the City address will operate. It will be a livestream and on FCTV, not a webinar. Mayor Arndt: • No items.
