RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Interim City Manager Kelly DiMartino, Deputy City Manager Kyle
Stannert, City Attorney Carrie Daggett, and City Clerk Anissa Hollingshead met on Monday, January 24, 2022, and
the following summarizes the discussions that began at 7:45 a.m.
1/24/2022 Adjourned Meeting:
Summary agenda items for this meeting were reviewed.
• FCTV will not stream this meeting. Council will meet in Council Chambers to open the meeting then
move to Executive Session, which will be held in the City Attorney’s Conference Room.
• The Council has the option to adjourn this meeting to 1/25 if necessary in order to continue discussions
in executive session. An agenda for an adjourned session containing just the potential executive session
continuation will be posted today to meet the 24-hour notice deadline. If the Council chooses to adjourn
to 1/25, it will be necessary for a quorum of Council members to be present in person to call that
session to order and vote to go into executive session.
1/25/2022 Work Session:
Summary agenda items for this meeting were reviewed.
• This week’s work session will be conducted remotely as no Councilmembers have requested in-person
attendance. Work Sessions do not provide an opportunity for public participation. The meeting will be
broadcast on FCTV and be available via the Zoom platform.
6-Month Calendar:
• City Manager DiMartino noted the February 15 Council meeting will be a little heavier than usual at the
outset, with the inclusion of the congressional update from Representative Neguse and the presentation
of the staff report on equity indicators, and also noted the importance and value of these topics.
• In reviewing the addition of the Mulberry Planned Unit Development Overlay item to the February 15
meeting, Mayor Pro Tem Francis requested follow up on the focus of this item at next week’s LPT
meeting.

• In response to a question from Mayor Arndt, it was clarified the air quality overview on February 22 will
be informed by current Council priorities.
• Discussion occurred regarding the March 15 Council meeting, and whether quorum will be possible.
Staff will look at the items currently scheduled for that date in order to see what shifts are possible. City
Attorney Daggett noted ordinances cannot receive a second reading at a special meeting, and that
needs to be a scheduling consideration. Given the number of special meetings occurring for the city
manager recruitment process, avoiding additional meetings outside of the existing schedule was
discussed.
• Currently under unscheduled or upcoming items for work sessions, the November coordinated elections
& ranked-choice voting item will be looked at by staff for possible inclusion on the April 8 work session
agenda. The strike throughs on that item currently on the planning calendar will be removed for clarity.
• City Attorney Daggett noted if Council desires to see any changes to the Disposable Bag ordinance, the
program starts up in May and that would be a consideration in timing to bring changes forward.
Deputy City Manager Stannert:
• Noted the City’s participation in the data track for the Bloomberg Harvard City Leadership Initiative
kicked off last week. The selected project focused on equity indicators reinforces the work already
happening in that area by the City, and will help build on existing efforts without delaying pieces for the
project.
City Attorney Daggett:
• In response to the email received over the weekend from Gary Wockner regarding the Montava
development and water rights, the City Attorney’s Office is working to prepare a factual overview of the
case to be provided in the public packet.
Interim City Manager DiMartino:
• Noted progress on filling two key positions in the organization, the Utility Executive Director and Policy
& Project Manager within the City Manager’s Office.
• Noted appreciation of Council’s willingness to add discussion regarding State ARPA funding to
tomorrow’s work session in conjunction with the Recovery Plan.

• Asked for more details about scope and timing of work regarding boards and commissions policies and
materials. It was noted preparation is not waiting until the April 8 work session on this topic, but that
the scope of that work will extend past that meeting. A project timeline will be developed and provided.
• Noted the future direction on the inclusion of bathroom requirements as part of building code updates
was left somewhat ambiguous. It was shared that staff has reached out to the Human Relations
Commission for best practices in this area, and that follow up will be done either by memo or at next
week’s LPT to confirm if this is being teed up as an option in current work. City Attorney Daggett noted
there are several ordinances coming on February 15 to update the international building, energy, fuel
gas, plumbing and other codes, and Mayor Pro Tem Francis expressed a desire to include single
occupancy gender neutral bathrooms as part of these if possible.
Mayor Arndt:
• Shared concerns with looking at new initiatives in isolation from one another, without an adequate
opportunity to fully know the cost implications of a range of actions in totality. Expressed the
importance of ensuring the Council’s policy agenda is considered with an eye towards the total costs
that will be borne by community members and other stakeholders, and ensuring the City is moving
forward in a manner consistent with supporting and bolstering affordability for a range of residents.
• There was discussion about ensuring when engagement on different potential initiatives is done that
Council is informed when engagement begins, and that throughout the process, there is clarity in
communicating where decision points exist. This includes using clear language to define when
something is being explored versus when there is Council direction to proceed with implementation.
• Requested additional information on professional development funding available to Council members
and what process is involved in allocating those dollars.
