RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Interim City Manager Kelly DiMartino, Deputy City Manager Kyle
Stannert, City Attorney Carrie Daggett, City Clerk Anissa Hollingshead, and Interim City Clerk Tammi Pusheck met
on Monday, January 18, 2022, and the following summarizes the discussions that began at 7:48 a.m.
1/18/2022 Regular Meeting:
Summary agenda items for this meeting were reviewed.
This Council meeting will be a hybrid meeting, with Council meeting in Council Chambers. Public
participation for the meeting will be available in four ways: in person, by phone, online through Zoom
and by email. It is required in Larimer County to wear a mask indoors or in indoor public spaces,
whether you are vaccinated or not. Spanish interpretation will not be available.
1/24/2022 Adjourned Meeting:
FCTV will not stream this meeting. Council will meet in Council Chambers to open the meeting then
move to Executive Session.
6‐Month Calendar:
East Mulberry Plan Update moved from 2/22/2022 to 3/8/2022. Due to the Strategic Planning
conversation on 2/22/2022 the agenda for that evening will be held to the two existing items to support
amble time for Council discussion on the Strategic Plan.
Deputy City Manager Stannert:
Provided an update on Phase 2 construction for the Linden Street Renovation project. Construction is
scheduled to begin on January 31 and will be coordinated to ensure all businesses will remain available
during the duration of construction activity. Additional information and updates can be found online at:

Noted for awareness that the Park Lane Mobile Home Park residents are in the process of creating an
ownership proposal. The park is located outside City limits. Stannert confirmed that no request for
funding from the City has been received.
Followed up regarding the proposed cancelation of summer council meetings. Confirmed with Ginny
Sawyer, Sr. Project Manager responsible for tracking Council’s priorities, that the cancelation of the
7/26/2022 (work session), 8/2/2022 (regular meeting), and 8/9/2022 (work session) would not cause
any delay in completion of any of the priorities. Also, noted that staff is in the process calendaring all
items related to Council’s priorities. It was agreed to move forward with the cancelation of the above
listed meetings.
City Attorney Daggett:
Noted that Council will be receiving a public memo regarding Council Meeting procedures and potential
changes to provisions about managing public comment.
o Noted there have been some questions and comments from members of the public regarding
campaign finance issues and those will be included as part of the campaign finance discussion
upcoming for the Election Code Committee.
Interim City Manager DiMartino:
Noted that the search for the Utilities Executive Director continues to be narrowed and that extensive
background and reference checks are currently taking place for the narrowed pool of candidates.
Good News Item: Mentioned that the enrollments for the Spring Recreator classes, that was recently
released, has grown to almost pre‐pandemic numbers.
Mayor Pro Tem Francis:
Confirmed the following Council meeting dates would be canceled:
o July 26, 2022 (work session)
o August 2, 2022 (Neighborhood Night Out) (regular meeting)
o August 9, 2022 (work session)
Mayor Arndt:
Noted comments received from Steve Shoflick regarding the NE I‐25 and Mulberry commercial
development. Would like staff to address concerns.

Mentioned Duane Stroh, of Health Harvest Productions, LLC, would like to coordinate with the City on
how to gain access for delivery purposes to restaurants currently blocked due to the MAX system.
Confirmed that the State of the City Address, scheduled for 2/1/2022, will be conducted remotely and
streamed by FCTV.
Acknowledged the MLK march and how well the event was put together. Thanked staff and
congratulated everyone on a job well done!
