RE: Leadership Planning Team (LPT) Meeting
Mayor Pro Tem Emily Francis, Councilmember Kelly Ohlson, Interim City Manager Kelly DiMartino, Deputy City
Manager Kyle Stannert, City Attorney Carrie Daggett, and Interim City Clerk Tammi Pusheck met on Monday,
January 10, 2022, and the following summarizes the discussions that began at 7:48 a.m.
1/11/2022 Work Session:
Agenda items for this meeting were reviewed.
With the adoption of Resolution 2021‐074, this week’s work session will be conducted remotely based on
notice from Councilmembers who will be participating remotely. Work Sessions do not provide an
opportunity for public participation. The meeting will be broadcast on FCTV and be available via the Zoom
platform.
Item #3 ‐ Temporary Housing for Disaster Relief will be discussed in two parts:
o Jim Byrne, Emergency Management Officer, will review what is currently being offered by Boulder
County.
o Caryn Champine, Director Of PDT, will then review what Fort Collins is considering as options.
1/18/2022 Regular Meeting:
Summary agenda items for this meeting were reviewed.
This Council meeting will be a hybrid meeting, with Council meeting in Council Chambers. Public
participation for the meeting will be available in four ways: in person, by phone, online through Zoom
and by email. It is required in Larimer County to wear a mask indoors or in indoor public spaces,
whether you are vaccinated or not. Spanish interpretation will not be available
A question was posed regarding how a proclamation is initiated, and what the policy related to
proclamations states. The resolution regarding the guidelines for proclamations is attached for
reference.

Item #13 ‐ Resolution 2022‐XXX Approving an Art Project for the Vine & Lemay Project and Approving
Expenditures from the Art in Public Places Reserve Account in the Cultural Services and Facilities Fund
and the Project Budget to Commission an Artist to Create the Art Project Pursuant to the Art in Public
Places Program ‐ Noted that Council would like to see a current rendition of the proposed work prior to
approving of resolution.
Additional item added to Discussion agenda: Follow‐up regarding Emergency Housing related to the
fires in Boulder County.
o Subject to change based on the work session discussion tomorrow night, the order of discussion
items will be as follows:

Sam's Club Fuel Station Appeal
Addition to “Other Business”
o Motion to Cancel February 1, 2022, Regular Council Meeting due to STATE OF THE CITY ADDRESS
The meeting will be adjourned to Monday, January 24, for City Manager selection matters.
6‐Month Calendar:
Noted Council would like an interim update regarding the Halligan Water Supply Project Update
currently scheduled for October 25, 2022. Staff will review the planning calendar in hopes of bringing an
earlier update forward in April/May 2022. This update will consist of an overview of the design/plan
changes that have taken place, associated costs, and the anticipated process for the October meeting.
Interim City Clerk Pusheck:
Noted a request from Council for staff to provide a progress update related to current Council priorities
is needed to inform the final decision on potential Summer cancelation of meetings.
Noted that a total of (4) Councilmembers are noted as being absent for the March 15, 2022, regular
meeting. Sarah Kane will confirm travel dates with Councilmembers before considering an alternative
date for this meeting.
An update of the current standing of the Women’s Advisory Board and Parking Advisory Board was
given. Women’s Advisory Board has been paused and the Parking Advisory Board is under consideration
of being combined with the Transportation Board.

Deputy City Manager Stannert:
Introduced and welcomed new City Clerk Anissa Hollingshead.
Interim City Manager DiMartino:
Thanked Councilmembers who were able to attend the Utilities Executive Director interviews last week,
and the individual feedback to help inform a hiring decision.
Reminded everyone that the next LPT meeting (January 17, 2022) falls on Martin Luther King Jr. Day,
therefore LPT will take place at 7:45 a.m. on Tuesday, January 18, 2022.
Councilmember Ohlson:
Requested information related to snow removal and driveways being blocked and to ensure that recent
community inquiries were being responded to through the SAR process. A packet memo regarding
snow removal process, including impacts to driveways, was requested in the coming weeks.
Noted that the upcoming STATE OF THE CITY ADDRESS is still listed as “in‐person”, however with
Omicron surging expressed concern with the address being in person and wondered if an alternative
format is being considered. Interim City Manager DiMartino acknowledged that the venue and format
has been noticed as subject to change, and staff are preparing alternative options.
Mayor Pro Tem Francis:
Inquired what the city’s status is in terms of employees working remotely based on the current surge of
the Omicron variant. The Interim City Manager noted the current hybrid approach being used by the
organization, with an attempt to balance keeping city facilities open and providing a safe environment
for all.
Shared that she has been receiving an increasing number of inquiries regarding e‐scooters being left in
the middle of sidewalks and other walkways. Requested a follow‐up memo stating the desired approach
for reporting complaints, in addition to the contract status and e‐scooter program review.
Requested possible tour for Councilmembers to visit the recently opened SPUR Campus. CSU Spur is a
new educational destination in north Denver, open to all, with a focus on food, water, and health. In
addition, asked if there would be possible interest by other Councilmembers to participate in a tour of
the East Mulberry area, particularly to show the area that is an enclave (formed in 2019 and
representing the areas of unincorporated Larimer County that are surrounded by the city and slated for
possible future annexation).
