RE: Montava Development Update First Submittal
The purpose of this memorandum is to inform Council, in accordance with the Montava
Communications Plan, that a development review application has been received for the first phase
of the Montava development. HF2M Colorado has submitted an application for a Basic
Development Review (BDR) for residential Phase G along with plans for a non-potable irrigation
pond. The submittal information is available here: https://ourcity.fcgov.com/Montava .
Bottom Line
Staff will review and evaluate the submittal against the approved Planned Unit Development (PUD)
Overlay standards for Montava as well as the applicable Land Use Code (LUC) requirements in
accordance with the standard BDR process. While the BDR process does not require a
neighborhood meeting, the applicant has committed to conducting one prior to submitting for their
second round of review. Additional communications will occur once the neighborhood meeting is
scheduled.
Staff has also undertaken outreach regarding this application in addition to the notifications
required by the LUC. A sign was posted on the property, an update was made to the Montava
webpage on Our City, and an email notification was sent to all subscribers to the Montava Our City
webpage, in addition to this memo to Council. A notification about the submittal was also included
in the This Week in Development Review email newsletter.
It is important to note that per the LUC, the decision maker for a BDR is the Community
Development and Neighborhood Services Director, so this application will not receive a public
hearing. All questions or comments about the proposed development can be submitted directly to
City staff for consideration by emailing devreviewcomments@fcgov.com. Council will receive
another memo once a decision is made on the application and additional communications to the
public will also occur at that time.

Staff will provide comments back to the Applicant on the initial submittal.
The Applicant with conduct a neighborhood meeting prior to resubmitting and Staff will
notice the meeting according to the attached Communications Plan, including social media
posts on Facebook and NextDoor.
The Applicant will resubmit revised plans and Staff will review and comment on the plans
until such time as all of the outstanding comments are sufficiently addressed and the plans
are ready to be considered for approval.
Required notice will be provided according to 2.18.3 (F), as this application includes a plat
that creates more than one additional lot.
After the public comment period, the Director will make a decision on the application.
Once a decision is made, notice of the decision will be made according to the
Communications Plan including another memo to Council, the Our City website will be
updated as well as social media.
Background
This is a request for a Basic Development Review (BDR) for the development of Phase G and a
non-potable irrigation pond in association with the Montava PUD Master Plan. Phase G falls within
the T4 and T5 transect districts of the PUD Master Plan and the site is currently undeveloped and
is farmland. As proposed, it would become a mixed-density neighborhood including approximately
202 units of alley-loaded townhomes, duplexes, and small and medium single-family homes. The
multi-family areas would be included in the overall planning for this area and would be platted as
parcels for future development.
A non-potable irrigation delivery system is also planned for the Montava development, so one of
the ponds would be designed and constructed concurrent with Phase G. This pond would be
located adjacent to the planned City of Fort Collins community park, a future elementary school
site, and other planned Montava development areas. It is sized and envisioned to serve all three of
these entities with shared non-potable irrigation through a distributed system if the City and PSD
choose to do so.
The No. 8 canal exists along the east edge of the property and would be reconfigured and
improved adjacent to Phase G. The No. 8 canal is planned to be piped from Mountain Vista Drive

north to the future intersection of Timberline Road to facilitate connectivity between the planned
neighborhoods, town center and future community park.

RE: Montava PUD Master Plan and Overlay – Notification of Future Phases
The purpose of this memo is to share information with City leadership about the overall plan for communication
and details regarding the types of public notice and Council communication anticipated for future phases of the
Montava Planned Unit Development (PUD) Master Plan and Overlay, in response to requests from City
Councilmembers during the first reading of the Montava PUD ordinance.
Background
The Montava Planned Unit Development (PUD) Master Plan and Overlay is the guiding framework for the largest
development in the history of Fort Collins in terms of land area (999 acres). The PUD Master Plan proposes a
phased approach to achieve buildout of the Montava community, which is planned to include approximately 4,200
dwelling units and approximately 450,000-750,000 square feet of commercial, industrial, and/or employment
uses. Montava is expected to be developed in phases over 25+ years. If the Montava PUD Master Plan and Overlay
is approved by City Council, the developer can then submit individual Project Development Plans (PDPs) for
Montava’s initial phases of development.
Communications Plan: Overview
The Montava PUD Master Plan and Overlay is a long-term development project with community-wide impacts. To
ensure that communication about key development milestones is consistent and comprehensive, staff has drafted
this communications and public notice plan.
The goals of the communications plan are as follows:
Ensure proper legal notice as required by the Land Use Code
Track the progress of Montava’s individual phases over time
Provide regular updates to Council and the public when key development activities occur
Ensure that interested parties have ample opportunity to sign up for Montava updates
Clearly communicate opportunities for public input as they arise

If Council approves the Montava PUD Master Plan and Overlay on second reading, staff will initiate this
communications plan with a press release. The press release will summarize Council’s decision and will contain
information about how to receive project updates on future phases of the Montava development. The press
release will be posted on the Montava website, sent to the existing Montava notification list, and shared on
social media.
Communications Plan: Public Notice Details and Enhancements
Section 2.2.6 of the Fort Collins Land Use Code outlines legal requirements for public notice of development
projects. Staff proposes to continue following the provisions of Section 2.2.6 for future phases of the Montava
PUD, which will be submitted as a series of discrete Project Development Plans (PDPs) over a period of 25+
years. In the event that the notification requirements in the Land Use Code are amended over time, staff
proposes that those future changes would apply to future PDP submittals for the Montava PUD Master Plan.
The current notification provisions required by Section 2.2.6 include mailed notice, sign posting, and published
notice as shown in the table below. In addition, staff is proposing to enhance the public notice for future
Montava Project Development Plan (PDP) submittals to ensure that both Council and interested members of the
public are kept informed of key milestones, decisions, and opportunities for public input. These proposed
enhancements include memoranda, web updates, email notification, and social media postings.
Council will specifically be updated when new project phases are submitted (indicating the start of a new quasi-
judicial process) and when phases are approved or denied (indicating the opportunity for an appeal to City
Council). Because Council is in the position of reviewing PDPs on appeal, staff will consider quasi-judicial
limitations when determining the appropriate information to provide to Council.
Staff recognizes that print media, social media, and other communication platforms may evolve significantly
over the coming decades. The intent of this communication plan is to ensure information is readily available and
accessible to those who need it, using a variety of communication approaches.

Next Steps
Staff intends to implement these communications and public notice plans upon Council approval of the Montava
PUD Master Plan and Overlay. If desired, Council may choose to impose a condition of approval on the Montava
PUD Master Plan and Overlay to codify the enhancements to public notice proposed in this memorandum.
